का.आ. 1368(अ).—भारतीय मानक ब्युरो अजधजनयम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत्त िजियों
का प्रयोग करते हुए, और जिन्ि (गुणवत्ता जनयंत्रण) आदेि, 2024 के अजधक्रमण में, ऐसे अजधक्रमण से पिले दकए गए या
दकए िाने के जलए छोडे गए कायों के जसवाय, केंद्र सरकार का, भारतीय मानक ब्युरो से परामिध करने के बाद यि म त िै दक
यि िनजित में आवश्यक अथवा जितकर िै, अत: एत्द्द्वारा जनम् नजलजखत आदेि करती िै, नामत:-
1. संजिप् त िीर्धक और प्रारंभ - (1) इस आदेि को जिन्ि (गुणवत्ता जनयंत्रण) आदेि, 2025 किा िाएगा।
(2) यि आजधकाररक रािपत्र में इसके प्रकािन की तारीख से लागू िोगा।
2. मानक जर्ह्न का अजनवायध प्रयोग – ताजलका के कॉलम (2) में जवजनर्दधश्त वस्ट्तुएं या सामान ताजलका के कॉलम (3) में
उजल्लजखत तदनुरूपी भारतीय मानक के अनुरूप िोंगे तथा उन पर भारतीय मानक ब्युरो (अनुपालन मुल्यंकन) जवजनयम,
2018 की अनुसूर्ी-II के स्ट्कीम-I के अनुसार ब्युरो के लाइसेंस के तित मानक जर्ह्न लगा िोगा।

बिते दक इस आदेि में से कुछ भी जनयाधत की िाने वाली स्ट्वदेि में जवजनर्मधत वस्ट्तुओं या सामान पर लागू निीं
िोगा।
बिते यि भी दक इस आदेि की कोई भी बात जिन्ि के जवजनमाधताओं द्वारा अनुसंधान और जवकास के प्रयोिन के
जलए प्रजतवर्ध आयाजतत दो सौ वस्ट्तुओं या सामानों पर लागू निीं िोगी, तथा साथ िी यि ितध िोगी दक ऐसी आयाजतत
वस्ट्तुओं और सामानों को वाजणजज्यक रूप से बेर्ा निीं िाएगा और उन्िें स्ट्क्रैप के रूप में जनपटाया िाएगा तथा जवजनमाधता
ऐसे माल या वस्ट्तुओं का वर्धवार ररकॉडध रखेंगे और और अपने प्राजधकृत िस्ट्तािरकताध द्वारा जवजधवत िस्ट्तािररत करके अपने
लेटर िेड पर केंद्र सरकार को प्रस्ट्तुत करेंगे।
3. प्रमाणन और प्रवतधन प्राजधकरण – उि ब्युरो ताजलका में जवजनर्दधश्त वस्ट्तुओं या सामानों के जलए प्रमाणन और
प्रवतधन प्राजधकरण िोगा।
4. उल्लंघन के जलए पेनल्टी – इस आदेि के प्रावधानों का उल्लंघन करने वाले व्यजि को भारतीय मानक ब्युरो
अजधजनयम, 2016 के प्रावधानों के तित दंजडत दकया िाएगा।

दक भारतीय मानक ब्युरो द्वारा समय-समय पर अजधसूजर्त दकए गए िैं, लागू िोंगे।

ORDER
New Delhi, the 21st March, 2025
S.O. 1368(E).— In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016
(11 of 2016) and in supersession of the Hinges (Quality Control) Order, 2024, except as respects things done or omitted
to be done before such supersession, the Central Government, after consulting the Bureau of Indian Standards, is of the
opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order, namely:-
1. Short title and commencement. — (1) This Order may be called the Hinges (Quality Control) Order, 2025.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. Compulsory use of Standard Mark. — Goods or articles specified in column (2) of the Table shall conform to the
corresponding Indian Standard specified in column (3) of the Table and shall bear the Standard Mark under a licence
from the Bureau as per Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment)
Regulations, 2018:
Provided that nothing in this Order shall apply to goods or articles manufactured domestically for export:
Provided also that nothing in this Order shall apply for up to two hundred numbers of goods or articles imported for the
purpose of research and development by manufacturers of hinges per year with the condition that such imported goods
and articles shall not be sold commercially and can be disposed of as a scrap and the manufacturers shall maintain a
year-wise record of such goods or articles and furnish to the Central Government on its letter head duly signed by its
authorized signatory.
3. Certification and enforcement authority. — The Bureau shall be the certifying and enforcing authority for the
goods or articles specified in the Table.
4. Penalty for contravention. — Any person who contravenes the provisions of this Order shall be punishable under
the provisions of the Bureau of Indian Standards Act, 2016.
