का.आ. 1854(अ).— जबकि, केंद्रीय सरकार ने लोकहित में भारतीय मानक ब्यूरो अधिनियम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत्त शक्तियों के तहत, एन-ब्यूटाइल एक्राइलेट (क्वालिटी नियंत्रण) आदेश, 2021 (जिसे इसके पश्चात उक्त आदेश कहा जाएगा) का.आ. 5438 (अ) के तहत दिनांक 24 दिसंबर, 2021 को अधिसूचित किया है।
और जबकि, वैश्विक स्तर पर व्याप्त संकट को देखते हुए, केंद्र सरकार ने ब्यूरो के परामर्श से आपूर्ति श्रृंखला में व्यवधान का संज्ञान लिया है और आश्वस्त है कि एन-ब्यूटाइल एक्राइलेट की उपलब्धता सुनिश्चित करने के लिए, उक्त आदेश के संचालन को अस्थायी रूप से निलंबित करना आवश्यक और समीचीन है;
अब, इसलिए भारतीय मानक ब्यूरो अधिनियम 2016 (2016 का 11) की धारा 25 की उपधारा (3) के साथ पठित धारा 16 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और यह राय रखते हुए कि लोकहित में ऐसा करना आवश्यक है, केंद्र सरकार, भारतीय मानक ब्यूरो से परामर्श करने के पश्चात उक्त आदेश में निम्नलिखित संशोधन करती है, अर्थात:-
एन-ब्यूटाइल एक्राइलेट (क्वालिटी नियंत्रण) आदेश, 2021 के पैरा 2 में निम्नलिखित परंतुक जोडा जाएगा, अर्थात:-
“परंतु उक्त माल या वस्तु की आपूर्ति श्रृंखला में किसी भी प्रकार के व्यवधान को रोकने के लिए, ऐसे भारतीय मानक का अनुपालन 10 अप्रैल, 2026 से 10 जुलाई, 2026 की अवधि के लिए लागू नहीं होगा।”

टिप्पण: एन-ब्यूटाइल एक्राइलेट (क्वालिटी नियंत्रण) आदेश, 2021 भारत के राजपत्र, असाधारण, भाग 2, खंड 3, उप-खंड (ii) में का.आ. 5438(अ), तारीख 24 दिसंबर, 2021 द्वारा प्रकाशित किया गया था और इसे तत्पश्चात का.आ. 2729(अ), तारीख 13 जून, 2022, का.आ. 5992 (अ), तारीख 21 दिसंबर, 2022 तथा का.आ. 2729(अ), तारीख 20 जून, 2023 द्वारा संशोधित किया गया था।

ORDER
New Delhi, the 10th April, 2026
S.O. 1854(E).— Whereas, the Central Government has notified the n-Butyl Acrylate (Quality Control) Order, 2021 vide S.O. 5438 (E), dated 24th December, 2021 (hereinafter to referred as the said Order) in the public interest under and the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016);
And whereas, in view of the exigencies prevailing globally, the Central Government, in consultation with Bureau, has taken cognizance of the supply chain disruption and is satisfied that to ensure availability of the n-Butyl Acrylate, it is necessary and expedient to suspend the operation of the said Order temporarily;
Now, therefore, in exercise of the powers conferred by section 16 read with sub-section (3) of section 25 of the Bureau of Indian Standards Act 2016, (11 of 2016), and being of the opinion that it is necessary so to do in the public interest, the Central Government after consultation with the Bureau of Indian Standards, hereby makes the following amendment to the said Order, namely :-
In the n-Butyl Acrylate (Quality Control) Order, 2021, in paragraph 2, the following proviso shall be inserted, namely: -
“Provided that to prevent any disruption of supply chain of the said goods or article, the conformation to such Indian Standard shall not be applicable for the period from the 10th April, 2026 to 10th July, 2026."

Note : The n-Butyl Acrylate (Quality Control) Order, 2021 was published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), vide number S.O. 5438 (E), dated the 24th December, 2021, and subsequently amended vide S.O.2729(E), dated the 13th June, 2022, S.O.5992(E), dated the 21st December, 2022 and S.O 2729 (E), dated the 20th June, 2023.
