नई दिल्ली, 6 अप्रैल, 2026

का.आ. 1739(अ).— भारतीय मानक ब्यूरो अधिनियम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, घरेलू, कमर्शियल और समान प्रकार के विद्युत उपकरणों की सुरक्षा (गुणवत्ता नियंत्रण) आदेश, 2025 का अधिक्रमण करते हुए, ऐसे अधिक्रमण से पहले की गई या करने से छोडी गई बातों को छोडकर, केन्द्र सरकार का, ब्यूरो से परामर्श करने के बाद यह मत है कि यह जनहित आवश्यक अथवा हितकर है, अतः एतद्द्वारा निम्नलिखित आदेश करती है, नामतः:-

1. संक्षिप्त शीर्षक, अनुप्रयोग और प्रारंभ.- (1) इस आदेश को घरेलू, कमर्शियल और समान प्रकार के विद्युत उपकरणों की सुरक्षा (गुणवत्ता नियंत्रण) आदेश, 2026 कहा जाएगा ।

(2) यह घरेलू, कमर्शियल या समान प्रकार के अनुप्रयोगों के लिए अभिप्रेत ऐसे सभी विद्युत उपकरणों पर लागू होगा, जिनका रेटेड वोल्टेज सिंगल फेज उपकरणों के लिए 250 वोल्ट से अधिक नहीं है और एकदिश धारा (डायरेक्ट करंट) आपूर्ति वाले उपकरणों और बैटरी चालित उपकरणों सहित अन्य उपकरणों के लिए 480 वोल्ट से अधिक नहीं है।

(3) यह उन विद्युत उपकरणों पर लागू नहीं होगा जो उक्त अधिनियम द्वारा जारी किसी अन्य गुणवत्ता नियंत्रण आदेश के दायरे में आते हैं या किसी अन्य अधिनियम के तहत भारतीय मानक ब्यूरो के अनिवार्य प्रमाणन के लिए अधिसूचित हैं।

(4) यह आदेश दिनांक 1 अक्टूबर, 2026 से प्रभावी होगा।

2. मानक चिह्न का अनिवार्य प्रयोग- तालिका के कॉलम (2) में विनिर्दिष्ट वस्तुएं या सामान तालिका के कॉलम (3) में विनिर्दिष्ट तदनुरूपी भारतीय मानक के अनुरूप होंगे तथा उन पर भारतीय मानक ब्यूरो (अनुरूपता मूल्यांकन) विनियम, 2018 की अनुसूची-II की स्कीम-I के अनुसार ब्यूरो के लाइसेंस के तहत मानक चिह्न लगा होगा।

बशर्ते कि इस आदेश की कोई बात निर्यात के लिए घरेलू स्तर पर निर्मित वस्तुओं या वस्तुओं पर लागू नहीं होगी:

बशर्ते कि सूक्ष्म, लघु और मध्यम उद्यम विकास अधिनियम, 2006 (2006 का 27) के तहत परिभाषित लघु उद्यम और सूक्ष्म उद्यम क्रमशः तालिका के कॉलम (6) और (7) में विनिर्दिष्ट संगत प्रविष्टि में विनिर्दिष्ट तिथि से ऐसे भारतीय मानकों का अनुपालन करेंगे:

बशर्ते यह भी कि इस आदेश में कुछ भी घरेलू और इसी प्रकार के विद्युत उपकरणों के विनिर्माताओं द्वारा अनुसंधान और विकास के उद्देश्य से प्रति वर्ष आयातित दो सौ वस्तुओं या सामानों के लिए लागू नहीं होगा, इस शर्त के साथ कि ऐसे आयातित माल और सामान कमर्शियल रूप से बेचे नहीं जाएंगे और उन्हें स्क्रैप के रूप में निपटाया जाएगा और विनिर्माता माल या सामान का वर्षवार रिकॉर्ड रखेंगे और मांगे जाने पर उसे केंद्र सरकार को प्रस्तुत करेंगे:

बशर्ते यह भी कि इस आदेश की कोई बात ब्यूरो द्वारा प्रमाणित विनिर्माता या ऐसे विनिर्माता द्वारा, जिसने सुसंगत वस्तुओं और सामान के प्रमाणन के लिए ब्यूरो को आवेदन किया है, तालिका में उल्लिखित कार्यान्वयन की तारीख से पहले घरेलू रूप से निर्मित या आयातित वस्तुओं या सामान पर लागू नहीं होगी और ऐसे विनिर्माता को तालिका में उल्लिखित कार्यान्वयन की तारीख से छह माह तक ऐसे घोषित स्टॉक को बेचने या प्रदर्शित करने या उसे बिक्री हेतु प्रस्तुत करने की अनुमति होगी, बशर्ते कि ऐसा विनिर्माता ब्यूरो के समक्ष इस आशय की घोषणा करेगा।

#टिप्पणी: इस आदेश के प्रयोजनों के लिए, भारतीय मानकों का नवीनतम संस्करण लागू होगा।

3. प्रमाणन और प्रवर्तन प्राधिकरण – उक्त ब्यूरो, तालिका के कॉलम (2) में विनिर्दिष्ट वस्तुओं या सामान के लिए प्रमाणन और प्रवर्तन प्राधिकरण होगा।

4. उल्लंघन के लिए पेनल्टी– इस आदेश के प्रावधानों का उल्लंघन करने वाले व्यक्ति को भारतीय मानक ब्यूरो अधिनियम, 2016 के प्रावधानों के तहत दंडित किया जाएगा।

MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) ORDER

New Delhi, the 6th April, 2026

S.O. 1739(E).— In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, except as respects things done or omitted to be done before such supersession, the Central Government is of the opinion that it is necessary or expedient so to do in the public interest after consulting the Bureau, hereby makes the following order, namely:-

1. Short title, application and commencement. - (1) This order may be called the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026.

(2) It shall apply to all electrical appliance intended for household, commercial or similar application with rated voltage not exceeding 250 V for single-phase appliances and 480 V for other appliances including direct current supplied appliances and battery-operated appliances.

(3) It shall not apply to electrical appliances which fall under the scope of any other Quality Control Order issued by the said Act or notified for mandatory Bureau of Indian Standard certification under any other Act.

(4) It shall come into force on the 1st of October, 2026.

2. Compulsory use of Standard Mark. - Goods or articles specified in column (2) of the Table shall conform to the corresponding entry specified in column (3) of the Table and shall bear the Standard Mark under a licence from the Bureau as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018:

Provided that nothing in this order shall apply to goods or articles manufactured domestically for export:

Provided further that small enterprises and micro enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006) shall conform to such Indian Standards from the date specified in the corresponding entry specified in columns (6) and (7) of the Table respectively:

Provided also that nothing in this order shall apply for two hundred numbers of goods or articles imported for the purpose of research and development by manufacturers of household and similar electrical appliances per year with the condition that such imported goods and articles shall not be sold commercially and may be disposed of as a scrap and the manufacturers shall maintain a year-wise record of the goods or articles and furnish the same, if so desired to the Central Government:

Provided also that nothing in this order shall apply to goods or articles domestically manufactured or imported before the date of implementation as mentioned in the Table by the manufacturer certified by the Bureau or manufacturer who has applied to the Bureau for certification of the relevant goods and articles and such manufacturer shall be permitted to sell or display or offer to sell such declared stock upto six months from the date of implementation as mentioned in the Table, subject to the condition that such manufacturer shall made a declaration to this effect to the Bureau.

#Note.- For the purposes of this order, the latest version of Indian Standards shall apply.

3. Certification and enforcement authority. - The Bureau shall be the certifying and enforcing authority for the goods or articles specified in column (2) of the said Table.

4. Penalty for Contravention. - Any person who contravenes the provisions of this order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
