कोयला मंत्रालय अजधसूचना नई दिल्ली, 9 िुलाई, 2026

का.आ. 3723(अ).— केंद्रीय सरकार को प्रतीत होता है दक इससे उपाबद्ध अनुसूची में उजल्लजखत भूजम में कोयला अजभप्राप्त दकये िाने की संभावना है;

और उक्त अनुसूची में वर्णित भूजम के अंतर्विष्ट ब्यौरे, रेखांक धारक संख्या टीसी/एिी/एसयूआर/ रेव. प्लान /2025-26/591 दिनांक - 04/08/2025 एवं टीसी/एिी/एसयूआर/ रेव. प्लान/2025-26/592 दिनांक - 04/08/2025 का जनरीक्षण जनिेिक तकनीकी (योिना और पररयोिना), ईस्ट्टनि कोलफील््स जलजमटेड, सांकतोज़िया, डाकघर जडसेरगढ़, जिला पजिम बद्धिमान 713333, पजिम बंगाल के कायािलय में या मुख्य महाप्रबंधक (अन्वेषण प्रभाग), सेंरल माइन प्लाननंग एण्ड जडिाइन इंस्ट्टीट्यूट जलजमटेड, गोंडवाना प्लेस, कांके रोड, रााँची 834008 झारखंड के कायािलय में या कोयला ननंयत्रक, कोयला जनयंत्रक का संगठन, कोयला मंत्रालय, स्ट्कोप मीनार, 5th फ्लोर, कोर 2, लक्ष्मी नगर, दिल्ली 110092 के कायािलय में या कलेक्टर, जिला पजिम बद्धिमान, पजिम बंगाल के कायािलय में दकया िा सकता है।

अत:, अब, केन्द्रीय सरकार, कोयला धारक क्षेत्र (अििन और जवकास) अजधजनयम, 1957 (1957 का 20) (जिसे इसमें इसके पिात् उक्त अजधजनयम कहा गया है) की धारा 4 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, उक्त अनुसूची में वर्णिंत भूजम में कोयले के जलए पूवेक्षण करने के अपने आिय की सूचना िेती है;

उक् त अनुसूची में वर्णिंत भूजम में जहतबद्ध कोई व्यजक्त –

(i) उक्त अजधजनयम की धारा 4 की उपधारा (3) के अधीन की गई दकसी कायिवाही से हुई या होने वाली संभाजवत दकसी क्षजत के जलए उक्त अजधजनयम की धारा 6 के अधीन प्रजतकर का िावा कर सकेगा; या

(ii) उक्त अजधजनयम की धारा 13 की उपधारा (1) के अधीन पूवेक्षण अनुज्ञजप्तयों के प्रभावहीन होने के संबंध में या उक्त अजधजनयम की धारा 13 की उपधारा (4) के अधीन खनन पट्टे प्रभावहीन होने के जलए प्रजतकर का िावा कर सकेगा और उसे उक्त अजधनयम की धारा 13 की उपधारा (1) के खंड (i) से खंड (iv) में जवजनर्ििष्ट मिों की बाबत उपगत व्यय को उपिर्िित करने के जलए पूवोक्त भूजम से संबंजधत सभी मानजचत्रों, चाटों और अन्य िस्ट्तावेिों को पररित्त कर सकेगा।

इस अजधसूचना के रािपत्र में प्रकािन की तारीख से नब्बे दिन की अवजध के भीतर, जनिेिक तकनीकी (योिना और पररयोिना), ईस्ट्टनि कोलफील््स जलजमटेड, सांकतोज़िया, डाकघर जडसेरगढ़, जिला पजिम बद्धिमान 713333, पजिम बंगाल को भेि सकेगा ।

अनुसूची कोयला खनन खंड का नाम- जतलाबोनी खंड और जतलाबोनी जवस्ट्तार खंड जिला- पजिम बद्धिमान; राज्य-पजिम बंगाल [रेखांक धारक संख् या: टीसी/एिी/एसयूआर/ रेव. प्लान /2025-26/591 दिनांक - 04/08/2025 एवं टीसी/एिी/एसयूआर/ रेव. प्लान/2025-26/592 दिनांक - 04/08/2025.]

कुल:- 69.0243 हेक्टर (लगभग) और 170.49 एकर (लगभग)

ब्लॉक जववरण:- (i) बहुभुि ‘A’:- मौिा-चकझररया के प्लॉट 96 में नबंिु A1 से प्रारंभ होकर, A2 से A8 तक घ़िी की दििा में गोलाकार रूप से चलता है तथा पुनः A1 पर बंि होता है। (ii) बहुभुि ‘B’:- मौिा-कुमारडीही के प्लॉट 1795 में नबंिु B1 से प्रारंभ होकर, B2 से B4 तक िजक्षण दििा में िाता है, दफर B5 से B6 तक पूवि दििा में िाकर पुनः B1 पर बंि होता है। (iii) बहुभुि ‘C’:- मौिा-कुमारडीही के प्लॉट 1915 में नबंिु C1 से प्रारंभ होकर, C2 से C9 तक िजक्षण दििा में िाता है, दफर C10 से C11 तक पजिम दििा में, तत्पिात C12 से C1 तक उत्तर दििा में चलता है। (iv) बहुभुि ‘C’’:- मौिा-कुमारडीही के प्लॉट 2875 में नबंिु C’1 से प्रारंभ होकर, C’2 से C’12 तक िजक्षण एवं िजक्षण-पूवि दििा में िाता है, दफर C’13 से C’16 तक पजिम दििा में, तत्पिात C’1 तक उत्तर दििा में चलता है। (v) बहुभुि ‘D’:- मौिा-कुमारडीही के प्लॉट 3144 में नबंिु D1 से प्रारंभ होकर, D2 से D6 तक पूवि दििा में, दफर D7 तक उत्तर दििा में, दफर D20 तक पूवि दििा में, दफर D34 तक पजिम दििा में, दफर D38 तक िजक्षण दििा में, दफर D43 तक पूवि दििा में, दफर D50 तक िजक्षण दििा में, दफर D76 तक पूवि दििा में, दफर D81 तक पजिम दििा में, दफर D83 तक िजक्षण दििा में तथा अंततः D1 तक उत्तर दििा में िाता है। (vi) बहुभुि ‘E’:- मौिा-सारपी के प्लॉट 194 में नबंिु E1 से प्रारंभ होकर, E2 से E8 तक घ़िी की दििा में चलता है, दफर पूवि दििा में बढ़ते हुए पुनः E1 पर पहुाँचता है। (vii) बहुभुि ‘F’:- मौिा-चकझररया के प्लॉट संख्या 201 में नबंिु F1 से प्रारंभ होकर, F2 से F6 तक घ़िी की दििा में चलता है तथा अंततः F1 पर बंि होता है। (viii) बहुभुि ‘G’:- मौिा-चकझररया के प्लॉट 218 में नबंिु G1 से प्रारंभ होकर, G2 से G6 तक िजक्षण, पजिम एवं उत्तर दििा में चलता है, दफर पूवि दििा में बढ़ते हुए G1 पर पहुाँचता है। (ix) बहुभुि ‘H’:- मौिा-चकझररया के प्लॉट 207 में नबंिु H1 से प्रारंभ होकर, H2 से H8 तक िजक्षण एवं उत्तर दििा में चलता है तथा पुनः H1 पर बंि होता है। (x) बहुभुि ‘I’:- मौिा-चकझररया के प्लॉट 180 में नबंिु I1 से प्रारंभ होकर, I2 से I4 तक घ़िी की दििा में चलता है तथा पुनः I1 पर बंि होता है। (xi) बहुभुि ‘J’:- मौिा-चकझररया के प्लॉट 45 में नबंिु J1 से प्रारंभ होकर, J2 से J6 तक घ़िी की दििा में चलता है तथा पुनः J1 पर बंि होता है। (xii) बहुभुि ‘K’:- मौिा-चकझररया के प्लॉट 165 में नबंिु K1 से प्रारंभ होकर, K2 से K11 तक िजक्षण दििा में िाता है, दफर K12 से K17 तक उत्तर एवं पूवि दििा में चलकर पुनः K1 पर बंि होता है। (xiii) बहुभुि ‘L’:- मौिा-चकझररया के प्लॉट संख्या 176 में नबंिु L1 से प्रारंभ होकर, L2 से L6 तक िजक्षण एवं पजिम दििा में िाता है, दफर L7 से L8 तक उत्तर एवं पजिम दििा में चलकर पुनः L1 पर बंि होता है। (xiv) बहुभुि ‘M’:- मौिा-चकझररया के प्लॉट संख्या 45 में नबंिु M1 से प्रारंभ होकर, M2 से M5 तक िजक्षण एवं पजिम दििा में िाता है, दफर M6 से M7 तक उत्तर दििा में चलकर पुनः M1 पर बंि होता है। (xv) बहुभुि ‘N’:- मौिा-चकझररया के प्लॉट 124 में नबंिु N1 से प्रारंभ होकर, N2 से N9 तक घ़िी की दििा में चलता है तथा पुनः N1 पर बंि होता है। (xvi) बहुभुि ‘O’:- मौिा-चकझररया के प्लॉट संख्या 126 में नबंिु O1 से प्रारंभ होकर, O9 तक िजक्षण दििा में िाता है, दफर O12 तक पजिम दििा में, तत्पिात O13 एवं O14 होते हुए उत्तर दििा में चलकर पुनः O1 पर पहुाँचता है। (xvii) बहुभुि ‘P’:- मौिा-कुमारडीही के प्लॉट संख्या 3019 में नबंिु P1 से प्रारंभ होकर, P2 तक िजक्षण-पूवि दििा में, P7 तक उत्तर-पूवि दििा में, P8 तक िजक्षण दििा में, P11 तक िजक्षण-पजिम दििा में, P32 तक उत्तर दििा में, P36 तक पजिम दििा में, P43 तक उत्तर दििा में, P50 तक पूवि दििा में, P51 तक उत्तर दििा में, P54 तक पजिम दििा में, P62 तक उत्तर दििा में, दफर उत्तर-पजिम एवं उत्तर दििा में चलते हुए पुनः P1 पर पहुाँचता है। (xviii) बहुभुि ‘Q’:- मौिा-झांझरा के प्लॉट संख्या 1/2403 में नबंिु Q1 से प्रारंभ होकर, Q3 तक िजक्षण-पजिम दििा में, Q4 तक पजिम दििा में, दफर Q5 होते हुए उत्तर-पूवि दििा में चलकर पुनः Q1 पर पहुाँचता है।

MINISTRY OF COAL NOTIFICATION New Delhi, the 9th July, 2026

S.O. 3723(E).—Whereas, it appears to the Central Government that coal is likely to be obtained from the land in the locality described in the Schedule annexed hereto;

And whereas, the plan bearing numbers TC/AG/SUR/REV.PLAN/2025-26/591 dated the 04th August 2025 and TC/AG/SUR/REV.PLAN/2025-26/592 dated the 04th August 2025 containing details of the areas of land described in the said Schedule may be inspected at the office of the Director Technical (P&P), Eastern Coalfields Limited, Sanctoria, P.O-Disergarh, District-Paschim Bardhaman, PIN Code-713333 or at the office of the Chief General Manager (Exploration Division), Central Mine Planning and Design Institute Limited, Gondwana Place, Kanke Road, Ranchi (Jharkhand) or at the office of Coal Controller’s Organizations, SCOPE MINAR, 5th Floor, Core-II, Laxmi Nagar, Delhi-110092 or at the office of the District Collector,Paschim Bardhaman;

Now, therefore, in exercise of the powers conferred by sub-section (1) of section 4 of the Coal Bearing Areas (Acquisition and Development) Act, 1957 (20 of 1957), (hereinafter referred to as the said Act), the Central Government hereby gives notice of its intention to prospect for coal in the land described in the said Schedule.

Any person interested in the land described in the said Schedule may – i. claim compensation under section 6 of the said Act for any damage caused or likely to be caused by any action taken under sub-section (3) of section 4 of the said Act; or ii. claim compensation under sub-section (1) of section 13 of the Act in respect of prospecting licensed ceasing to have effect or under sub-section (4) of section 13 of the said Act for mining lease ceasing to have effect and deliver all maps, charts and other documents relating to the aforesaid land to show the expenditure incurred in respect of items specified in clauses (i) to (iv) of sub-section (1) of section 13 of the said Act,

to the office of the Director Technical (P&P), Eastern Coalfields Limited, Sanctoria, P.O-Disergarh, District-Paschim Bardhaman, PIN Code-713333 within a period of ninety days from the date of publication of this notification.

SCHEDULED Name of the Coal Mining Block- Tilaboni Block and Tilaboni Extension Block District - Paschim Bardhaman; State-West Bengal. [Plan bearing number - TC/AG/SUR/REV.PLAN/2025-26/591 dated the 04th August, 2025 and TC/AG/SUR/REV.PLAN/2025-26/592 dated the 4th August, 2025.]

Total 69.0243 Hectares (approx.) or 170.49 acre (approx.)

Block Description: (i) POLYGON ‘A’:-Starts at point A1 in plot number 96 of mouza-Chakjharia, then traverse through A2 up to A8 in round shape clock wise direction and closes at A1. (ii) POLYGON ‘B’:-Starts at point B1 in plot number 1795 of mouza-Kumardihi, then traverse through B2 up to B4 in southward direction then from B5 to B6 in eastward and closes at B1. (iii) POLYGON ‘C’:-Starts at point C1 in plot number 1915 of mouza-Kumardihi, then traverse through C2 up to C9 in southward direction then from C10 to C11 in westward direction then traverse through C12 up to C1 in north direction. (iv) POLYGON C’:-Starts at point C’1 in plot number 2875 of mouza-Kumardihi, then traverse through C’2 up to C’12 in south and south-east direction then from C’13 to C’16 in westward direction then travers up to C’1 in north direction. (v) POLYGON ‘D’:-Starts at point D1 in plot number 3144 of mouza-Kumardihi, then traverse through D2 up to D6 towards east, then up to D7 towards north, then up to D20 towards east, then up to D34 towards west, then up to D38 towards south, then up to D43 towards east, then up to D50 towards south, then up to D76 towards east, then up to D81 towards west, then up to D83 towards south, then up to D1 towards north. (vi) POLYGON ‘E’:-Starts at point E1 in plot number 194 of mouza-Sarpi then traverse in clock-wise direction through E2 up to E8 then proceeds towards east up to E1. (vii) POLYGON ‘F’:-Starts at point F1 in plot number 201 of mouza-Chakjharia, run in clock-wise direction through E2 up to F6 and finally closes at F1. (viii) POLYGON ‘G’:-Starts at point G1 in plot number 218 of mouza-Chakjharia then traverse in south, west and northern direction through G2 up to G6 then proceeds towards east up to G1. (ix) POLYGON ‘H’:-Starts at point H1 in plot number 207 of mouza-Chakjharia then traverse in south and northern direction through H2 up to H8 and closes at H1. (x) POLYGON ‘I’ :-Starts at point I1 in plot number 180 of mouza-Chakjharia then traverse in clock-wise direction through I2 up to I4 and closes at I1. (xi) POLYGON ‘J’:-Starts at point J1 in plot number 45 of mouza-Chakjharia then traverse in clock-wise direction through J2 up to J6 and closes at J1. (xii) POLYGON ‘K’:-Starts at point K1 in plot number 165 of mouza-Chakjharia then traverse through K2 up to K11 in southern direction then from K12 to K17 in north and east direction and closes at K1. (xiii) POLYGON ‘L’:-Starts at point L1 in plot number 176 of mouza-Chakjharia then traverse through L2 up to L6 in south and west direction then from L7 to L8 in north and west direction and closes at L1. (xiv) POLYGON ‘M’:-Starts at point M1 in plot number 45 of mouza-Chakjharia then traverse through M2 up to M5 in south and west direction then from M6 to M7 in north direction and closes at M1. (xv) POLYGON ‘N’:-Starts at point N1 in plot number 124 of mouza- Chakjharia then traverse in clock-wise direction through N2 up to N9 and closes at N1. (xvi) POLYGON ‘O’:-Starts at point O1 in plot number 126 of mouza-Chakjharia then traverse in south direction up to O9 then towards west up to O12 then towards north direction through O13 and O14 up to O1. (xvii) POLYGON ‘P’:-Starts at point P1 in plot number 3019 of mouza-Kumardihi then traverse towards south-east up to P2, towards north east up to P7, towards south up to P8, towards south-west up to P11, towards north up to P32, towards west up to P36, towards north up to P43, towards east up to P50, towards north up to P51, towards west up to P54, towards north up to P62, towards north west and north up to P1.
