Sir/Madam, Consequent upon implementation of Organisation and Cadre Restructuring, the numbers of Regional Offices have increased from 40 to 135. The distinction of ROs and SROs has vanished and now there is only two tier system at the field level with ROs reporting to their respective Zonal Offices. The extant budgetary provisions prescribe preparation and submission of budget proposals at the levels of ROs, while taking into consideration the needs and requirements of the SROs under their control. The administrative expenses of the offices of the Zonal ACCs were also taken care of by the ROs where the concerned ACC offices were physically situated. 2. However, with the changed role and responsibility of the Zonal Offices, the existing system of budget preparation and control also needs to be revised . • 3. The issue has been examined and it has been decided that henceforth, the budget proposals shall be sent by the ROs to their respective ZOs which, in turn, shall examine and compile the requisitions at their level and after duly incorporating the 1 requirements of their Zonal Office, shall then forward the budget proposals to the Head Office. Head Office shall then allocate the budget to the Zonal Offices which shall distribute the funds amongst the respective ROs. 4. The ROs having District Offices under their jurisdiction shall compile their budget proposals taking into account the needs of their DOs and shall allocate the funds to them after receipt from their concerned zo.
