File No.- I-11012/3/2025-ICT Date: - 04/08/2025 Circular Subject: - Compliance regarding phasing out of Wifi and implementation of LAN based network infrastructure. With reference to the above subject and in continuation to the cyber security guidelines issued by this office from time to time, the Competent Authority has directed that the following measures be strictly implemented across all ESI units: 1. Phasing out of Broadband WiFi connections: A comprehensive list of all existing Broadband Wi-Fi connections must be compiled by the concerned units and collated comprehensively by the respective Head of the Office. As Local Area Network (LAN) infrastructure is being progressively installed, these Wi-Fi connections are to be phased out in a systematic and planned manner to ensure a smooth transition and minimum disruption to operations. 2. Discontinuation of New Broadband WiFi Installations: In view of security considerations, installation of new broadband Wi-Fi setups shall henceforth be avoided across all ESIC office premises. In exceptional cases where Wi-Fi installation is deemed necessary due to time taken in setting up of LAN connection, prior intimation must be provided to the ICT Division, ESIC Headquarters, via email at ad-ict@esic.gov.in before proceeding for Wi-Fi setups. Such requests must include the detailed plan and timeline to migrate to LAN-based connectivity within a period of six months from the date of installation of Wi-Fi setup. 3. Restriction on WiFi Usage in Office Areas: PCs/Laptops should not be connected to any WiFi networks within office areas. All official computing devices must operate on secure, wired (LAN) networks to ensure compliance with security protocols. 4. Transition Towards Secure, WiFi-Free Work Environments: Campuses are advised to avoid use of WiFi for accessing ESIC applications due to associated security risks, including IP address misuse and unauthorized access. In medical colleges, WiFi is NOT to be used for official use, and adequate LAN provisions must be ensured for both academic and official purposes. 5. LAN based CCTV installation: With a view to ensures enhanced security, centralized monitoring, and better scalability across ESIC office premises, CCTV systems should be installed using IP-based technology that integrates with the core LAN network. I-11012/3/2025-ICT I/2860757/2025 6. VLAN Implementation: As the LAN is a managed network, VLAN is to be created to ensure segregation between CCTV and ESIC’s office/hospital work. 7. Uniform implementation across facilities: The above instructions must be implemented across all ESIC facilities to ensure standardization, enhanced security, and interoperability. 8. Display of Internet Usage Advisory: Suitable advisories must be displayed in office areas, reminding officials to ensure responsible and secure use of internet resources in line with organizational policies and cyber security best practices. These instructions are to be implemented with immediate effect, and all Accounting Unit Heads are requested to ensure strict compliance for all units under their jurisdiction.
