CIRCULAR Subject: Deployment of In-house Manpower for Local ICT Operational Support in ESIC ESIC has implemented ICT-enabled systems for insurance administration, medical services and hospital operations. These systems are now integral to the routine functioning of Regional Offices, Sub-Regional Offices and Hospitals. Their effective utilisation requires reliable local operational support. 2. Local ICT requirements at field units relate mainly to hardware readiness, peripheral functionality, network connectivity and user facilitation. These issues are time-sensitive and require prompt on-site response to avoid disruption of work. 3. At present, such support is being provided through outsourced IT Managers and IT Assistants as per HQ Circular dated 17.01.2023 and subsequent addendums. With stabilisation of ICT systems and availability of technically qualified regular officials within ESIC, it has been decided to progressively manage local ICT operational support through trained in-house manpower. 4. Accordingly, suitable regular officers and officials shall be assigned local ICT operational duties as under: a) Office IT Manager–level operational functions shall be assigned to suitable Social Security Officers or Assistants. b) Office IT Assistant–level operational functions shall be assigned to suitable UDCs, LDCs or MTS. 5. Local ICT operational duties shall include ensuring readiness of desktops and workstations, troubleshooting of printers and other peripherals, basic operating system configuration as per prescribed standards, first-level resolution of local network connectivity issues, assistance in use of ESIC applications, support during system upgrades or rollouts and other related works. These functions require timely on-site response and involve round the clock responsibilities. Page 1 of 3 I-20013/1/2026-ICT I/3685362/2026 6. Regional Offices shall invite internal applications from eligible officials across all field units within the region through the designated online portal, wherein applicants shall indicate their preferred places of deployment in order of preference. Selection of suitable officials for the positions of IT Manager and IT Assistant sanctioned for the field units within the region shall be made by the Regional Director/Director (I/c) on the recommendations of a Selection Committee constituted for the purpose. Officers from the concerned field units, for which the selection is being made, may also be included in the Committee wherever considered necessary. The selection shall be based on technical aptitude, educational qualifications, relevant experience and overall suitability for performing the assigned ICT operational functions. 7. The details of the officials selected by the Regional Office shall be forwarded to the ICT Division, ESIC Headquarters, which shall arrange structured training for the selected officials prior to their deployment. Upon successful completion of the training and issuance of the training completion certificate, deployment orders shall be issued by the concerned Regional Office, keeping in view the preferences indicated by the selected officials, subject to administrative feasibility. The deployed officials will work under the overall supervision and control of the Nodal IT Officer of the concerned field unit. 8. The officials deployed under this arrangement shall be eligible for Extra Work Allowance at the rate of 2% of basic pay, in accordance with Department of Expenditure O.M. dated 20.07.2017, as adopted by ESIC vide Memorandum No. A-27/17/1/7th CPC/7/2017-E.III dated 28.07.2017. The allowance shall be admissible for a maximum period of one year, subject to a mandatory one-year gap before redeployment. Payment shall be regulated strictly as per extant rules. Further, the officials deployed under this arrangement shall be entitled to reimbursement of mobile phone bills up to a ceiling of 500 per month, exclusive of taxes during the period of ₹ such deployment. 9. The assignment shall be operational in nature and temporary. It shall not constitute re- designation, cadre restructuring, creation of posts, pay fixation or financial upgradation. The arrangement shall be governed by existing service and financial rules. 10. Regional/Joint Directors In-charges, Medical Superintendents and Heads of Offices shall take necessary action in accordance with this Circular and ensure proper supervision and documentation. 11.
