Sir/Madam With reference to the subject cited above, I am directed to inform that this office has received several representations/complaints in the recent past regarding non-payment to vendors within the stipulated time limit for procurements made through the GeM Portal by ESIC Medical Institutions. In some instances, the payment status is not being updated promptly on the GeM Portal, resulting in avoidable grievances from vendors and adverse remarks against the Organization. Such lapses have been viewed seriously by the Competent Authority. Therefore, all ESIC Medical Institutions are hereby directed to ensure timely release of payments to vendors, in accordance with the terms and conditions of the contract and GeM guidelines. In this regard, all concerned are instructed to adhere to the following: 1. Payments shall be released within the stipulated time period as prescribed under GeM guidelines and Terms & Conditions of the Contract. 2. Payment status must be updated immediately on the GeM Portal upon release of payment, without fail. 3. Any delay in payment or non-updation of status should be properly justified and recorded. 4. The Deans/Medical Superintendents shall be personally responsible for U-16/30/130/2012-Procell/EquipmentSpecifications-Part(2) I/3481459/2026 monitoring compliance and ensuring that no pendency remains. 5. Non-compliance may invite administrative action as per extant rules. All ESIC Medical Institutions are requested to circulate these instructions among all concerned officers and staff dealing with procurement and accounts matters and ensure strict compliance.
