Directors(Incharge) Subject : Guidelines for Effective Implementation and Publicity of SPREE 2025 & AMENESTY Scheme 2 Campaign – reg. Madam/Sir, The Employees’ State Insurance Corporation (ESIC) has launched SPREE 2025 (Scheme for Promotion of Registration of Employers and Employees), a special campaign effective from 1st July to 31st December 2025, to encourage self- registration of unregistered employers and employees under the ESI Act. In order to ensure effective implementation and widespread publicity of the scheme, all field offices are directed to strictly adhere to the following instructions: 1. Please focus campaign efforts on all industrial hubs and districts where the ESI scheme is in force. Set up Facilitation Centres and Help Desks to support employers in the registration process. 2. Conduct seminars, workshops, and panel discussions involving employer and employee groups, ESIC members, and stakeholders to promote awareness and resolve queries related to SPREE 2025. Use the media kit (including logo, standee, backdrops, ppt, etc) provided by Headquarters Office for branding in these meetings. 3. Engage pro-actively with Employers’/Employees’ Associations, Trade Unions, MSME Clusters, State Labour/Industry/MSME/Commerce Departments, DIMS Offices, and local self-government institutions like Municipalities and Municipal Corporations for the promotion of the scheme through their channels. 4. Share flyers, infographics, and campaign messages digitally with employers and email. This is crucial to cover informal sectors and small establishments. 5. All SPREE 2025 content posted on ESIC Headquarters' social media handles must be reposted/shared by Field Units through their official E-13/14/11/2025-PR I/2773358/2025 handles. Translations in local languages are permitted, but content integrity must be maintained. Field units are also encouraged to create region-specific content aligned with the central messaging and share it with Headquarters Office for approval before posting. 6. Field offices must collect beneficiary testimonials and Q&A session videos with officers, and share the same with PR Branch for wider dissemination across digital platforms. 7. Advertisements in nationals and CBC-empanelled newspapers will be released centrally by the Headquarters. However, Regional Directors and Incharges may publish SPREE content in other local newspapers, using Headquarters-approved material only. 8. Outdoor publicity i.e. installing hoarding/ billboards at factory gates, labour chowks, transport hubs, and other high-visibility areas will be handled by Headquarters Office. 9. Field offices may engage local cable channels to run scrolls in local languages highlighting key points of the SPREE scheme. 10. All field offices must prepare and share a detailed action plan for of SPREE 2025 with the Revenue Branch, ESIC Headquarters by 187h July 2025, keeping PR Branch in CC. 11. Field Units must submit Action Taken Reports (ATR) to the Revenue Branch thrice every month, on the 10th, 20th, and 30th, detailing outreach activities, photos, stakeholder feedback, and upcoming plans. 12. Explainer videos on the scheme benefits will also be shared shortly for use in local events and digital channels. 13. All field offices are required to document each activity conducted under SPREE 2025, including photo evidence, attendance sheets, feedback forms, and media coverage, and share these periodically with HQ. 14. The pamphlet and flier/one-pager content provided along with this communication may be used by all field offices for dissemination and awareness generation. Local newspaper distributors may also be calculated for circulation of flier/one-pager through their network. 15. It has been observed that the landline numbers of some field offices are either not in working condition or the calls are not being attended to. In this regard, all Regional Directors are requested to ensure that the landline numbers/contact details available on the respective micro websites are functional and that all calls are attended to promptly. 16. Feedback received through social media handles and other communication channels must be regularly analysed and shared with the Headquarters Office for evaluation and strategic inputs. 17. To sustain the momentum of the campaign, field offices must ensure continuous and visible engagement with stakeholders through regular E-13/14/11/2025-PR I/2773358/2025 activities, timely content dissemination, and consistent public outreach till the end of the scheme period. Compliance with these directions is mandatory and will be monitored regularly by the Revenue and PR Branch, Hqrs. Office.
