As per Para 2 of the ESIC HQrs Circular dated 15/10/2018, it has been circulated that "Grant of NOC to Medical Officers for appearing in exam – A large number of Medical Officers (MOs) seeks permission for higher studies. To filter the workload of Director General, who is the competent Authority to grant appropriate leave as per rules/policy of the Corporation, MSs/Deans of ESIC Medical institutions have been authorized to permit Medical Officer to appear as OPEN CANDIDATE in entrance examinations". Further, as per Para 2.1 of the said circular, it has also been clarified that “This permission granted by MSs/Deans does not construe any right to the applicant of a subsequent grant of Study Leave/EOL on being declared successful in the examination. In the event of passing the entrance examination, application of eligible candidate for grant of study leave is needed to be sent to Hqrs for approval of Competent Authority on merits. Such leave requests can be rejected at any juncture. if found to be lacking merit or to ensure the utmost objective of smooth functioning of ESIC Hospital/exigencies of service". In addition, as per Para 2.3, it has also been circulated that “In the interest of Corporation as well as Medical Officers, Director General may allow candidates to appear in entrance exam as departmental candidate on merits of the case for the courses which are highly beneficial for Corporation”. However, it has come to the notice of the Competent Authority that few unit heads issue NOCs to the medical officers at their own level even if the medical officer is appearing in the entrance examination as a Sponsored Candidate. Thus, all the unit heads are, hereby, directed, vide this OM, to not issue NOCs to any of the medical officer if the said medical officer is appearing for the exam under Sponsored Category. Hence, the entire unit heads are directed to strictly comply with these directions and forward those applications to ESIC HQrs for consideration wherein a medical officer is appearing for the exam under Sponsored Category. If any of the unit heads is found to be issuing such NOCs at unit level, strict administrative action shall be taken against such officer for non-compliance of the directions of the ESIC HQrs.
