Open source pageNo.: W/20/12/Land/PMD/2025 Date:29-08-2025 OFFICE MEMORANDUM Norms of land requirement for establishment of ESIC Hospitals The following land requirement norms shall be followed for setting up ESIC hospitals of different bed capacities, subject to the Floor Area Ratio (FAR) / Floor Space Index (FSI) admissible at the location: Sl. The norms have been framed considering theses aspects; 1. ESI Hospital are different than Civil Hospital and is generally set up in the industrial area which are outside the city limits. 2. The FAR in such areas are generally low for various reasons say 1.5. 3. Since it's outside the city limits requirements for staff quarter working in the Hospital is also necessary. 4. On gradual increase of the number of IPs and with upcoming of their family residence nearby, the need for expansion of Hospital may also arise. 5. Maintenance of green area in such location is also necessary considering that patient and employees are stationed in the campus. Hence, the land requirement is indicative and may be suitably reduced or increased depending upon the applicable local bye-laws, availability of land, and higher FAR/FSI permissible at the location. Any deviation in the proposed land area shall be examined and recommended by the Site Selection Committee for approval subject to approval the Competent Authority. All field unit are to adhere to the above norms while processing proposals for new hospital projects and while communicating with State Governments regarding land allocation. These norms shall also serve as the standard reference point during inter- ministerial consultations, PMG review meetings, and similar forums. This issued with the approval of competent authority.
