It has been brought to notice by the Finance Commissioner (FC), ESIC, that several APARs mapped to her SPARROW inbox for review pertain to olficers who may not fall under her administrative or functional jurisdiction. Additionally, it has been indicated that it is unclear whether all such officers are exclusively engaged in Finance and Audit-related functions. ln this regard, attention is invited to the provisions laid down in Office Memorandum dated 15.01.2007, which clearly specily the categories ol officers whose APABs are to be reviewed by the Finance Commissioner. It is reiterated that only APARs of officers belonging to the Finance cadre and posted in the above-mentioned roles are to be routed for review to the Finance Commissioner. ln light of the above, all the lield units are hereby directed to strictly adhere to lhe review structure as per the above-referred oMs. ln case any APAR has been incorrectly routed to the Finance Commissioner for review, immediate Steps should be taken by the concerned unil to rectily the error by contacting the SPARROW support at help.spanow@esic.nic.in and ensuring that the APAR is reassigned to the appropriate Reviewing Officer. Further, all Field Units are advised to carry out a review of the APARs mapped to the Finance Commissioner and take corrective aclion, il necessary.
