The Ministry of Health & Family Welfare vide its Office Memorandum dated 29th August 2017 (Annexure I) on ‘Recommendations of the 7th Central Pay Commission – Revision of rates of Post Graduate Allowance in respect of Central Health Service Officers’ has circulated that: “The undersigned is directed to refer to the subject cited above and to say that the Seventh Central Pay Commission has recommended to raise Post-Graduate Allowance by a factor of 1.5. The amount will further rise by 25 percent each time DA rises by 50 percent. Consequent upon acceptance of recommendations of the Seventh Central Pay Commission by the Government, the President is pleased to decide that hereafter the Post-Graduate Allowance will be paid at the rate of Rs. 2250/- p.m. (Rupees Two Thousand Two Hundred and Fifty per month) and Rs. 1350/- p.m. (Rupees One Thousand Three Hundred and Fifty per month) for possessing P.G Degree(s) and P.G Diploma(s) recognized under Indian Medical Council Act, 1956, respectively, !o officers upto the level of Chief Medical Officer (NFSG) of General Duty Medical Officer sub-cadre of Central Health Service”. Further, the Ministry of Health & Family Welfare vide its Office Memorandum dated 30th August 2017 (Annexure II) on ‘Recommendations of the 7th Central Pay Commission – Revision of rates of Annual Allowance in respect of Central Health Service Officers’ has circulated that: “The undersigned is directed to refer to the subject cited above and to say that the Seventh Central Pay Commission has recommended to raise Annual Allowance by 50 percent. Consequent upon acceptance of recommendations of the Seventh Central Pay Commission by the Government, the President is please to decide that hereafter the officers of Teaching, Non – Teaching, Public Health sub-cadres and General Duty Medical Officers having PG qualification recognized under Indian Medical Council Act, 1956 will be granted Annual Allowance at the rate of Rs. 2250/- p.m. (Rupees Two Thousand Two Hundred and Fifty per month). The General Duty Medical Officers who do not possess any Post Graduate qualification or who may possess unrecognized PG qualification will be granted Annual Allowance at the rate of Rs. 1350/- p.m. (Rupees One Thousand Three Hundred and Fifty per month)”. In addition, it is informed that the above-mentioned circulars have already been adopted by ESIC vide letter No. A-28/12/1/2009-Med.IV (Pay & All.) dated 25/05/2018 (Annexure III). In view of the above, it is informed that rates of the PG Allowance & Annual Allowance of the medical officers of ESIC may be increased by 25% as the DA has risen by 50% in accordance with the DoPT OMs dated 29.08.2017 & 30.08.2017, as per following rates: For Degree - Rs. 2250 + 25% of Rs. 2250 = Rs. 2812.50/- For Diploma - Rs. 1350 + 25% of Rs. 1350 = 1687.50/- The following rates shall be effective from 01/01/2024. A-19/11/1/85/2009/Med.IV I/3054292/2025 Hence, all the unit heads of ESIC are requested to update the same in their respective records and disburse the Post-Graduate Allowance & Annual Allowance to the medical officers, as per eligibility. The arrears shall also be paid to the eligible medical officers w.e.f 01/01/2024. This issues with the approval of the Competent Authority.
