With reference to the subject cited above and in continuation of earlier instructions issued by Headquarters regarding strengthening of Drug Testing Mechanism in ESI Institutions, it is informed that the matter relating to centralized monitoring and reporting of drug quality testing activities has been reviewed at Headquarters level.
Further, during the D.O. Data Review Video Conference held on 15.05.2026, the need for strengthening monitoring mechanisms and establishment of a centralized reporting framework for drug testing activities across ESIC Institutions was deliberated. Pending development and operationalization of the proposed Digital Portal on ERP, it has been decided to operationalize an interim centralized reporting and monitoring arrangement through a web-based reporting mechanism (Google Sheet) at Headquarters level.
It is clarified that the present instructions are being issued as an additional monitoring and reporting arrangement and shall be read in continuation of and in conjunction with earlier instructions already issued on the subject. The provision of earlier web uploads/instructions shall continue to remain in force, and compliance thereof shall remain mandatory.

Accordingly, all ESIC Medical Colleges/Hospitals/Institutions are requested to ensure strict compliance of the following:
- User units shall continue to submit details of drug samples sent for testing and details of Not of Standard Quality (NSQ) cases, wherever applicable, strictly in the prescribed formats enclosed as Annexure–A and Annexure–B.
- The completed Annexure(s), duly verified by the concerned Institution, shall be forwarded through e-mail to dmc-rc@esic.gov.in immediately after dispatch of samples for testing and/or receipt of testing reports, as applicable. The data shall be submitted in both editable Excel format (.xlsx) and signed PDF format (.pdf)
- User Institutions shall not directly update, modify or maintain the interim web-based reporting mechanism (Google Sheet).
- Upon receipt of information from user units, ESIC Headquarters shall centrally compile and update the interim web-based reporting mechanism (Google Sheet) solely for the purpose of:
a. Centralized monitoring and maintenance of consolidated records;
b. Review of testing coverage across Institutions;
c. Tracking status of testing and reporting; and
d. Facilitating review, analysis and reporting at Headquarters level.
- Further, prior to forwarding any fresh sample for testing, all user units shall mandatorily review the updated Google Sheet to ascertain whether the same drug and/or same batch has already been sampled or sent for testing by any other ESIC Institution.
- This interim arrangement shall remain operational till operationalization of the Digital Portal on ERP or until further orders issued by Headquarters.
