Reference is invited to Rule 18(1)(ii) of the CCS (Conduct) Rules, 1964 and Vigilance Branch, Hqrs letter No. C-24/11/01/AIPR/2019-Vig dated 17.01.2020 regarding submission of Annual Immovable Property Returns (AIPRs) by Group ‘A’ & ‘B’ Officers/Officials (Non-Medical/Medical/Nursing/Paramedical) and SSOs (Group ‘C’ officials). It was also emphasized that, as per the instructions of the Ministry of Labour and Employment, Government of India, the Annual Immovable Property Returns (AIPRs) in respect of Group ‘A’ & ‘B’ Officers/Officials, SSOs (Group ‘C’) and equivalent cadres working in ESIC are required to be filed online. In this regard, it is informed that the SPARROW Module for online filing of Immovable Property Returns (IPRs) for officers/officials of the ESI Corporation has been implemented since January, 2020, and the provision for filing IPRs has been activated from the year 2019 onwards. Accordingly, all officers/officials of the above-mentioned ranks are hereby advised to submit their AIPRs only through the SPARROW Module, as offline AIPR submissions shall no longer be accepted. All Officers/Officials are required to follow the steps given below for filing the IPR through the SPARROW Module: 1. Login at https://saccess.nic.in/. 2. Click on the SPARROW_ESIC icon and log in using valid credentials. 3. Click on the “IPR” tab. 4. Again, click on the “IPR” tab and then select the Declaration tab. 5. Choose the Assessment Year as on 01.01.2026. 6. Select “Fill New Declaration” or “Copy Data from Previous Year Declaration” or “NIL Declaration, as required. 7. Sign and submit the declaration using DSC or e-Hastakshar (e-Sign), accordingly. Note: The partially filled IPR can be saved as Draft during the process; A-33/11/2/2009-E.I I/3511545/2026 however, the IPR shall be treated as filed only after it is e-signed and finally submitted. It has been observed that non-submission of AIPRs within the stipulated time leads to delays in processing cases relating to vigilance clearance or may result in denial of vigilance clearance for various purposes. All concerned officers and staff of the ESI Corporation are, therefore, advised to ensure that the process of filing the Immovable Property Return (IPR) through SPARROW is completed by 31st January 2026, failing which vigilance clearance may be denied, in accordance with the instructions issued by the Government of India from time to time. It is further emphasized that officers who are not presently available in office due to study leave, extraordinary leave, maternity leave, tour, absence, or any other reason shall also submit their IPRs online within the stipulated time. Heads of Offices shall ensure that such officers are informed at the earliest to avoid any delay. In the case of retiring employees, it must be ensured that the IPR for the concerned year is filed before the due date of retirement. Attention is also invited to DoPT O.M. No. 11012/11/2007-Estt.(A) dated 27.09.2011, which stipulates that officers who fail to submit their Annual Immovable Property Returns within the prescribed time shall be denied Vigilance Clearance. Therefore, all officers covered under the said O.M. must invariably file their AIPRs within the stipulated period. In case of any difficulty in accessing the SPARROW account, officers may email their details to the HELPDESK SPARROW (Establishment Branch-I) at help.sparrow@esic.gov.in. It shall be the responsibility of the Custodian of each Unit/Office to ensure strict compliance with the above instructions at the earliest. A compliance report, duly certifying that “IPR filing in respect of all concerned employees under my control has been completed”, may be forwarded to this office by the Custodian of the concerned Unit/Office on or before 07.02.2026. Administrative action shall be taken against officers/officials who fail to file their IPRs within the prescribed time frame. This issues with the approval of Competent Authority.
