Ministry of Labour & Employment The Monthly Progress Report on important Issues I Developments for the month of September, 2018 is as under:- 1. Important policy decisions taken and major achievements during the month: • Legislative Reforms: Labour Codes: As a part of legislative reforms, codification of existing Central labour laws into 4 Codes as per the recommendations of the 2nd National Commission on Labour is in process. The details are given below briefly: • The Draft Code on Wages Bill, 2017 has been introduced in the Lok Sabha on 10.08.2017 and is being examin'ed by Standing Committee on Labour. The report of the Standing Committee is being awaited. • The Code on Industrial Relations: To introduce the proposal of Labour Code on Industrial Relations Bill, 2018 in the Parliament, draft Note for the Cabinet along with the Labour Code on Industrial Relations Bill, 2018 was circulated on 08.02.2018 for Inter-Ministerial consultation and seeking views/comments thereon. After examining the received comments of Ministries/Departments, the draft Code on Industrial Relations has been suitable modified. At present, the draft Cabinet Note alongwith the Code on Industrial Relations is under consideration for vetting in consultation with Legislative Department, Ministry of Law & Justice. • Preliminary draft of the Code on Social Security & Welfare was placed on the website of the Ministry on 16.03.2017, inviting comments of the stakeholders I public. After considering the comments of various stakeholders, a revised draft namely draft Code on Social Security, 2018 has been uploaded on the website of this Ministry on 01.03.2018, seeking suggestions/comments/inputs, if any from the Central Trade Union Organizations, the Employer' Associations and the State Governments/UTs. Ministry of Labour & Employment assist the willing Employers' Organizations and Central Trade Unions recognized by Central government in better understanding as well as framing their suggestions/comments/inputs thereon by way of participating in the meetings/workshops organized by them. Further, the Ministry has organized four the Region-wise 'Stakeholder Consultation" for better under~tanding of the Social security Code with Central Trade Unions, Employers' Organizations and the concerned State Governments/UTs at New Delhi (23.07.2018), Bhubaneswar (27.07.2018), Hyderabad (24.08.2018) and Indore (24.09.2018) respectively. • Preliminary draft of the Code on Occupational Safety Health & Working Conditions has been prepared and place on the website of the Ministry on 23.03.2018 for inviting comments/suggestions of the stakeholders including general public. Secretary (L&E) vide his D.O. dated 151h June 2018 has requested the Chief Secretaries of remaining States/UTs to send their valuable comments/suggestions on the draft Code. Hon'ble Minister of State (independent Charge), Labour & Employment vide his D.O. dated 1 ih July 2018 addressed the Chief Ministers, has also requested to expedite their inputs on the draft Code. Comments/suggestions received are being compiled. (ii) Governance Reforms: Shram Suvidha Portal Progress under Shramev Jayate Programme launched by Hon'ble Prime Minister: Under the Shram Suvidha Portal, launched on 16.10.2014, the computerized status of inspections/Establishments as on 01.10.2018 indicates that 25,66,983 Labour Identification Number (LIN) have been generated. Total 4,34,454 inspections have been assigned, out of which inspection report in respect of 4,06,226 cases have been uploaded on the Portal. Integration of Unified Shram Suvidha Portal with State/UTs: Under the process of integration of State Government with the Shram Suvidha Portal, as on date, Haryana, Gujarat, Rajasthan, Uttar Pradesh, Madhya Pradesh, Maharashtra, Punjab, Uttaral<hand and Delhi have been integrated with the Portal. Other States, namely, Bihar, Chhattisgarh, and Tamil Nadu are in the process of integration. 2. Industrial Safety & Health Division (ISH): Vishwakarma Rashtriya Puraskar (earlier known as Shram Vir National Awards) and the National Safety Awards scheme are being implemented since 1965. The awards for the performance year 20'16 were given away by Shri Santosh Kumar Gangwar, the Hon'ble Minister of State (Independent Charge) for Labour & Employment in an awards presentation function organized at Dr. Ambedkar International Centre, New Delhi on 17'h September, 2018. There were a total 28 of awards shared by 139 awardees in respect of Vishwakarma Rashtriya Purasl<ar and the total number of National Safety Awards winners and runners up were 128 (76 winners and 52 runners up). 3. Employees Provident Fund Organisation: (EPFO): i) Swachhata Hi Seva 2018 (from 151h September to 2"ct October, 2018):- Swachhata Hi Seva 2018 was observed in all offices of EPFO from 151h September to 2"ct October,2018. The focus was on accelerating the Jan Andolan for realizing the vision of a Clean India and reinforcing that "sanitation is everyone's business." As a part of the campaign many activities related to sanitation work were carried out in all offices of EPFO. ii) Settlement of death claims within 7 days:- In order to ensure that death claims are settled on priority, instructions have again been issued to all Regional Offices that all death claims be invariably settled within a period of 7 days from date of submission of the claim form in the concerned office. iii) Maximizing official communication through e-mails:- It has been decided that inter-offrce communications should be done through e-mails. Specifically requests, representations and grievances of EPF Officers/ Staff should be sent on e-mail only. Instructions in this regard have been issued to all offices of EPFO. iv) Timelines for filing SLPs/Appeals:- Instructions have been issued to all field offices to strictly adhere to the limitation period prescribed for filing of SLPs in the Supreme Court and appeals & reviews etc. in High Courts. v) Constitution of Committee for streamlining the functions of Zonal & District Offices of EPFO: - Committees comprising of senior officers of EPFO have been constituted to examine & suggest the roles, functions, responsibilities of Zonal & District offices of EPFO for effective implementation of organizational goals & policies. Working President, Orissa Coalfields Workers Union has served notice to proposing to go on strike from 1.9.2018 to press their demands. RLC(C), Bhubaneswar intervened in the matter and held conciliation proceedings. No strike was held on the scheduled date. II. General Secretary, Indian Airports Kamgar Union, New Delhi has served notice to the Chief Executive Officer, M/s ONGC Mangalore Petrochemicals Ltd. proposing to go on strike on 14.09.2018 to press for their demands. Dy. CLC(C), Bangalore intervened in the matter and held conciliation proceedings and the union deferred the proposed strike. Ill. General Secretary, ONGC Karamchari Sanghtana, Mumbai proposing to go on indefinite strike on 04.09.2018 to press their demands. The ALC(C), Mumbai intervened in the matter and held conciliation proceedings were held on 31.08.2018 after which the strike was averted. IV. General Secretaries, NTPC Mazdoor Sangh, Dadari, NTPC Employees Union, Badarpur & NTPC Karamchari Sangh, Faridabad proposing to go on an indefinite strike from 04.09.2018 to press their demands. Dy. CLC(C), Chandigarh has informed the ALC (C), Karnal intervened in the matter and held conciliation proceedings and the union agreed to defer the strike. 5. Consumer Price Index: All India Consumer Price Index Number for Industrial Workers (CPI"IW) with base 2001 =1 00 for the month of August, 2018 remained stationary at 301 (Three Hundred One). In the corresponding period last year, i.e. during August, 2017, the All India C.P.I" IW stood at 285. The inflation based on CPI"IW remained stationery at 5.61 percent for August, 2018 as compared to the previous month and 2.52 percent during the corresponding month of the previous year. 6. Training Programmes: During September, 2018, 711 training programmes were organized by the DTNBWED for the benefit of 26659 workers belonging to Organized, Unorganized and Rural Sectors and 22 training programmes were organised by the DTNBWED for the benefit of 840 workers belonging to MGNREGA programmes. One International programmes was conducted on Skill Development and Employment Generation under ITEC-SCAAP Scheme attended by 25 participants from different countries viz Bhutan, Botswana, Ethiopia, Kenya, Madagascar, Mauritius, Namibia, Niger, Nigeria, Oman, South Sudan, Sri Lanka, Syria, Tanzania, Zambia and Zimbabwe. "Shram Sangam" the in-house magazine of V.V.Giri National Labour Institute got the Second prize in the 'ka kshetra for the year 2017-18 under tdhe Rajbhahsha Kirti Puraskar Scheme (in-house magazine) of the Official Language Department, Home Ministry, Government of India. This award was given by the Hon'ble vice Presidentof India, Shri M. Venkaiah Naidu on the occasion of Hindi Diwas on 141h September, 2018 held at Vigyan Bhawan, New Delhi. (2). Important matters held up on account of prolonged inter-ministerial consultations: Nil. (3). Number of cases of 'sanction for prosecution' pending for more than 3 months: Nil. (4). Particulars of cases in which there has been a departure from the Transaction of Business Rules or established policy of the Government: Nil. (5).
