का.आ. 3623(अ).— जिजधजिरूद्ध दियाकलाप (जनिारण) अजधजनयम, 1967 (1967 का 37) (जिसे इसमें इसके
पश्चात उक्त अजधजनयम कहा गया है) को, व्यजियों और संगमों के कजतपय जिजधजिरुद्ध दियाकलापों के अजधक प्रभािी
जनिारण करने तथा आतंकिािी दियाकलापों से जनपटने और उससे संबंजधत जिषयों का उपबंध करने के जलए अजधजनयजमत
दकया गया है;
और, उक्त अजधजनयम की धारा 35 की उपधारा (1) का खंड (क) और उपधारा (2), केन्द्रीय सरकार को उक्त
अजधजनयम की चौथी अनुसूची में दकसी व्यजि के नाम को िोड़ने के जलए सिक्त करती है, यदि उसका यह जिश्वास है दक िह
आतंकिाि में सजममजलत है;
और, ‘मसूि इजलयास कश्मीरी’ उर्फ़ ‘मुफ्ती मसूि इजलयास’ उर्फ़ ‘मसूि इजलयास’ उर्फ़ ‘अबु मोहममि’ उर्फ़ ‘एम. मसूि
इजलयास’, पुत्र सरिार मोहममि इजलयास खान, आयु- 41 िषफ़ (लगभग), जिसका ितफ़मान पता रािलकोट, जिला पुंछ का
िह भाग िो इस समय पादकस्ट्तान अजधकृत िममू और कश्मीर में है, िैि-ए-मोहममि से संबंध रखता है और िो दक उक्त
अजधजनयम की पहली अनुसूची की िम संखयांक 6 के अधीन आतंकिािी संगठन के रूप में सूचीबद्ध है;
और, उक्त ‘मसूि इजलयास कश्मीरी’ उर्फ़ ‘मुफ्ती मसूि इजलयास’ उर्फ़ ‘मसूि इजलयास’ उर्फ़ ‘अबु मोहममि’ उर्फ़ ‘एम.
मसूि इजलयास’ िेि में आतंकी दियाकलाप कायाफ़न्द्िजयत करने के आिय से, हजथयार और गोला-बारूि उपलब्ध कराने और

सोिल मीजडया एिं अन्द्य ऑनलाइन कूटबद्ध एप्लीकेिनों द्वारा युिाओं को आतंकी संगठन िैि-ए-मोहममि में भती कराने
सजहत व्यापक आतंकी दियाकलापों को अंिाम िेने में सजममजलत है;
और, उक्त ‘मसूि इजलयास कश्मीरी’ उर्फ़ ‘मुफ्ती मसूि इजलयास’ उर्फ़ ‘मसूि इजलयास’ उर्फ़ ‘अबु मोहममि’ उर्फ़ ‘एम.
मसूि इजलयास’ जिजभन्न आतंकी हमलों में भी सजममजलत रह चुका है और इन आतंकी घटनाओं में कई व्यजक्तयों की मृत्यु और
घायल करने के जलए उत्तरिायी है;
और, केन्द्रीय सरकार का यह जिश्वास है दक ‘मसूि इजलयास कश्मीरी’ उर्फ़ ‘मुफ्ती मसूि इजलयास’ उर्फ़ ‘मसूि
इजलयास’ उर्फ़ ‘अबु मोहममि’ उर्फ़ ‘एम. मसूि इजलयास’ आतंकिाि में सजममजलत है और उक्त ‘मसूि इजलयास कश्मीरी’ उर्फ़
‘मुफ्ती मसूि इजलयास’ उर्फ़ ‘मसूि इजलयास’ उर्फ़ ‘अबु मोहममि’ उर्फ़ ‘एम. मसूि इजलयास’ को उक्त अजधजनयम की चौथी
अनुसूची में एक आतंकिािी के रूप में िोड़ा िाना है;
और, अब केन्द्रीय सरकार, जिजधजिरुद्ध दियाकलाप (जनिारण) अजधजनयम, 1967 की धारा 35 की उपधारा (1) के
खंड (क) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, उक्त अजधजनयम की चौथी अनुसूची में जनम्नजलजखत संिोधन करती है,
अथाफ़त:
उक्त अजधजनयम की चौथी अनुसूची में, िम संखयांक 57 और उससे संबंजधत प्रजिजियों के पश्चात, जनम्नजलजखत िम
संखयांक और प्रजिजि अन्द्तः स्ट्थाजपत की िाएंगी, अथाफ़त:
“58.
मसूि इजलयास कश्मीरी उर्फ़ मुफ्ती मसूि इजलयास उर्फ़ मसूि इजलयास उर्फ़ अबु मोहममि उर्फ़ एम. मसूि
इजलयास“।

NOTIFICATION
New Delhi, the 4th July, 2026
S.O. 3623(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred
to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals
and associations and for dealing with terrorist activities and for matters connected therewith;
And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the
Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual
is involved in terrorism;
And, whereas, Masood Ilyas Kashmiri @ Mufti Masood Ilyas @ Masood Ilyas @ Abu Mohammad @ M.
Masood Ilyas son of Sardar Mohammad Ilyas Khan, 41 years of age (approx.) having present residence at Rawalkot, a
part of district Poonch, which is currently in Pakistan Occupied Jammu and Kashmir, belongs to Jaish-E-Mohammed
and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6;
And, whereas, the said Masood Ilyas Kashmiri is a senior Jaish-E-Mohammed functionary and is involved in
carrying out a wide range of terrorist activities against the country including recruiting youth in the terrorist organization,
Jaish-E-Mohammed, imparting training to them and then facilitating the infiltration of the terrorists into the country;
And, whereas, the said Masood Ilyas Kashmiri is involved in the attack by the terrorists of Jaish-E-Mohammed
on the security forces at Sunjwan, Jammu on 22nd April, 2022;
And, whereas, the said Masood Ilyas Kashmiri has also been involved in various terror attacks and responsible
for causing death and injuries to a number of persons in these terror incidents;
And, whereas, the Central Government believes that Masood Ilyas Kashmiri @ Mufti Masood Ilyas @ Masood
Ilyas @ Abu Mohammad @ M. Masood Ilyas is involved in terrorism and the said Masood Ilyas Kashmiri @ Mufti
Masood Ilyas @ Masood Ilyas @ Abu Mohammad @ M. Masood Ilyas is to be added as a terrorist in the Fourth
Schedule to the said Act;

Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-
In the Fourth Schedule to the said Act, after serial number 57 and entries relating thereto, the following serial
number and entry shall be inserted, namely:-
"58.
Masood Ilyas Kashmiri @ Mufti Masood Ilyas @ Masood Ilyas @ Abu Mohammad @ M. Masood
Ilyas."

निाज़, आयु- 38 िषफ़ (लगभग) जिसका ितफ़मान पता िकरगढ़, जिला नरोिल, पादकस्ट्तान है, िैि-ए-मोहममि से संबंध
रखता है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम संखयांक 6 के अधीन आतंकिािी संगठन के रूप में सूचीबद्ध
है;
और, उक्त ‘मोहममि मुसादिक’ िममू और कश्मीर में पादकस्ट्तानी आतंकिादियों की घुसपैठ के िैि-ए-मोहममि के
मुखय संचालकों में से एक है और तारीख 22.04.2022 को सुन्द्ििान, िममू में सुरक्षा बालों पर िैि-ए-मोहममि के आतंकिािी
द्वारा दकए गए हमले में सजममजलत पाया गया है;
और, उक्त ‘मोहममि मुसादिक’ िेि के जिरुद्ध आतंकिािी दियाकलापों की एक जिस्ट्तृत िृंखला को अंिाम िेने में
सजममजलत है, जिसमें सीमा पर से ड्रोन के माध्यम से हजथयार, गोला-बारूि की आपूर्तफ़, िममू और कश्मीर में आतंकिािी
हमलों की योिना बनाना और आतंकिािी दियाकलापों के क्षेत्रों को और व्यापक बनाना सजममजलत है, िो आतंकिािी संगठन
िैि-ए-मोहममि में युिाओं की भती के जलए जिजभन्न सोिल मीजडया प्लेटफॉमों का उपयोग करते हैं;
और, केन्द्रीय सरकार का यह जिश्वास है दक ‘मोहममि मुसादिक’ उर्फ़ ‘डॉक्टर’ उर्फ़ ‘अब्िुल मनन’ उर्फ़ ‘सज्जाि’ उर्फ़
‘हमज़ा’ उर्फ़ ‘िाजहि ख़ान’ आतंकिाि में सजममजलत है और उक्त ‘मोहममि मुसादिक’ उर्फ़ ‘डॉक्टर’ उर्फ़ ‘अब्िुल मनन’ उर्फ़
‘सज्जाि’ उर्फ़ ‘हमज़ा’ उर्फ़ ‘िाजहि ख़ान’ को उक्त अजधजनयम की चौथी अनुसूची में एक आतंकिािी के रूप में िोड़ा िाना है;
और, अब केन्द्रीय सरकार, जिजधजिरुद्ध दियाकलाप (जनिारण) अजधजनयम, 1967 की धारा 35 की उपधारा (1) के
खंड (क) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, उक्त अजधजनयम की चौथी अनुसूची में जनम्नजलजखत संिोधन करती है,

to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals
and associations and for dealing with terrorist activities and for matters connected therewith;
And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the
Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual
is involved in terrorism;
And, whereas, Mohammad Mussadiq @ Doctor @ Abdul Manan @ Sajjad @ Hamza @ Wahid Khan son of
Muhammad Nawaz, 38 years of age (approx.) having present residence at Shakargarh, district Narowal, Pakistan,
belongs to Jaish-E-Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at
serial number 6;
And, whereas, the said Mohammad Mussadiq is one of the main handlers of Jaish-E-Mohammed infiltration
of Pakistani terrorists into Jammu and Kashmir and is involved in the attack by the terrorist of Jaish-E-Mohammad on
the security forces at Sunjwan, Jammu on 22nd April, 2022;
And, whereas, the said Mohammad Mussadiq is involved in carrying out wide range of terrorist activities
against the country including supplying of arms and ammunition through drones across the border, planning of terror
attacks in Jammu and Kashmir and to further widen the areas of terror activities is also involved in handling a team of
Jaish-E-Mohammed cyber players who use various social media platforms for recruiting youth in terrorist organisation
Jaish-E-Mohammed;
And, whereas, the Central Government believes that Mohammad Mussadiq @ Doctor @ Abdul Manan @
Sajjad @ Hamza @ Wahid Khan is involved in terrorism and the said Mohammad Mussadiq @ Doctor @ Abdul Manan
@ Sajjad @ Hamza @ Wahid Khan is to be added as a terrorist in the Fourth Schedule to the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-

ए-मोहममि से संबंध रखता है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम संखयांक 6 के अधीन आतंकिािी
संगठन के रूप में सूचीबद्ध है;
और, उक्त मुफ्ती मुहममि असग़र ख़ान िममू और कश्मीर में िैि-ए-मोहममि के आतंकिादियों का लॉनन्द्चंग कमांडर
है;
और, उक्त मुफ्ती मुहममि असग़र ख़ान, तारीख 29.11.2016 को िैि-ए-मोहममि के आतंकिादियों द्वारा िममू के
नगरोटा जस्ट्थत भारतीय सेना जिजिर पर दकए गए हमले के सूत्रधारों में से एक था;
और, उक्त मुफ्ती मुहममि असग़र ख़ान आतंकिादियों को प्रजिक्षण, धन और अन्द्य रसि प्रिान करने सजहत िेि के
जिरुद्ध व्यापक आतंकिािी दियाकलापों को अंिाम िेने में सजममजलत है;
और, उक्त मुफ्ती मोहममि असग़र ख़ान िेि में जिजभन्न आतंकी हमलों में सजममजलत रहा है और इन आतंकिािी
घटनाओं में कई व्यजक्तयों की मृत्यु और उन्द्हे घायल करने के जलए उत्तरिायी है;
और, केन्द्रीय सरकार का यह जिश्वास है दक ‘मुफ्ती मोहममि असग़र ख़ान’ उर्फ़ ‘अबू साि’ उर्फ़ ‘साि जिमी’ आतंकिाि
में सजममजलत है और उक्त ‘मुफ्ती मोहममि असग़र ख़ान’ उर्फ़ ‘अबू साि’ उर्फ़ ‘साि जिमी’ को उक्त अजधजनयम की चौथी
अनुसूची में एक आतंकिािी के रूप में िोड़ा िाना है;
और, अब केन्द्रीय सरकार, जिजधजिरुद्ध दियाकलाप (जनिारण) अजधजनयम, 1967 की धारा 35 की उपधारा (1) के
खंड (क) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, उक्त अजधजनयम की चौथी अनुसूची में जनम्नजलजखत संिोधन करती है,
अथाफ़त:
उक्त अजधजनयम की चौथी अनुसूची में, िम संखयांक 59 और उससे संबंजधत प्रजिजियों के पश्चात, जनम्नजलजखत िम

52 years of age (approx.) having present residence at Abbaspur, a part of district Poonch, which is currently in Pakistan
Occupied Jammu and Kashmir, belongs to Jaish-E-Mohammed and which is listed as a terrorist organisation under the
First Schedule to the said Act at serial number 6;
And, whereas, the said Mufti Muhammad Asghar Khan is a launching commander of terrorists of Jaish-E-
Mohammed in Jammu and Kashmir;
And, whereas, the said Mufti Muhammad Asghar Khan was one of the masterminds of the attack on the Indian
Army Camp at Nagrota, Jammu by the terrorists of Jaish-E-Mohammad on 29th November, 2016;

And, whereas, the said Mufti Muhammad Asghar Khan is involved in carrying out wide range of terrorist
activities against the country including providing training, funds and other logistics to terrorists;
And, whereas, the said Mufti Muhammad Asghar Khan has been involved in various terror attacks in the
country and responsible for causing death and injuries to a number of persons in these terror incidents;
And, whereas, the Central Government believes that Mufti Muhammad Asghar Khan @ Abu Saad @ Saad
Jimi is involved in terrorism and the said Mufti Muhammad Asghar Khan @ Abu Saad @ Saad Jimi is to be added as a
terrorist in the Fourth Schedule to the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-

कराची, रािलनपंडी, पदकस्ट्तान और ितफ़मान पता कोटली, पादकस्ट्तान अजधकृत िममू और कश्मीर में है, िैि-ए-मोहममि से
संबंध रखता है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम संखयांक 6 के अधीन आतंकिािी संगठन के रूप में
सूचीबद्ध है;
और, उक्त हादर्ज़ अब्िुल िकूर िममू और कश्मीर में िैि-ए-मोहममि के आतंकिादियों का लॉनन्द्चंग कमांडर है;
और, उक्त हादर्ज़ अब्िुल िकूर, िैि-ए-मोहममि के आतंकिादियों द्वारा तारीख 29.11.2016 को िममू के नगरोटा
जस्ट्थत भारतीय सेना जिजिर पर दकए गए हमले में सजममजलत है;

सजममजलत है, िैसे की िैि-ए-मोहममि के आतंकिादियों की भती, प्रजिक्षण, प्रेरणा, िममू और कश्मीर में घुसपैठ और
आतंकिािी हमलों को अंिाम िेने के जलए िममू और कश्मीर में सदिय आतंकिादियों को हजथयार और गोला-बारूि उपलब्ध
कराना;
और, केन्द्रीय सरकार का यह जिश्वास है दक ‘हादर्ज़ अब्िुल िकूर’ उर्फ़ ‘क़ारी िराफ़र’ आतंकिाि में सजममजलत है और

S.O. 3626(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred
to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals
and associations and for dealing with terrorist activities and for matters connected therewith;
And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the
Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual
is involved in terrorism;
And, whereas, Hafiz Abdul Shakoor @ Qari Zarrar son of Sufi Abdul Karim, 56 years of age (approx.) having
permanent address at Karachi, Rawalpindi, Pakistan and present residence at Kotli in Pakistan Occupied Jammu and
Kashmir, belongs to Jaish-E-Mohammed, and which is listed as a terrorist organisation under the First Schedule to the
said Act at serial number 6;
And, whereas, the said Hafiz Abdul Shakoor is a launching commander of terrorists of Jaish-E-Mohammed in
Jammu and Kashmir;
And, whereas, the said Hafiz Abdul Shakoor is involved in the attack by the terrorists of Jaish-E-Mohammad
on the Indian Army Camp at Nagrota, Jammu on 29th November, 2016;
And, whereas, Hafiz Abdul Shakoor is involved in carrying out wide range of terrorist activities against the
country namely recruitment, training, motivating, infiltrating Jaish-e-Mohammed cadres into Jammu and Kashmir and
providing arms and ammunition to the active terrorists in Jammu and Kashmir for carrying out terror attacks;
And, whereas, the Central Government believes that Hafiz Abdul Shakoor @ Qari Zarrar is involved in
terrorism and the said Hafiz Abdul Shakoor @ Qari Zarrar is to be added as a terrorist in the Fourth Schedule to the said
Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-

जिसका ितफ़मान पता कुंडलिाही, जिला नीलम, पादकस्ट्तान अजधकृत िममू और कश्मीर में है, िैि-ए-मोहममि से संबंध रखता
है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम संखयांक 6 के अधीन आतंकिािी संगठन के रूप में सूचीबद्ध है;
और, उक्त अब्िुल्ला िेहािी िममू और कश्मीर में िैि-ए-मोहममि के आतंकिादियों को सुजिधा प्रिान करने/ लॉन्द्च
करने में सजममजलत है;
और, उक्त अब्िुल्ला िेहािी तारीख 29.11.2016 को िममू के नगरोटा जस्ट्थत भारतीय सेना जिजिर पर िैि-ए-
मोहममि के आतंकिादियों द्वारा दकए गए हमले में सजममजलत है;
और, उक्त अब्िुल्ला िेहािी िेि के जिरुद्ध कई प्रकार की आतंकिािी दियाकलापों को अंिाम िेने में सजममजलत है,
जिसमे िैि-ए-मोहममि के कई जिजिरों को चलाना और िेि में आतंकिािी हमलों की योिना बनाना सजममजलत है;
और, केन्द्रीय सरकार का यह जिश्वास है दक ‘अब्िुल्ला िेहािी’ उर्फ़ ‘िाहनिाज़’ उर्फ़ ‘अल जहिामा आतंकिाि में
सजममजलत है और उक्त ‘अब्िुल्ला िेहािी’ उर्फ़ ‘िाहनिाज़’ उर्फ़ ‘अल जहिामा को उक्त अजधजनयम की चौथी अनुसूची में एक

to Jaish-E-Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at serial
number 6;
And, whereas, the said Abdullah Jehadi is involved in facilitating/ launching of Jaish-E-Mohammed terrorists
in Jammu and Kashmir;
And, whereas, the said Abdullah Jehadi is involved in the attack by the terrorists of Jaish-E-Muhammed on the
Indian Army camp at Nagrota, Jammu on 29th November, 2016;
And, whereas, the said Abdullah Jehadi is involved in carrying out a wide range of terrorist activities against
the country including handling multiple camps of Jaish-E-Mohammed and orchestrating terror attacks in the country;
And, whereas, the Central Government believes that Abdullah Jehadi @ Shah Nawaz @ Al Hijama is involved
in terrorism and the said Abdullah Jehadi @ Shah Nawaz @ Al Hijama is to be added as a terrorist in the Fourth Schedule
to the said Act;

और, उक्त दफरिौस अहमि भट लश्कर-ए- तैयबा के आतंकिादियों का लॉनन्द्चंग कमांडर है और िेि के जिरुद्ध व्यापक
स्ट्तर पर आतंकिािी दियाकलापों को अंिाम िेने में सजममजलत है, जिसमे हजथयार और गोला-बारूि की आपूर्तफ़, जििेिी

And, whereas, the said Firdous Ahmad Bhat has also been involved in terror attacks in the country;
And, whereas, the Central Government believes that Firdous Ahmad Bhat is involved in terrorism and the said
Firdous Ahmad Bhat is to be added as a terrorist in the Fourth Schedule to the said Act;

S.O. 3630(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred
to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals
and associations and for dealing with terrorist activities and for matters connected therewith;
And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the
Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual
is involved in terrorism;
And, whereas, Haroon Rashid Ganai @ Shunoo s/o Abdul Rashid Ganai, 36 years of age (approx.), having
residence at Hassanpora Tawela, Bijbehara, Anantnag, Jammu and Kashmir and presently residing in Pakistan, belongs
to Lashkar-e-Taiba and which is listed as a terrorist organisation under the First Schedule to the said Act at serial
number 5;
And, whereas, the said Haroon Rashid Ganai @ Shunoo is engaged in sending arms, ammunition etc to the
country and recruiting youths into terrorist cadres with the intention of carrying out terrorist activities in the country;
And, whereas, the Central Government believes that Haroon Rashid Ganai @ Shunoo is involved in terrorism and the
said Haroon Rashid Ganai @ Shunoo is to be added as a terrorist in the Fourth Schedule to the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-
In the Fourth Schedule to the said Act, after serial number 64 and entries relating thereto, the following serial
number and entry shall be inserted, namely:-

जमरपोरा, बराठ कलां, सोपोर, िममू और कश्मीर में है तथा ितफ़मान में मुिफ्फराबाि, पदकस्ट्तान अजधकृत कश्मीर में जनिास
कर रहा है, लश्कर-ए-तैयबा तथा ि रेजिस्ट्टेंस फ्रंट से संबंध रखता है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम
संखयांक 5 के अधीन आतंकिािी संगठन के रूप में सूचीबद्ध है;
और, उक्त ‘जबलाल अहमि मीर’ उर्फ़ ‘अहमि भाई’ िेि में आतंकी दियाकलाप कायाफ़न्द्िजयत करने के आिय से, िेि

And, whereas, the said Bilal Ahmad Mir @ Ahmad Bhai, is involved in a conspiracy to carry out terrorist
activities from across the border, supply arms and ammunition in the country with the intention of carrying out terrorist
activities in the country;
And, whereas, the Central Government believes that Bilal Ahmad Mir @ Ahmad Bhai is involved in terrorism
and the said Bilal Ahmad Mir @ Ahmad Bhai is to be added as a terrorist in the Fourth Schedule to the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the

Qayoom Lone is to be designated as a terrorist in the Fourth Schedule of the said Act;

आतंकिािी संगठन के रूप में सूचीबद्ध है;

ammunition consignments using drones and instigating the youth to join Lashkar-e-Taiba with the intention of carrying
out terrorist activities in the country;
And, whereas, the Central Government believes that Nazir Ahmed Gujjar @ Munazil is involved in terrorism
and the said Nazir Ahmed Gujjar @ Munazil is to be designated as a terrorist in the Fourth Schedule of the said Act;

in planning and coordinating terrorist activities, collecting funds with the intention of carrying out terrorist activities in
the country and is one of the main terrorists in the terrorist organisation Lashkar-e-Taiba under the direct command of
Hafiz Mohammad Sayeed;
And, whereas, the Central Government believes that Abdul Rauf @ Hafiz Adbul Rauf @ Hafiz Abdul Raouf
@ Hafiz Abdur Rauf is involved in terrorism and the said Abdul Rauf @ Hafiz Adbul Rauf @ Hafiz Abdul Raouf @

permanent residence at Chak No. 81/5-R, Tehsil and District Sahiwal, Pakistan and presently residing at Madrasa
Taleem-ul-Quran, Railway Raod, Bahawalpur, Pakistan, belongs to Jaish-e-Mohammed and which is listed as a terrorist
organisation under the First Schedule to the said Act at serial number 6;
And, whereas, the said Ashfaq Ahmed @ Ishfaq Ahmed, is involved in providing technical assistance and
collecting funds with the intention to carry out terrorist activities in the country;

उि- िािा से संबंध रखता है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम संखयांक 5 के अधीन आतंकिािी संगठन

And, whereas, the said Hafiz Khalid Waleed @ Hafiz Khalid Naik @ Khalid Walid works under the protection
of Hafiz Mohammad Sayeed with the intention of carrying out terrorist activities and is the mastermind of several
terrorist incidents in the country;
And, whereas, the Central Government believes that Hafiz Khalid Waleed @ Hafiz Khalid Naik @ Khalid
Walid is involved in terrorism and the said Hafiz Khalid Waleed @ Hafiz Khalid Naik @ Khalid Walid is to be
designated as a terrorist in the Fourth Schedule of the said Act;

is the coordinator of several terrorist activities with the intention of carrying out terrorist activities in the country and is
the Amir/Head of several factions of Jaish-e-Mohammad;
And, whereas, the Central Government believes that Maulana Imdad Ullah Makki @ Maulana Imdad @ Imdad

to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals
and associations and for dealing with terrorist activities and for matters connected therewith;
And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the
Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual

having residence at Jalla Arain, Bahawalpur, Pinjab, Pakistan, belongs to Lashkar-e-Taiba and which is listed as a
terrorist organisation under the First Schedule to the said Act at serial number 5;
And, whereas, the said Mohammad Yaqoob @ Abu Sumama @ Samama Ilyas @ Waris Ali, with the intention
of carrying out terrorist activities in the country, provides logistics and financial assistance to the terrorists and
coordinates with the cadres of Lashkar-e-Taiba;
And, whereas, the Central Government believes that Mohammad Yaqoob @ Abu Sumama @ Samama Ilyas
@ Waris Ali is involved in terrorism and the said Mohammad Yaqoob @ Abu Sumama @ Samama Ilyas @ Waris Ali
is to be designated as a terrorist in the Fourth Schedule of the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-

रहा है, लश्कर-ए-तैयबा तथा िमात-उि-िािा से संबंध रखता है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम
संखयांक 5 के अधीन आतंकिािी संगठन के रूप में सूचीबद्ध है;

in terrorism and the said Molana Yousaf Taibi @ Mohammad Yousaf is to be designated as a terrorist in the Fourth
Schedule of the said Act;

S.O. 3643(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred
to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals
and associations and for dealing with terrorist activities and for matters connected therewith;
And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the
Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual
is involved in terrorism;
And, whereas, Rana Iftikhar @ Rana Waleed Atif @ Rana Iftikhar Hyderi @ Rana Iftikhar Ahmad @ Hydeer
Khan s/o Ramzan Rana Muhammad, 54 years of age (approx.) having permanent residence at Gujranwala, Punjab,
Pakistan and presently residing in Peshawar, Pakistan, belongs to Lashkar-e-Taiba and which is listed as a terrorist
organisation under the First Schedule to the said Act at serial number 5;
And, whereas, the said Rana Iftikhar @ Rana Waleed Atif @ Rana Iftikhar Hyderi @ Rana Iftikhar Ahmad @
Hydeer Khan with the intention of carrying out terrorist activities in the country, coordinates among the anti-Jihadi
organisations, motivates the youths to carry out terrorist activities and is a close associate of Lashkar-e-Taiba terrorist
Hafeez Saeed;
And, whereas, the Central Government believes that Rana Iftikhar @ Rana Waleed Atif @ Rana Iftikhar Hyderi
@ Rana Iftikhar Ahmad @ Hydeer Khan is involved in terrorism and the said Rana Iftikhar @ Rana Waleed Atif @
Rana Iftikhar Hyderi @ Rana Iftikhar Ahmad @ Hydeer Khan is to be designated as a terrorist in the Fourth Schedule
of the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-
In the Fourth Schedule to the said Act, after serial number 77 and entries relating thereto, the following serial number

आतंकिाि में संजलप्त है;
और, िसीम नूर िाट उर्फ़ क़ारी िसीम पुत्र नूर मोहममि िाट, उम्र 44 िषफ़ (लगभग) जिसका स्ट्थाई पता झंग,
पंिाब, पादकस्ट्तान है, िैि-ए-मोहममि से संबंध रखता है और िो दक उक्त अजधजनयम की पहली अनुसूची की िम संखयांक 6
के अधीन आतंकिािी संगठन के रूप में सूचीबद्ध है;
और, उक्त िसीम नूर िाट उर्फ़ क़ारी िसीम िेि में आतंकी दियाकलाप कायाफ़न्द्िजयत करने के आिय से, िेि में ड्रोन
से आयुध और गोला-बारूि पहुंचाने तथा कई आतंकी घटनाओं के योिना में संजलप्त रहा है;

in the country, has remained involved in delivering drones, arms and ammunition in the country and planning of several
terrorist incidents;
And, whereas, the Central Government believes that Waseem Noor Jat @ Qari Waseem is involved in terrorism
and the said Waseem Noor Jat @ Qari Waseem is to be designated as a terrorist in the Fourth Schedule of the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the

पादकस्ट्तान में जनिासरत है, लश्कर-ए-तैयबा तथा िैि-ए-मोहममि से संबंध रखता है और िो दक उक्त अजधजनयम की पहली
अनुसूची की िम संखयांक 5 तथा 6 के अधीन आतंकिािी संगठनों के रूप में सूचीबद्ध हैं;
और, उक्त मोहममि िहीि फैसल उर्फ़ उस्ट्ताि उर्फ़ मुहांिीस उर्फ़ ज़ादकर लश्कर-ए-तैयबा (LeT), अल-कायिा और
ISIS मॉड्यूल से िुड़ा है। मोहममि िहीि फैसल सोिल मीजडया के ज़ररए युिाओं को भती करता है, पादकस्ट्तान में हजथयारों
की रेननंग की व्यिस्ट्था करता है और आतंकी दियाकलापों के जलए जनजध िुटाता है और उक्त मोहममि िहीि फैसल जिजध
प्रितफ़न अजभकरणों से बचने के जलए डेटा एजन्द्िप्िन और नकली पहचान के उपयोग के प्रजिक्षण में सजममजलत रहा है। िेि में
आतंकी दियाकलाप कायाफ़न्द्िजयत करने के आिय से, िह आयुध एिं गोल-बारूि पहुाँचाने में संजलप्त रहा है तथा कई आतंकी
घटनाओं से संबंजधत षडयंत्र में सजममजलत रहा है;
और, केन्द्रीय सरकार का यह जिश्वास है दक मोहममि िहीि फैसल उर्फ़ उस्ट्ताि उर्फ़ मुहांिीस उर्फ़ ज़ादकर आतंकिाि
में संजलप्त है और उक्त मोहममि िहीि फैसल उर्फ़ उस्ट्ताि उर्फ़ मुहांिीस उर्फ़ ज़ादकर को उक्त अजधजनयम की चौथी अनुसूची में
एक आतंकिािी के रूप में नामजनर्िफ़ि दकया िाना है;

presently residing at Rawalpindi, Pakistan, belongs to Lashkar-e-Taiba and Jaish-e-Mohammed and which are listed as
terrorist organisations under the First Schedule to the said Act at serial number 5 and 6 respectively;
And, whereas, the said Mohammed Shaheed Faisal @ Ustad @ Muhandis @ Zakir is linked to Lashkar-e-
Taiba (LeT), Al-Qaeda, and ISIS modules. Faisal recruits youths via social media, arranges for weapons training in
Pakistan, and raises funds for terrorist activities and the said Mohammad Shahid Faisal has remained in imparting
training in the use of data encryption and fake identities to evade law enforcement agencies. With the intent of carrying
out terrorist activities in the country, he has remained involved in the delivery of weapons and ammunition and
conspiracies related to several terrorist incidents;
And, whereas, the Central Government believes that Mohammed Shaheed Faisal @ Ustad @ Muhandis @
Zakir is involved in terrorism and the said Mohammed Shaheed Faisal @ Ustad @ Muhandis @ Zakir is to be designated
as a terrorist in the Fourth Schedule of the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the

Implementation of Section 35 of Unlawful Activities (Prevention) Act 1967 -
Designation of 23 individuals as Terrorist under Section 35 of the UAPA and
their listing in Schedule I/IV of the Act
In terms of Clauses 62 and 63 of the SEBI Master Circular “Guidelines on Anti-Money
Laundering (AML) Standards and Combating the Financing of Terrorism (CFT) /
Obligations of Securities Market Intermediaries under the Prevention of Money
Laundering Act, 2002 and Rules framed there under” dated June 06, 2024, the
procedures outlined in the Government of India’s Order dated February 02, 2021 shall
be strictly followed and meticulous compliance shall be ensured.
In this connection, please refer to the Gazette Notification (ID no. - CG-DL-E-
04072026-274093) dated July 04, 2026 of the Ministry of Home Affairs in respect of
23 individuals which have been declared as “Terrorist” and has been listed in the
Fourth Schedule of the UAPA 1967, under Section 35(1) (a) of UAPA 1967.

SEBI has issued a press release providing a Gazette Notification in respect of 23 Individuals, which
has been declared as ‘Terrorist’ and has been listed in the Fourth Schedule of the UAPA Act, 1967
under Section 35(1) (a) of the UAPA Act 1967.
The said Gazette Notification is enclosed as Annexure 1 & SEBI Press Release is attached as
Annexure 2 for your reference.
