Subject: Mandatory Source Nodal Office Authorization for Inter-Sector Shifting (ISS) and Exit Requests for Government Sector Subscribers-reg

This is in reference to PFRDA Circular No: PFRDA/2022/39/SUP-CRA/14 dated 22.12.2022 which states that authorization of Inter Sector Shifting (ISS) requests by the source Nodal Office is not required after retirement/superannuation in the Government Sector and PSU/PSB Corporate Subscriber segments.

2. To ensure robust control and oversight in the processing of subscriber exit and sector shifting requests, it has been decided that source Nodal Office authorization shall be mandatory in all cases of cessation of relationship between the subscriber and the Government/Government employer, including inter-sector shifting.

3. This requirement shall apply uniformly across all segments within the Government sector, including Central and State Governments, and government-owned entities registered as corporates, irrespective of the subscriber’s date of retirement or superannuation.

4. Accordingly, the relevant provision under PFRDA Circular No: PFRDA/2022/39/SUP-CRA/14 dated 22.12.2022, which exempted such authorization post-superannuation, stands modified to reflect the revised procedure.

5. PoPs servicing employees of PSUs / PSBs / any entity under the ownership and control of Government, under NPS Corporate Sector Model shall ensure that any request of such subscriber leading to cessation of relationship between subscriber and the concerned PSU/PSB (i.e. any kind of Exit or ISS) shall be processed only with due consent from the concerned employer, by obtaining appropriate documentation/communication confirming such cessation of employment.

6. This circular shall be effective immediately.

विषय : सरकारी क्षेत्र के अभिदाताओं के लिए इंटर सेक्टर शिफ्टिंग (आईएसएस) तथा निकास अनुरोध हेतु स्रोत नोडल कार्यालय की प्राधिकृति अनिवार्य किए जाने के सन्दर्भ में

यह पीएफआरडीए द्वारा जारी परिपत्र संख्या : पीएफआरडीए/2022/39/एसयूपी-सीआरए/14 दिनांक 22.12.2022 के संदर्भ में है, जिसमें कहा गया है कि सरकारी क्षेत्र और पीएसयू/पीएसबी कॉर्पोरेट अभिदाताओं के मामले में सेवानिवृत्ति/अधिवर्षिता के बाद स्रोत नोडल कार्यालय द्वारा इंटर सेक्टर शिफ्टिंग (आईएसएस) अनुरोधों को प्राधिकृत करने की आवश्यकता नहीं है।

2. अभिदाता की निकासी और सेक्टर शिफ्टिंग अनुरोधों के प्रसंस्करण के दौरान मजबूत नियंत्रण और निगरानी सुनिश्चित करने के लिए यह निर्णय लिया गया है कि इंटर सेक्टर शिफ्टिंग सहित अभिदाता और सरकार/सरकारी नियोक्ता के बीच संबंधों की समाप्ति के सभी मामलों में स्रोत नोडल कार्यालय की प्राधिकृति अनिवार्य होगी।

3. यह आवश्यकता केंद्र और राज्य सरकारों और कॉर्पोरेट के रूप में पंजीकृत सरकारी स्वामित्व वाली संस्थाओं सहित सरकारी क्षेत्र के सभी खंडों में अभिदाता की सेवानिवृत्ति या अधिवर्षिता की तारीख की अपेक्षा किए बिना समान रूप से लागू होगी।

4. तदनुसार, पीएफआरडीए परिपत्र संख्या : पीएफआरडीए/2022/39/एसयूपी-सीआरए/14 दिनांक 22.12.2022 के अंतर्गत प्रासंगिक प्रावधानों में, जिसमें ऐसी प्राधिकृति को सेवानिवृत्ति के बाद छूट दी गई थी, संशोधित प्रक्रिया को दर्शाने के लिए संशोधन किया गया है।

5. एनपीएस कॉर्पोरेट क्षेत्र मॉडल के अंतर्गत पीएसयू/पीएसबी/सरकार के स्वामित्व और नियंत्रण के अंतर्गत किसी भी संस्था के पीओपी सर्विसिंग कर्मचारियों को यह सुनिश्चित करना होगा कि ऐसे अभिदाता के किसी भी अनुरोध को जिसके कारण अभिदाता और संबंधित पीएसयू/पीएसबी के बीच संबंध की समाप्ति हो रही हो (अर्थात किसी भी प्रकार की निकासी या आईएसएस) को केवल संबंधित नियोक्ता से उचित सहमति, जिसमें इस तरह के रोजगार की समाप्ति की पुष्टि करने वाला उपयुक्त दस्तावेज/संचार शामिल है, के साथ ही संसाधित किया जाए।

6. यह परिपत्र तत्काल प्रभावी होगा।
