Madam / Sir,

Choice of Selection of Central Recordkeeping Agency for the National Pension System or any other pension scheme regulated by the PFRDA

1. Please refer to our Master Circular PFRDA/MASTERCIRCULAR/2023/03/CRA-01 dated 17 November 2023 on the above subject. We have now revised and updated the Master Circular which consolidates important instructions on the subject issued by the Pension Fund Regulatory and Development Authority (PFRDA) till 14 September 2025.

2. This Master Circular is issued in exercise of the powers conferred under Section 14(1) read with Section 14(2)(e) of the Pension Fund Regulatory and Development Authority Act, 2013.

3. This Master Circular rescinds all the existing guidelines/instructions on the subject of “Choice of Selection of Central Recordkeeping Agency for the National Pension System or any other pension scheme regulated or administered by the Authority” and consolidates at one place. The list of underlying circulars consolidated in this Master Circular is furnished in the Appendix.

This Master Circular is issued with the approval of the competent authority.

PART I – Introduction

1. The Pension Fund Regulatory and Development Authority Act, 2013 (‘Act/the Act’) allows the appointment of more than one CRA for the National Pension System or any other pension scheme regulated or administered by the Authority. Accordingly, CRAs are being registered under the provisions of the Pension Fund Regulatory and Development Authority (Central Recordkeeping Agency) Regulations, 2015, and amendment thereof. To ensure the transparent choice of selection of CRA, the Authority hereby provides a master circular.

PART II – General Guidelines

2. The compliance obligation of the intermediary/entity shall not be confined merely to the Master Circular but, also the applicable laws.

3. This Master Circular shall take effect from the date of its issuance but shall be without prejudice to their (earlier issued circulars) operation and effect, for the period when they were in force, until them being subsumed under the Master Circular. Based on the above caveat, Part IV containing the list of circulars consolidated in the Master Circular shall stand rescinded with the issuance of this Master Circular, such that they are subsumed in the Master Circular and for all purpose and intent, remain operative, with no break of continuity.

4. Notwithstanding such rescission of any circular, upon their merger in the Master Circular, or otherwise, anything done or any action taken or purported to have been done or taken, or to be taken hereafter, under the circulars now rescinded (for the period of their operation) shall be construed to have been validly taken as if the said circulars are in full force and effect and shall remain unaffected by their rescission, in any manner.

5. The previous operation of the rescinded circulars or anything duly done or suffered thereunder, any right, privilege, obligation or liability acquired, accrued or incurred, any penalty, any order passed, any violation committed, any investigation, legal proceedings pending in terms of the circular (now rescinded), shall be treated as if the circulars are in full force and effect, and shall remain unaffected by their rescission, in any manner.

PART III – Specific Guidelines/Instructions

6. Choice of Selection of CRA under the National Pension System (‘NPS’):

6.1. Subscribers under employee-employer relationship including Government Sector: In case the charges of CRA under the NPS are borne by the employer, including where organizations or corporates registered as Points of Presence (PoPs) offer NPS to their employees under the aegis of ‘employee-employer relationship’, the choice of selection of CRA shall vest with the employer, unless the employer specifically delegates the option to individual employees. In all other cases, the choice of selection of CRA shall rest with the employee.

6.2. Subscribers voluntarily enrolling in the NPS: In case of subscribers voluntarily enrolling in the NPS, without an employee-employer relationship, the choice of selection of CRA shall vest with the subscribers. To facilitate this, each PoP under NPS shall integrate and maintain operational linkages with all CRAs registered with the PFRDA in a phased manner. For this purpose, PoPs having a subscriber base exceeding one lakh (as on 31 August 2025) shall endeavor to complete such integration within six months from the issuance of this circular.

Additionally, such subscribers shall have the option to switch their chosen CRA once during a financial year. However, a switch of CRA owing to a change in employment status shall not be counted in the above switch.

To ensure transparency, NPS Trust and all PoPs under NPS shall prominently display the charges of all CRAs side by side on their official website / mobile application, to enable subscribers to make well-informed decision.

7. Choice of Selection of CRA under the Atal Pension Yojana (‘APY’) and NPS-Lite-Swavalamban Scheme:

In case of APY and NPS-Lite, the choice of selection of CRA shall be with PoP, which may integrate with one or more CRA/s to offer services to its subscribers. Where a PoP has integrated with more than one CRA, both existing and new subscribers shall have the option to select their preferred CRA.

Further, under APY/NPS-Lite, PoP acts as the primary interface for subscribers and shall have the option to migrate its subscribers from one CRA to another, wherein individual subscriber consent is deemed. The migration shall, however, be permissible only once in a financial year.

To ensure transparency, all PoPs under APY and NPS-Lite shall prominently display the charges of all CRAs integrated with them, side by side, on their official website / mobile application, to enable subscribers to make well-informed decision.

8. Following three CRAs are currently registered with the PFRDA, and subscribers may visit the official websites of the respective CRAs / PoPs / NPS Trust for information relating to CRA charges.

भाग I – पररचय

1. पेंशन नननि निननयामक और निकास प्रानिकरण अनिननयम, 2013 ('अनिननयम'), राष्ट्रीय पेंशन प्रणाली या प्रानिकरण द्वारा निननयनमत या प्रशानसत नकसी अन्य पेंशन योजना के नलए एक से अनिक सीआरए की ननयुक्ति की अनुमनत देता है। तदनुसार, सीआरए को पेंशन नननि निननयामक और निकास प्रानिकरण (कें द्रीय असभलेखपाल असभकरण) निननयम, 2015 के प्राििानोों और उसके सोंशोिन के तहत पोंजीकृ त नकया जाता रहा है। सीआरए के चयन के पारदशी सिकल्प को सुनननित करने के नलए, प्रानिकरण द्वारा एक मास्टर पररपत्र जारी सकया जा रिा है।

भाग II – िामान्य धिशाधनिेश

2. मध्यस्थ / इकाई का अनुपालन दानयत्व, मास्टर पररपत्र के िाथ-िाथ लार्ू कानूनों िे िी िंबद्ध होर्ा।

3. यह मास्टर पररपत्र इसके जारी होने की सतसथ से प्रिािी होगा, सकन्तुउिके (पूिि में जारी नकए गए पररपत्रोों) के लार्ू िोने की म्मिसत में उनके सोंचालन और प्रिाि के प्रनत पूिािग्रह िे तब तक मुक्त होगा, जब तक नक उन्हें मास्टर पररपत्र के तहत शानमल नहीों कर सलया जाता िो। उपयुिि चेतािनी के आिार पर, मास्टर पररपत्र में िम्मिसलत सकए र्ए पररपत्रोों की सूची िाले िाग IV में शासमल पररपत्रों को इस मास्टर पररपत्र के जारी होने के साथ सनरस्त कर नदया जाएगा, तानक िे मास्टर पररपत्र में सक्तिनलत हो जाएों और सिी उद्देश्ोों और लक्ष्ों की प्राम्मि के नलए, ितत रूप िेलागू रहें।

4. नकसी पररपत्र के इस प्रकार सनरिन के बािजूद, मास्टर पररपत्र में उनके निलय पर, या अन्यथा, अब ननरस्त नकए गए पररपत्रोों (उनके सोंचालन की अिनि के नलए) के अोंतगित की गई या उिाई गई या कनथत रूप से की गई या उिाई गई या की जाने िाली या इसके बाद उिाई जाने िाली नकसी िी कारििाई को िैि रूप से सकया हुआ माना जाएगा जैसे नक उि पररपत्र पूणि रूप सेलार्ू और प्रिािी िोंऔर िे सकिी भी प्रकार उनके सनरिन से अप्रिानित रहेंगे।

5. सनरस्त नकए गए पररपत्रोोंके सपछले िंचालन या उसके तहत निनिित रूप से नकए गए या उिाए र्ए, नकसी िी अनिकार, निशेषानिकार, दानयत्व या असधग्रसित, अनजित या व्यिक्तस्थत देयता, कोई जुमािना, कोई पाररत आदेश, कोई उल्लोंघन, कोई जाोंच, उि पररपत्र (अब ननरनसत) के सोंदिि में लोंनबत कानूनी कायििाही, नकसी िी प्रकार उनके सनरिन से प्रिानित निीं िोंगे और उन्हेंइस प्रकार माना जाएगा जैसे नक िि पररपत्र पूरी तरि लार्ूऔर प्रभािी िो।

भाग III – भिशेष धिशाधनिेश / अनुदेश

6. िाष्ट्रीय पेंशन प्रणाली ('एनपीएस') के तहत सीआिए के चयन का भिकल्पः

6.1 सरकारी क्षेत्र सहित कर्मचारी-नियुक्ता संबंध के तहत अभिदाता: यदि एनपीएि के तहत िीआरए के शुल्क सनयोक्ता द्वारा ििन सकए जाते िैं, सजिमें उपम्मिसत अम्मस्तत्व (पीओपी) के रूप में पंजीकृत िंर्िन या सनर्म अपने कमगचाररयों को 'कमगचारी-सनयोक्ता िंबंध' के तत्वािधान में एनपीएि प्रदान करते िैं, तो िीआरए के चयन का सिकल्प सनयोक्ता के पाि सनसित िोर्ा, जब तक सक सनयोक्ता सिशेष रूप िे व्यम्मक्तर्त कमगचाररयों को सिकल्प निीं देता िै। अन्य िभी मामलों में, िीआरए के चयन का सिकल्प कमगचारी के पाि िोर्ा।

6.2 एनपीएस में स्वेच्छा से नामांकन करने वाले अभिदाता: एनपीएि में स्वेच्छा िे नामांकन करने िाले असभदाताओं के मामले में, कमगचारी-सनयोक्ता िंबंध के सबना, िीआरए के चयन का सिकल्प असभदाताओं के पाि सनसित िोर्ा। इिे िुसिधाजनक बनाने के सलए, एनपीएि के तहत प्रत्येक पीओपी चरणबद्ध तरीके िे पीएफआरडीए के िाथ पंजीकृत िभी िीआरए के िाथ पररचालन िंबंधों को एकीकृ त करेर्ा और बनाए रखेर्ा। इि उद्देश्य के सलए, एक लाख िे असधक (31 अर्स्त 2025 तक) असभदाता आधार िाले पीओपी इि पररपत्र के जारी िोने के छि मिीने के भीतर इि तरि के एकीकरण को पूरा करने का प्रयाि करेंर्े।

इिके असतररक्त, ऐिे ग्रािकों के पाि एक सित्तीय िषग के दौरान एक बार अपने चुने हुए िीआरए को बदलने का सिकल्प िोर्ा। िालांसक, रोजर्ार की म्मिसत में बदलाि के कारण िीआरए के बदलाि को उपरोक्त बदलाि में निीं सर्ना जाएर्ा।

पारदसशगता िुसनसित करने के सलए, एनपीएि के तहत िभी पीओपी और एनपीएि ट्र स्ट अपनी आसधकाररक िेबिाइट्/मोबाइल एम्मिके शन पर िभी िीआरए के शुल्कों को प्रमुखता िे प्रदसशगत करेंर्े, तासक ग्रािक अच्छी तरि िे िूसचत सनणगय ले िकें ।

7. अटल पेंशन योजना ('एपीआई') और एनपीएस-लाइट-स्वावलम्बन योजना के तहत सीआिए के चयन का भिकल्प: एपीिाई और एनपीएि-लाइट् के मामले में, िीआरए के चयन का सिकल्प पीओपी के पाि िोर्ा, जो अपने ग्रािकों को िेिाएं प्रदान करने के सलए एक या असधक िीआरए के िाथ एकीकृ त िो िकता िै। जिााँ एक पीओपी ने एक िे असधक िीआरए के िाथ एकीकरण सकया िै, ििााँ मौजूदा और नए दोनों असभदाताओं के पाि अपने पिंदीदा िीआरए का चयन करने का सिकल्प िोर्ा।

इिके अलािा, एपीिाई/एनपीएि-लाइट् के तहत, पीओपी ग्रािकों के सलए प्राथसमक इंट्रफे ि के रूप में कायग करता िै और उिके पाि अपने ग्रािकों को एक िीआरए िे दू िरे में िानांतररत करने का सिकल्प िोर्ा, सजिमें व्यम्मक्तर्त ग्रािक की ििमसत मानी जाती िै। िालााँसक, प्रिाि की अनुमसत एक सित्तीय िषग में के िल एक बार िोर्ी।

8. निम्नलिखित तीन सीआरए वर्तमान में पीएफआरडीए के साथ पंजीकृत हैं, और अभिदाता सीआरए शुल्कों से संबंधित जानकारी के लिए संबंधित सीआरए/पीओपी/एनपीएस ट्रस्ट की आधिकारिक वेबसाइटों पर जा सकते हैं।
