ORDER
Subject: Order under section 12 of the Telecom Regulatory Authority of India Act, 1997, seeking information for the preparation of comprehensive index and rating framework for digital connectivity and services for villages in India
F.No.C-11/(1)/2024-BBPA-Part(2) Whereas the Telecom Regulatory Authority of India (hereinafter referred to as the “Authority”), established under sub section (1) of section 3 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997) (hereinafter referred to as the “TRAI Act, 1997), has been entrusted with discharge of certain functions, inter alia, to ensure compliance of terms and conditions of licence; regulate telecommunication services; notify rates for telecommunication service; protect the interest of service providers and consumers of the telecom sector;
And whereas the Authority has decided to develop a comprehensive index and rating framework for digital connectivity and services for villages in India;
And whereas for the preparation of such an index, various telecom indicators need to be assessed such as telecom coverage, quality of service, data consumption by the subscribers, lowest monthly tariffs offered by the service providers etc.;
And whereas for the preparation of the index mentioned in para 2 and for assessment of various telecom indicators, the Authority requires information from the service providers annually;
Therefore, the Authority, in the exercise of the powers conferred upon it under section 12 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997), hereby calls upon all the service providers to furnish the information annually as per Annexure to the Authority, within thirty days from date of issue of this order for March 2025, and thereafter within thirty days of the end of March, every year, in the soft copy or online, as the case may be.

Explanatory Note: i) Sl. No. 1 to 8 are as per Govt. local directory provided by TRAI. ii) Subscriber Count: The total customer count based on billing/accounting data of the customers corresponding to the village and technology. iii) Data Consumption: Aggregate Data Consumption in GB for the month based on billing/accounting data corresponding to all customers of the village and technologies. iv) Mobile Service Coverage: Implies mobile service availability in the village areas and is measured in terms of % village area covered by mobile technologies. Licensees are required to enter relevant coverage data. v) Under 'Coverage Technology' place 'Y' if services are delivered in the village using that technology else leave blank or use 'N'. vi) The CGIs for 'Village Serving Cell Global IDs(CGI)' shall be exactly same as are being reported for Cell Master and downtime under revised QoS regulations, 2024.
