सा.का.जन. 156(अ).—राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए
और जित्त मंत्रालय, रािस्ट्ि जिभाग, प्रितचन जनिेिालय, सहायक जनिेिक (रािभाषा), समूह ‘क’ पि, भती जनयम, 2017 को
उन बातों के जसिाय अजधक्ांत करते हुए, जिन्हें ऐसे अजधक्मण से पहले दकया गया है या करने का लोप दकया गया है, जित्त
मंत्रालय, रािस्ट्ि जिभाग, प्रितचन जनिेिालय में सहायक जनिेिक (रािभाषा) के पि पर भती की पद्धजत का जिजनयमन करने
के जलए जनम्नजलजखत जनयम बनाते हैं, अर्ाचत:-
1. संजिप्त नाम और प्रारंभ: (1) इन जनयमों का संजिप्त नाम जित्त मंत्रालय, रािस्ट्ि जिभाग, प्रितचन जनिेिालय, सहायक
जनिेिक (रािभाषा), समूह ‘क’ पि भती जनयम, 2026 है।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे ।
2. पि-संख्या, िगीकरण और िेतन मैट्ररक्स में स्ट्तर: उि पि की पि संख्या, उसका िगीकरण और िेतन मैट्ररक्स में
स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िचष्ट है।

3. भती की पद्धजत, आयु-सीमा, अहचताएं, आदि: उि पि पर भती की पद्धजत, आयु-सीमा, अहचताएं और उनसे संबंजधत
अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्िचष्ट हैं।
4. जनरहचता: िह व्यजि –
(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया है; या जििाह की संजििा
की है; या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है, या जििाह की
संजििा की है।
उि पि पर जनयुजि का पात्र नहीं होगा:
परन्तु यदि केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य
पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी व्यजि को
इस जनयम के प्रितचन से छूट िे सकेगी ।
5. जिजर्ल करने की िजि: िहां केन्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां िह
उसके जलए िो कारण हैं, उन्हें लेखबद्ध करके और तर्ा संघ लोक सेिा आयोग से परामिच से इन जनयमों के दकसी
उपबंध को दकसी िगच या प्रिगच के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी।
6. व्यािृजत्त: इन जनयमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े िगों, भूतपूिच सैजनकों और अन्य जििेष प्रिगच के व्यजियों के जलए उपबंध
करना अपेजित है।

द्वारा और जिजभन्न पद्धजतयों द्वारा भरी

प्रोन्नजत या प्रजतजनयुजि /आमेलन द्वारा भती की ििा में िे श्रेजणयां
जिनसे प्रोन्नजत या प्रजतजनयुजि/ आमेलन दकया िाएगा।

प्रोन्नजत द्वारा जिसके न हो सकने पर
प्रजतजनयुजि, जिसके अंतगचत अल्पकाजलक
संजििा भी है, द्वारा।
प्रोन्नजत:-
(i) िेतन मैट्ररक्स के स्ट्तर-7 (रु.44900-142400) में ऐसे िट्ररष्ठ
अनुिािक, जिन्होंने उस श्रेणी में पांच िषच की जनयजमत सेिा
की है और सरकार के अधीन दकसी संस्ट्र्ा से सुसंगत िेत्र में
िो से चार सप्ताह का अजनिायच प्रजििण सफलतापूिचक पूरा
दकया है।
ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने
अपनी अहचक या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए
जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध
में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा
की गई ऐसी अहचक या पात्रता सेिा, अपेजित अहचक या
पात्रता सेिा के आधे से अजधक से या िो िषच से, इनमें से िो
भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों
सजहत, जिन्होंने ऐसी अहचक या पात्रता सेिा पहले ही पूरी
कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी
पट्ररिीिा की अिजध सफलतापूिचक पूरी कर ली हो।
जिद्यमान पात्रता सेिाओं का प्रजतधारण-
ट्रटप्पण: िेतन मैट्ररक्स के स्ट्तर-7 (रु. 44900-142400) में
ऐसे ज्येष्ठ अनुिािक जिन्होंने इन जनयमों की अजधसूचना की
तारीख पर उस श्रेणी में तीन िषच की जनयजमत सेिा पूरी कर
ली है, उन पर भी सहायक जनिेिक (रािभाषा) के पि पर
प्रोन्नजत के जलए जिचार दकया िाएगा।
प्रजतजनयुजि: (जिसके अंतगचत अल्पकाजलक संजििा भी है)
केंरीय सरकार या राज्य सरकार या संघ राज्यिेत्रों या
मान्यता प्राप्त अनुसंधान संस्ट्र्ाओं या जिश्वजिद्यालयों या
पजललक सेक्टर उपक्मों या कानूनी या स्ट्ििासी संगठनों के
ऐसे अजधकारी:
(क)
(i)
िो मूल काडर या जिभाग में जनयजमत आधार पर सिृि
पि धारण दकए हुए हैं; या
(ii)
जिन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर-

आधार पर जनयुजि के पश्चात् िो िषच की सेिा की हो;
या
(iii)
जिन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स स्ट्तर-
8 (रु.47600-151100) या समतुल्य में जनयजमत
आधार पर जनयुजि के पश्चात् चार िषच की सेिा की है;
या
(iv)
जिन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स स्ट्तर-
7 (रु.44900-142400) या समतुल्य में जनयजमत
आधार पर जनयुजि के पश्चात् उस श्रेणी पांच िषच की
सेिा की है; और
(ख) जिनके पास जनम्नजलजखत िैजिक अहचताएं और अनुभि हो:
आिश्यक
(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजनिायच
या िैकजल्पक जिषय या परीिा के माध्यम के रूप में अंग्रेिी के सार्
जहन्िी में मास्ट्टर जडग्री; या
दकसी मान्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजनिायच या
िैकजल्पक जिषय या परीिा के माध्यम के रूप में जहन्िी के सार्
अंग्रेिी में मास्ट्टर जडग्री; या
दकसी मान्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजनिायच या
िैकजल्पक जिषय या परीिा के माध्यम के रूप में अंग्रेिी के सार्
या जहन्िी या अंग्रेिी से जभन्न दकसी जिषय में जहन्िी माध्यम के
सार् मास्ट्टर जडग्री; या
दकसी मान्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजनिायच या
िैकजल्पक जिषय या परीिा के माध्यम के रूप में जहन्िी के सार् या
जहन्िी या अंग्रेिी से जभन्न दकसी जिषय में अंग्रेिी माध्यम के सार्
मास्ट्टर जडग्री; या
दकसी मान्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजनिायच या
िैकजल्पक जिषय के रूप में जहन्िी और अंग्रेिी या इस िोनों में से
कोई एक परीिा के माध्यम और िूसरा अजनिायच या िैकजल्पक
जिषय के रूप में हों, के सार् जहन्िी या अंग्रेिी से जभन्न दकसी जिषय
में मास्ट्टर जडग्री; और
(ii) केन्रीय सरकार या राज्य सरकार या स्ट्ििासी जनकायों या
कानूनी संगठनों या पजललक सेक्टर उपक्मों या जिश्वजिद्यालयों या
मान्यता प्राप्त अनुसंधान या िैजिक संस्ट्र्ाओं के अधीन हहंिी में
िलिािली (िलिािलीय कायच) प्रयोग या लागू करना और अंग्रेिी
से हहंिी और इसके जिपयचयेन, अजधमानतः तकनीकी या िैज्ञाजनक
साजहत्य के अनुिाि कायच का तीन िषच का अनुभि हो; या
केन्रीय सरकार या राज्य सरकार या स्ट्ििासी जनकायों या कानूनी
संगठनों या पजललक सेक्टर उपक्मों या जिश्वजिद्यालयों या
मान्यता प्राप्त अनुसंधान या िैजिक संस्ट्र्ाओं के अधीन हहंिी और

अंग्रेिी के अध्यापन या हहंिी या अंग्रेिी में अनुसंधान का तीन िषच
का अनुभि हो।
िांछनीय:
मान्यता प्राप्त बोडच से िसिीं किा में संजिधान की आठिीं अनुसूची
में सजममजलत हहंिी से जभन्न भाषाओं में दकसी भाषा का अध्ययन
दकया हो।
ट्रटप्पण 1. पोषक प्रिगच के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत
की सीधी पंजि में है, प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए
िाने के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत
द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे।
ट्रटप्पण 2. प्रतितियुति (तिसके अंिर्गि् अल्पकातिक संतिदा भी
है) की अिति, तिसके अंिर्गि् केन्द्रीय सरकार के उसी या ककसी
अन्द्य संर्ठि या तिभार् में इस तियुति से ठीक पहिे िाररि ककसी
अन्द्य काडर बाह्य पद पर प्रतितियुति (तिसके अंिर्गि्
अल्पकातिक संतिदा भी है) की अिति है, सािारणिया िीि िर्ग
से अतिक िहीं होर्ी।
ट्रटप्पण 3 : प्रजतजनयुजि (जिसके अंतगचत अल्पकाजलक संजििा भी
है) द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राप्त करने
की अंजतम तारीख को 56 िषच से अजधक नहीं होगी।
यदि जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना ।

(1) अध्यि या सिस्ट्य, संघ लोक सेिा आयोग –अध्यि;
(2) अपर सजचि, रािस्ट्ि जिभाग –सिस्ट्य;
(3) प्रितचन जनिेिक –सिस्ट्य।
जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करने के जलए) जिसमें सजममजलत होंगे :-
(1) प्रितचन जनिेिक –अध्यि;
(2) जििेष प्रितचन जनिेिक - सिस्ट्य;
(3) अपर प्रितचन जनिेिक (मुख्यालय) -सिस्ट्य।
प्रोन्नजत के जलए संघ लोक

NOTIFICATION
New Delhi, the 5th March, 2026
G.S.R. 156(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of Ministry of Finance, Department of Revenue, Directorate of Enforcement, Assistant Director (Official
Language), Group ‘A’ Post, Recruitment Rules, 2017, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules to regulate the method of recruitment to the post of
Assistant Director (Official Language) in the Directorate of Enforcement, Department of Revenue, Ministry of Finance,
namely:-
1.
Short title and commencement.— (1) These rules may be called the Ministry of Finance, Department of
Revenue, Directorate of Enforcement, Assistant Director (Official Language), Group ‘A’ Post, Recruitment
Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. — The number of said post, its classification and
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt such person from the operation of this rule.
5.
Power to relax.–– Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

successfully completed mandatory training of
two to four weeks in the relevant area from an

Note: Where juniors who have completed their
qualifying or eligibility service are being
considered for promotion, their senior shall also
be considered provided they are not short of the
requisite qualifying or eligibility service by
more than half of such qualifying or eligibility
service or two years, whichever is less, and have
successfully completed their probation period
for promotion to the next higher grade along
with their juniors who have already completed
such qualifying or eligibility service.
Retention of existing eligibility service -
Note:- Senior Translator in Level – 7 (Rs.
44900-142400) in the pay matrix who have
completed three years’ regular service in the
grade on the date of notification of these rules
will be also considered for the purpose of
promotion to the post of Assistant Director
(Official Language).

Deputation: (Including Short-Term Contract)
Officers of the Central Government or State
Government or Union territories or Recognised
Research Institutions or Universities or Public
Sector Undertakings or statutory or autonomous
organisations:-
(i) holding analogous post on regular basis in
the parent cadre or department; or
(ii) with two years’ service rendered after
appointment thereto on a regular basis in Level
9 in the pay matrix (Rs 53100-167800) or
equivalent in the parent cadre or department; or
(iii) with four years’ service rendered after
appointment thereto on a regular basis in Level
8 in the pay matrix (Rs. 47600 – 151100) or
equivalent in the parent cadre or department; or
(iv) with five years service rendered after
appointment thereto on a regular basis in Level
7 in the pay matrix (Rs. 44900-142400) or
equivalent in the parent cadre or department;
and
(b) possessing the following educational
qualifications and experience:
Essential:
(i) Masters degree from a recognised University
in Hindi with English as a compulsory or
elective subject or as the medium of the
examination at the degree level; or
Masters degree from a recognised University in
English with Hindi as a compulsory or elective
subject or as the medium of the examination at
the degree level; or
Masters degree from a recognised University in
any subject other than Hindi or English with
hindi medium and English as a elective or
compulsory subject or as the medium of
examination at the degree level; or
Masters degree from a recognised University in
any subject other than Hindi or English with
English medium and Hindi as a compulsory or
elective subject or as a medium of examination
at the degree level; or
Masters degree from a recognised University in
any subject other than Hindi or English, with
Hindi and English as a compulsory or elective
subject or either of the two as a medium of
examination and other as a compulsory or
elective subject at the degree level; and

(ii) Three years experience of using or applying
terminology (terminological work) in Hindi and
translation work from English to Hindi or vice
versa, preferably of technical or scientific
literature under Central Government or State

deputationists shall not be eligible for
consideration for appointment by promotion.
Note 2: Period of deputation (including short-
term contract) including the period of
deputation (including short-term contract) in
another ex-cadre post held immediately
preceding this appointment in the same of some
other organization or Department of the Central
Government shall ordinarily not exceed three
years.
Note 3: The maximum age limit for
appointment by deputation (including short-
term contract) shall be not exceeding 56 years
as on the closing date of receipt of applications.
