सा.का.जन. 548(अ).— केंद्रीय मोटर यान जनयमावली, 1989, जिनमें केंद्र सरकार मोटर यान अजधजनयम, 1988
(1988 का 59) की धारा 56 (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए संिोधन करने का प्रस्ट्ताव करती है, में और अजधक
संिोधन करते हुए जनम्नजलजखत प्रारूप कजतपय जनयमों को इस अजधजनयम की धारा 212 की उप-धारा (1) के द्वारा यथावश्यक
इसके द्वारा प्रभाजवत होने की संभावना वाले सभी व्यजियों की िानकारी के जलए एतिद्वारा प्रकाजित दकया िाता है; और
एतिद्वारा नोरटस दिया िाता है दक प्रारूप जनयमों को उस तारीख से 30 दिन की अवजध समाप्त होने के पश् चात् जवचाराथग
स्ट्वीकार कर जलया िाएगा िब से सरकारी रािपत्र में यथा प्रकाजित इस अजधसूचना की प्रजतयां िनता के जलए उपलब्ध
करायी िाती हैं;
इन प्रारूप जनयमों के संबंध में आपज तयों एवं सुझावों, यदि कोई हो, को अपर सजचव (पररवहन), सड़क पररवहन और
रािमागग मंत्रालय, पररवहन भवन, संसि मागग, नई दिल्ली-110001 को या ईमेल: comments-morth@gov.in के
माध् यम से भेिा िा सकता है।
जवजनर्िगष्ट अवजध समाप्त होने के पहले उक् त प्रारूप जनयमों के संबंध में दकसी भी व्यजि से प्राप्त होने वाली आपजत्तयों या
सुझावों पर केंद्र सरकार द्वारा जवचार दकया िाएगा।

प्रारूप जनयम
1. संजिप् त िीर्गक एवं प्रारंभ - (1) इन जनयमों को केंद्रीय मोटर यान (वाहन स्ट् रैपपंग सुजवधा केंद्र पंिीकरण और कायग)
संिोधन जनयमावली, 2025 कहा िाएगा।
(2) ये जनयम आजधकाररक रािपत्र में इनके प्रकाजित होने की तारीख से प्रवृ त होंगे।
2. मोटर यान (वाहन स्ट्रैपपंग सुजवधा केंद्र का पंिीकरण और कायग) जनयमावली, 2021 के जनयम 5 के खंड (ए) में, "चाहे वह
कोई व्यजि, फमग, सोसायटी, कंपनी हो" िब्िों के पश् चात्, "( िहाि तोड़ने और पुनगचरण (रीसाइपक्लंग), प्लाजस्ट्टक पुनगचरण
और अन्य के जलए पुनगचरक (रीसाइक्लर) सजहत)" िब्ि और अंक अंत: स्ट् थाजपत दकए िाएंगे;

दिनांक 23 जसतंबर, 2021 के माध् यम से प्रकाजित दकए गए थे और जपछली बार अजधसूचना संख् या
सा.का.जन. 212(अ), दिनांक 15 माचग, 2024 द्वारा संिोजधत दकए गए थे।

NOTIFICATION
New Delhi, the 13th August, 2025
G.S.R. 548(E).— The following draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 56 (2) of the
Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act
for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be
taken into consideration after the expiry of thirty days from the date on which the copies of this notification, as published
in the Official Gazette, are made available to the public;
Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (Transport),
email: comments-morth@gov.in, Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New
Delhi-110 001.
The objections or suggestions which may be received from any person in respect of the said draft rules before
the expiry of the aforesaid period will be considered by the Central Government.
DRAFT RULES
1. Short title and commencement. – (1) These rules may be called the Central Motor Vehicles (Registration
and Functions of Vehicle Scrapping Facility) Amendment Rules, 2025.
(2) They shall come into force on the date of their publication in the official Gazette.
2. In the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021, in clause (a) of
rule 5, after the words “be it a person, firm, society, Company”, the words and figures “(including recyclers for ship
breaking and recycling, plastic recycling and others)” shall be inserted;
