सा.का.जन. 600(अ).—केंद्रीय मोटर यान जनयमावली, 1989, जिनमें केंद्र सरकार मोटर यान अजधजनयम, 1988
(1988 का 59) की धारा 64 और धारा 211 द्वारा प्रित्त िजियों का प्रयोग करते हुए संिोधन करने का प्रस्ट्ताव करती है,
में और अजधक संिोधन करते हुए कजतपय जनयमों के जनम्नजलजखत प्रारूप को इस अजधजनयम की धारा 212 की उप-धारा
(1) के द्वारा यथावश्यक इसके द्वारा प्रभाजवत होने की संभावना वाले सभी व्यजियों की िानकारी के जलए एतिद्वारा
प्रकाजित दकया िाता है; और एतिद्वारा नोटटस दिया िाता है दक प्रारूप जनयमों को उस तारीख से तीस दिन की अवजध
समाप्त होने के बाि जवचाराथथ स्ट्वीकार कर जलया िाएगा जिस तारीख से सरकारी रािपत्र में यथा प्रकाजित इस
अजधसूचना की प्रजतयां िनता के जलए उपलब्ध करायी िाती हैं;
इन प्रारूप जनयमों के प्रजत आपज तयों एवं सुझावों, यदि कोई हो, को अपर सजचव (पटरवहन), सड़क पटरवहन और
रािमागथ मंत्रालय, पटरवहन भवन, संसि मागथ, नई दिल्ली-110001, ईमेल: comments-morth@gov.in, के माध् यम से
भेिा िा सकता है।
जवजनर्िथष्ट अवजध समाप्त होने के पहले उक् त प्रारूप जनयमों के संबंध में दकसी भी व्यजि से प्राप्त होने वाली आपजत्तयों
या सुझावों पर केंद्र सरकार द्वारा जवचार दकया िाएगा।
मसौिा जनयम
1. संजिप् त िीर्थक और प्रारंभ - (1) इन जनयमों को केन्द्द्रीय मोटर यान (..... ...संिोधन) जनयमावली, 2025 कहा िाएगा।
(2) ये जनयम अजधसूचना की प्रकािन की तारीख से लागू होंगे।

2. केन्द्रीय मोटि यान ननयमावली, 1989 (नजसे आर्े उक्त ननयम कहा जाएर्ा) के ननयम 81 में, सािणी में:-

क्रम संख्या 10 औि उससे संबंनित प्रनवनियों के स्थान पि ननम्ननलनित प्रनतस्थानपत ककया जाएर्ा, अथागत्:-

जलए वाहन का परीिण करना

छह सौ रुपये
(र्) मध्यम माल या यात्री मोटि वाहन
एक हिार रुपये
(घ) भािी माल या यात्री मोटि वाहन
एक हिार रुपये

क्रम संख्या 10क औि उससे संबंनित प्रनवनियों के स्थान पि ननम्ननलनित प्रनतस्थानपत ककया जाएर्ा, अथागत्:-

के नलए किटनेस प्रमाण पत्र प्रदान किने या नवीकिण के नलए वाहन

पााँच सौ रुपये
(ि) तीन पनहया या हल् के मोटि वाहन या क्वानिसाइककल
एक हिार रुपये
(र्) मध्यम माल या यात्री मोटि वाहन
एक हिार तीन सौ रुपये
(घ) भािी माल या यात्री मोटि वाहन
एक हिार पांच सौ रुपये

क्रम संख्या 10क औि उससे संबंनित प्रनवनियों के पश्चात् ननम्ननलनित अंतःस्थानपत ककया जाएर्ा, अथागत्:-

10ख. 20 वर्ग से अनिक पुिाने मोटि वाहनों के नलए किटनेस प्रमाण पत्र
प्रदान किने या नवीकिण के नलए वाहन का पिीक्षण किना:

(ि) तीन पनहया या हल् के मोटि वाहन या क्वानिसाइककल

क्रम संख्या (11क) में, शब्द “(परिवहन)” का जवलोपन दकया जाएर्ा औि शब्द “15 वर्ग से अनिक पुिाने” के स्थान
पि शब्द “10 वर्ग से अनिक पुिाने” को प्रनतस्थानपत ककया जाएर्ा।

NOTIFICATION
New Delhi, the 27th August, 2025
G.S.R. 600(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 64 and section
211 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of
the said Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft
rules shall be taken into consideration after the expiry of thirty days from the date on which the copies of this
notification, as published in the Official Gazette, are made available to the public;

Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (Transport),
email: comments-morth@gov.in, Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street,
New Delhi-110 001.
The objections or suggestions which may be received from any person in respect of the said draft rules before
the expiry of the aforesaid period will be considered by the Central Government.
DRAFT RULES
1. Short title and commencement. - (1) These rules may be called the Central Motor Vehicles (….. Amendment)
Rules, 2025.
(2) They shall come into force from the date of publication of the notification.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 81, in the TABLE: -

for serial number 10 and the entries relating thereto, the following shall be substituted, namely: -

10. Conducting test of a vehicle for grant or renewal of certificate
of fitness for motor vehicles

(a) Motorcycle

One thousand rupees
(d) Heavy goods or passenger motor vehicle
One thousand rupees
ii.
for serial number 10A and the entries relating thereto, the following shall be substituted, namely: -
