सा.का.जन. 568(अ).— केंद्रीय मोटर यान जनयमावली, 1989 में और संिोधन करने के जलए प्रारूप जनयम, मोटर
यान अजधजनयम, 1988 (1988 का 59) की धारा 212 की उपधारा (1) के अधीन यथा अपेजित भारत सरकार के सड़क,
पररवहन और रािमागग मंत्रालय की अजधसूचना में, भारत के रािपत्र, असाधारण, भाग II, खंड 3, उपखंड (i) मे संखयांक
सा.का.जन. 124 (अ), तारीख 7 फरवरी, 2025 द्वारा प्रकाजित दकए गए थे, जिनमें उन सभी व्यजियों से जिनके उससे
प्रभाजवत होने की संभावना थी, उस तारीख से, जिसको उि अजधसूचना को अन्तर्वगष्ट करने वाली रािपत्र की प्रजतयां िनता
को उपलब्ध करा िी गई थीं, से तीस दिन की अवजध के अवसान से पूवग आिेप और सुझाव आमंजत्रत दकए थे:
और, उि रािपत्र अजधसूचना की प्रजतयां 07 फरवरी, 2025 को िनता को उपलब्ध करा िी गई थीं;
और, केंद्रीय सरकार द्वारा उि प्रारूप जनयमों के सम्बन्ध में िनता से प्राप्त आिेपों और सुझावों पर सम्यक रूप से
जवचार दकया गया है;

अतः, अब केन्द्रीय सरकार, मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 64 और धारा 211 द्वारा प्रित्त
िजियााँ का प्रयोग करते हुए, केंद्रीय मोटर यान जनयमावली, 1989 का और संिोधन करने के जलए जनम्नजलजखत जनयम
बनाती है, अथागत्-
जनयम
1. संजिप्त नाम और प्रारंभ - (1) इन जनयमों का संजिप्त नाम केन्द्रीय मोटर यान (तीसरा संिोधन) जनयम, 2025 है।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।
2. केंद्रीय मोटर यान जनयमावली, 1989 (जिसे इसमें इसके पश्चात उि जनयम कहा गया है)जनयम 81 की सारणी में,
(i) क्रम संखया (4ख) में, "पंिीकरण प्रमाणपत्र" िब्िों के पश्चात्, “पहले रजिस्ट्रीकरण की तारीख से 15 वर्ग से अजधक
दकन्तु 20 वर्ग से अनजधक पुराने मोटर यानों के जलए” िब्ि और अंक अंतः स्ट्थाजपत दकए िाएंगे।
(ii) क्रम संखया (4ख) और उससे संबंजधत प्रजवजष्टयों के पश्चात्, जनम्नजलजखत अंतः स्ट्थाजपत की िाएंगी, अथागतः-

पहले रजिस्ट्रीकरण की तारीख से 20 वर्ग से अजधक पुराने
मोटर यानों के जलए रजिस्ट्रीकरण प्रमाणपत्र का
नवीकरणः
52(1)
(क) अजवजधमान्य ढुलाई वाहन
सौ रुपये
(ख) मोटर साइदकल
िो हिार रुपये
(ग) जतपजहया/चौपजहया (क्वाजिसाइदकल)
पााँच हिार रुपये
(घ) हल्के मोटर यान
िस हिार रुपये
(ङ) आयाजतत मोटर यान (िो या तीन पजहया)
बीस हिार रुपये
(च) आयाजतत मोटर यान (चार या अजधक पजहया)
अस्ट्सी हिार रुपये
(छ) कोई अन्य यान िो उपर उजल्लजखत नहीं है
बारह हिार रुपये
(iii) रटप्पण 2 के पश्चात्, जनम्नजलजखत रटप्पण अंतःस्ट्थाजपत दकया िाएगा, अथागत्ः-
"रटप्पण 3.- उपरोि सारणी में जवजनर्िगष्ट सभी फीस माल और सेवा कर से अनन्य हैं।"

NOTIFICATION
New Delhi, the 20th August, 2025
G.S.R. 568(E).— Whereas the draft rules further to amend the Central Motor Vehicles Rules, 1989, were
published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide
notification of the Government of India in the Ministry of Road Transport and Highways number G.S.R. 124 (E), dated
the 7th February, 2025, in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (i), inviting objections and
suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on
which copies of the Gazette containing the said notification were made available to the public;
And, whereas, copies of the said Gazette notification were made available to the public on the
7th February, 2025;
And, whereas, the objections and suggestions received from the public in respect of the said draft rules have
been duly considered by the Central Government;
Now, therefore, in exercise of powers conferred by section 64 and section 211 of the Motor Vehicles Act, 1988
(59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles
Rules, 1989, namely:-
RULES
1. Short title and commencement. - (1) These rules may be called the Central Motor Vehicles (Third Amendment)
Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 81, in the TABLE, -
(i)
in serial number (4B), in the entry under column (2), after the words "Renewal of certificate of registration",
the words "for motor vehicles older than 15 years but not exceeding 20 years from the date of first
registration" shall be inserted;
(ii) after serial number (4B) and the entries relating thereto, the following shall be inserted, namely: -

Renewal of certificate of registration for motor
vehicles older than 20 years from the date of first
registration: -
52(1)
(a) Invalid carriage
Hundred rupees
(b) Motor cycle
Two thousand rupees
(c) Three-wheeler/ Quadricycle
Five thousand rupees
(d) Light motor vehicle
Ten thousand rupees
(e) Imported motor vehicle (Two or Three
wheeled)
Twenty thousand rupees
(f) Imported motor vehicle (Four or more wheeled)
Eighty thousand rupees
(g) Any other vehicle not mentioned above
Twelve thousand rupees
(iii) after Note 2, the following note shall be inserted, namely: -
"Note 3.- All fees specified in the Table above are exclusive of Goods and Services Tax."
