L.-33004/99 xxxGIDHxxx xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण् ड (i) PART II—Section 3—Sub-section (i) प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY स्ट्वास्ट््य और पररवार कल्याण मंत्रालय अजधसूचना नई दिल्ली, 20 अप्रैल, 2026 सा.का.जन. 296(अ).— राष्‍ट रपजत, संजवधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, और स्ट्वास्ट््य सेवा महाजनिेिालय, केंद्रीय औषजध मानक जनयंत्रण संगठन [औषजध जनयंत्रक (भारत)] भती जनयम, 2011 को उन बातों के जसवाय अजधक्ांत करते हुए, जिन् हें ऐसे अजधक्मण से पूवव दकया गया है या करने का लोप दकया गया है, स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन स्ट्वास्ट््य सेवा महाजनिेिालय, केंद्रीय औषजध मानक जनयंत्रण संगठन में, 'औषजध जनयंत्रक (भारत)' के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती है, अर्ावत्: - 1. संजिप्त नाम और प्रारंभ – (1) इन जनयमों का संजिप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केंद्रीय औषजध मानक जनयंत्रण संगठन, औषजध जनयंत्रक (भारत), समूह ‘क’ पि भती जनयम, 2026 है। (2) ये सरकारी रािपत्र में उनके प्रकािन की तारीख को लागू होंगे। 2. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर – उि पि की संख्या, उसका वगीकरण और वेतन मैररक्स में उसका स्ट्तर वह होगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से (4) में जवजनर्िवष्ट है। सं. 272] नई दिल्ली, सोमवार, अप्रैल 20, 2026/चैत्र 30, 1948 No. 272] NEW DELHI, MONDAY, APRIL 20, 2026/CHAITRA 30, 1948 सी.जी.-डी.एल.-अ.-20042026-271933 CG-DL-E-20042026-271933 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आयु-सीमा, अहवताएं, आदि – उि पि पर भती की पद्धजत, आयु-सीमा, अहवताएं और उससे संबंजधत अन् य बातें वे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट हैं। 4. जनरहवता– कोई व्यजि, - (क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत् नी िीजवत है, जववाह दकया है या जववाह की संजविा की है; या (ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रहते हुए, दकसी व् यजि से जववाह दकया है या जववाह की संजविा की है, उि पि पर जनयुजि के जलए पात्र होगा: परंतु, यदि केंद्रीय सरकार का समाधान हो िाता है दक ऐसा जववाह ऐसे व् यजि और जववाह के अन् य पिकार को लागू स्ट् वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन से छूट िे सकेगी। 5. जिजर्ल करने की िजि – िहााँ केंद्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए िो कारण हैं उन् हें लेखबद्ध करके तर्ा संघ लोक सेवा आयोग से परामिव करके, इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवगव के व् यजियों की बाबत में, आिेि द्वारा जिजर्ल कर सकेगी। 6. व्यावृजत्त – इन जनयमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व् यजियों के जलए उपबंध करना अपेजित है। अनुसूची पि का नाम पिों की संख्या। वगीकरण। वेतन मैररक्स में स्ट्तर। (1) (2) (3) (4) औषजध जनयंत्रक (भारत) 1* (2026) *कायवभार के आधार पर पररवतवन दकया िा सकता हैI साधारण केंद्रीय सेवा, समूह 'क', रािपजत्रत, अननुसजचवीय वेतन मैररक् स में स्ट् तर-14 (144200-218200 रुपये) चयन या अचयन पि सीधे भती दकए िाने वाले व् यजियों के जलए आयु सीमा। (5) (6) लागू नहीं होता। लागू नहीं होता। सीधे भती दकए िाने वाले व् यजियों के जलए अपेजित िैिजणक और अन्य अहवताएं। क्या सीधे भती दकए िाने वाले व् यजियों के जलए जवजहत आयु और िैिजणक अहवताएं प्रोन् नत व् यजियों की ििा में लागू होंगी या नहीं। (7) (8) लागू नहीं होता। लागू नहीं होता। [भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 पररवीिा अवजध, यदि कोई हो। भती की पद्धजत: भती सीधे होगी या प्रोन् नजत द्वारा या प्रजतजनयुजि/आमेलन द्वारा और जवजभन्न पद्धजतयों द्वारा भरी िाने वाली ररजियों की प्रजतितता। प्रोन् नजत द्वारा या प्रजतजनयुजि/आमेलन द्वारा भती की ििा में, वे श्रेजणयां जिनसे प्रोन् नजत या प्रजतजनयुजि या आमेलन दकया िाएगा। (9) (10) (11) लागू नहीं होता। प्रजतजनयुजि द्वारा (जिसके अंतगवत अल् पकाजलक संजविा है)। प्रजतजनयुजि (जिसके अंतगवत अल् पकाजलक संजविा है)। केंद्रीय सरकार, राज्य सरकार, संघ राज् य िेत्र प्रिासन, स्ट्वायत्त जनकाय, कानूनी संगठन, पजललक सेक्टर उपक्म, मान्यता प्राप्त जवश्वजवद्यालय या मान्यता प्राप्त अनुसंधान संस्ट्र्ानों के अजधकारी: (क) (i) जिन् होंने मूल काडर या जवभाग में जनयजमत आधार पर सिृि पि धारण दकए हुए हों; या (ii) जिन् होंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-13 क (131100-216600 रुपये) में या समतुल् य में पि पर जनयजमत आधार पर जनयुजि के पश्चात् िो वषव की सेवा पूरी की हो; या (iii) जिन् होंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-13 (123100-215900 रुपये) में या समतुल् य में पि पर जनयजमत आधार पर जनयुजि के पश्चात् तीन वषव की सेवा पूरी की हो; या (iv) जिन् होंने मूल काडर या जवभाग में वेतन मैररक्स में स्ट्तर-12 (78800-209200 रुपये) में या समतुल् य में पि पर जनयजमत आधार पर जनयुजि के पश्चात् आठ वषव की सेवा की हो; और (ख) जनम्नजलजखत िैिजणक अहवताएं और अनुभव हो, अर्ावत्:- (i) आवश् यक अहवताएं: 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान से िैव-जचदकत्सा इंिीजनयरी या रासायजनक इंिीजनयरी या िैव-प्रौद्योजगकी या यांजत्रक इंिीजनयरी या जवद्युत इंिीजनयरी या इलेक्रॉजनक्स इंिीजनयरी या उपकरण इंिीजनयरी या पॉजलमर इंिीजनयरी या कंप्यूटर जवज्ञान इंिीजनयरी या जचदकत्सा इलेक्रॉजनक्स इंिीजनयरी या भेषिी या भेषिीय इंिीजनयरी या भेषिीय जवज्ञान या िैव-रसायन जवज्ञान या रसायन जवज्ञान या िीवन जवज्ञान या नैिाजनक औषध जवज्ञान में जविेषज्ञता के सार् जचदकत्सा या सूक्ष्म िीव जवज्ञान में जविेषज्ञता सजहत जचदकत्सा में मास्ट् टर जडग्री; और (ख) िवाओं या जचदकत्सा युजियों के जवजनमावण या परीिण या जवजनयमन या नैिाजनक परीिण या नैिाजनक िांच में पंद्रह वषव का अनुभव या औषजध और प्रसाधन सामग्री अजधजनयम, 1940 (1940 का 23) और उसके अधीन बनाए गए जनयमों के उपबंधों का प्रवतवन। (ii) वांछनीय: उपरोि (क) में जवजनर्िवष्ट सुसंगत िेत्रों में ििवन िास्ट् त्र में डॉक्टरेट वचस्ट्पजत । रटप् पण 1: प्रजतजनयुजि की अवजध (अल्पकाजलक संजविा सजहत), जिसके अंतगवत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से तुरंत पहले धाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (अल्पकाजलक संजविा सजहत) की अवजध है, साधारणतया पााँच वषव से अजधक नहीं होगी। रटप् पण 2: प्रजतजनयुजि (अल्पकाजलक संजविा सजहत) द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेिन प्राप्त होने की अंजतम तारीख तक 58 वषव से अजधक नहीं होगी। [भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 यदि जवभागीय प्रोन् नजत सजमजत है, तो उसकी संरचना (12) लागू नहीं होता। भती करने में दकन पररजस्ट्र्जतयों में संघ लोक सेवा आयोग से परामिव दकया िाएगा। (13) संघ लोक सेवा आयोग से परामिव करना आवश्यक है। [फा. सं. प्रिासन-12011(12)/3/2025-ईऑदफस] हषव मंगला, संयुक् त सजचव MINISTRY OF HEALTH AND FAMILY WELFARE NOTIFICATION New Delhi, the 20th April, 2026 G.S.R. 296(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Drugs Standard Control Organisation [Drugs Controller (India)] Recruitment Rules, 2011 in the Directorate General of Health Services, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Drugs Controller (India), in the Central Drugs Standard Control Organisation, Directorate General of Health Services under the Ministry of Health and Family Welfare, namely: - 1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Central Drugs Standard Control Organisation, Drugs Controller (India), Group ‘A’ Post, Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation (including short-term contract): Officers of the Central Government or State Government or Union territory Administration or autonomous body or statutory organisation or public sector undertakings or recognised University or recognised research institution,- (a) (i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with two years service rendered after appointment to the post on a regular basis in level – 13 A in the pay matrix (Rs. 131100- 216600) or equivalent in the parent cadre or department; or (iii) with three years service rendered after appointment to the post on a regular basis in level – 13 in the pay matrix (Rs.123100- 215900) or equivalent in the parent cadre or department; or (iv) with eight years service rendered after appointment to the post on a regular basis in level – 12 in the pay matrix (Rs. 78800- 209200) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) Essential qualifications: (A) Master’s degree in Bio-Medical Engineering or Chemical Engineering or Bio-Technology or Mechanical Engineering or Electrical Engineering or Electronics Engineering or Instrumentation Engineering or Polymer Engineering or Computer Science Engineering or Medical Electronics Engineering or Pharmacy or Pharmaceutical [भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 Engineering or Pharmaceutical Sciences or Bio- Chemistry or Chemistry or Life Sciences or Medicine with specialisation in Clinical Pharmacology or Medicine with specialisation in Microbiology from a recognised University or institute; and (B) fifteen years experience in manufacturing or testing or regulation or clinical trials or clinical investigations either in drugs or medical devices or enforcement of the provisions of the Drugs and Cosmetics Act, 1940 (23 of 1940) and rules made thereunder. (ii) Desirable: Doctor of Philosophy in relevant fields as specified in (A) above. Note 1: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note 2: The maximum age-limit for appointment by deputation (including short- term contract) shall be not exceeding fifty- eight years as on the closing date of receipt of applications.
