सा.का.जन. 471(अ).— िहां दक चीन िनिािी गणराज्य (एतजममन पश्चात जिसे जिषयगत िेि से संिर्भित दकया
गया है) में मूलत: उत् पादित या िहां से जनयािजतत और भारत में आयाजतत “हाइड्रोफ्लोरोकाजिन (एचएफसी) ि लेंड्स, 407
और 410 से जभन्न सभी ि लेंड्स को छोड़कर” (एतजममन पश्चात जिसे जिषयगत िस्ट्तु से संिर्भित दकया गया है), िो दक सीमा
िुल्क टैररफ अजधजनयम, 1975 (1975 का 51) (एतजममन पश्चात जिसे उक्त सीमा िुल्क टैररफ अजधजनयम से संिर्भित दकया
गया है) की प्रथम अनुसूची टैररफ आइटम 3824 78 00 के अंतगित आता है, के मामले में जिजनर्ििष्ट प्राजधकारी अपने
अजधसूचना संख्या 6/34/2020-डीिीटीआर, दिनांक 27 जसतंिर, 2021, को भारत के रािपत्र, असाधारण, के भाग ।,
खंड 1 में प्रकाजित दकया गया था, के तहत अपने अंजतम जनष्कषों में इस जनणिय पर पहुँचे हैं दक -

जिषयगत िेि से जिषयगत िस्ट् तु का भारत को दकया गया आयात इसके सामान् य मूल् य से िहत कम मूल् य पर दकया
गया था, जिसके कारण यहां इसकी भरमार हो गई;
(ii)
जिषयगत िेि से यहां जिचाराधीन उत्पाि की भरमार होने के कारण यहां के घरेलू उद्योग को सारिान क्षजत हई है;
(iii)
यह सारिान क्षजत जिषयगत िेि से जिषयगत िस्ट्तु के फालतू आयात के कारण हई है;
और उन् होंने घरेलू उद्योग को हई इस क्षजत को िूर करने के जलए जिषयगत िेि में मूलत: उत् पादित या िहां से
जनयािजतत तथा भारत में आयाजतत जिषयगत िस्ट् तु के आयात पर जनम चयात् मक प्रजतपाटन िुल् क लगाए िाने की जसफाररि
की थी;
और िहां दक, जनर्ििष्ट प्राजधकारी के पूिोक्त जनष्कषों के आधार पर, केंद्र सरकार ने जित्त मंत्रालय (रािस्ट्ि जिभाग)
की अजधसूचना सं. 76/2021-सीमािुल्क (एडीडी), दिनांक 22 दिसंिर, 2021, जिसे सा.का.जन. 876 (अ), दिनांक
22 दिसंिर, 2021 के तहत भारत के रािपत्र असाधारण, के भाग II, खण्ड-3, उप खण्ड (i) में प्रकाजित दकया गया था के
तहत संिद्ध िस्ट्तुओं पर प्रजतपाटन िुल्क लगाया था;
और िहां दक, िेडोंग डोंग्युए केजमकल कंपनी जलजमटेड ने अंजतम जनष्कषों में जनयाितक कंपनी का नाम "िेडोंग डोंग्युए
केजमकल कंपनी जलजमटेड" से "िेडोंग डोंग्युए रेदििरेंट्स कंपनी जलजमटेड" में ििलने के जलए जिजनर्ििष्ट प्राजधकारी से अनुरोध
दकया था जिसे अजधसूचना संख्या 6/34/2020-डीिीटीआर, दिनांक 27 जसतंिर, 2021 के तहत भारत के रािपत्र,
असाधारण, भाग I, खंड 1 में प्रकाजित दकया गया था;
और िहां दक, जिजनर्ििष्ट प्राजधकारी, संिोधन अजधसूचना संख्या 7/15/2024-डीिीटीआर, दिनांक 3 अप्रैल, 2025,
जिसे दिनांक 3 अप्रैल, 2025 को भारत के रािपत्र, असाधारण, भाग I, खंड 1 में प्रकाजित दकया गया था, के तहत इस
जनष्कषि पर पहंचे हैं दक यह अनुरोध केिल नाम पररितिन की श्रेणी में आता है और इससे व्यिसाय की मूल प्रकृजत में कोई
पररितिन नहीं हआ है और उन् होंने अपने अंजतम जनष् कषि 6/34/2020-डीिीटीआर, दिनांक 27 जसतंिर, 2021 में जसफाररि
की है दक जनयाितक का नाम " िेडोंग डोंग्युए केजमकल कंपनी जलजमटेड ", को संिोजधत करके " िेडोंग डोंग्युए रेदििरेंट्स
कंपनी जलजमटेड " कर दिया िाए;
अत:, अि, सीमा िुल् क टैररफ (पारटत िस्ट् तुओं की पहचान, उनका आंकलन और उन पर प्रजतपाटन िुल् क का संग्रहण
तथा क्षजत जनधािरण) जनयमािली, 1995 के जनयम 18 और 20 के साथ परित उक् त सीमा िुल् क टैररफ अजधजनयम की धारा
9क की उप धारा (1) और (5) के तहत प्रित् त िजक्तयों का प्रयोग करते हए केन् द्र सरकार, उक् त जिजनर्ििष् ट प्राजधकारी के
उपयुिक् त अंजतम जनष् कषों पर जिचार करने के पम चात, एतद्द्वारा, भारत सरकार, जित्त मंत्रालय (रािस्ट्ि जिभाग) की अजधसूचना
सं. 76/2021-सीमािुल्क (एडीडी), दिनांक 22 दिसंिर, 2021 जिसे सा.का.जन. 876 (अ), दिनांक 22 दिसंिर, 2021 के
तहत भारत के रािपत्र, असाधारण, के भाग II, खंड 3, उपखंड (i) में प्रकाजित दकया गया था, में आगे जनम्नजलजखत संिोधन
करती है, अथाितः-
उक्त अजधसूचना में, सारणी में, क्रमांक 3 के सामने, कॉलम (6) की प्रजिजष्ट में, " िेडोंग डोंग्युए केजमकल कंपनी
जलजमटेड " िब्िों के स्ट् थान पर, " िेडोंग डोंग्युए रेदििरेंट्स कंपनी जलजमटेड " िब्िों को प्रजतस्ट्थाजपत दकया िाएगा;

NOTIFICATION
New Delhi, the 15th July, 2025
No. 24/2025-Customs (ADD)
G.S.R. 471(E).— Whereas, in the matter of “Hydrofluorocarbon (HFC) Blends. All blends other than
407 and 410 are excluded” (hereinafter referred to as the subject goods), originating in, or exported from China PR
(hereinafter referred to as the subject country) falling under tariff item 3824 78 00 of the First Schedule to the Customs
Tariff Act, 1975 (51 of 1975) (hereinafter referred to as the Customs Tariff Act), and imported into India, the designated
authority in its final findings, issued vide Notification number 06/34/2020-DGTR, dated the 27th September, 2021,
published in the Gazette of India, Extraordinary, Part I, section 1, dated the 27th September, 2021,had come to the
conclusion that-
(i)
the product under consideration has been exported at a price below normal value, thus resulting in dumping;
(ii)
the domestic industry has suffered material injury;
(iii) there is causal link between dumping of product under consideration and injury to the domestic industry,
and had recommended imposition of definitive anti-dumping duty imports the subject goods, originating in, or exported
from the subject country and imported into India, in order to remove injury to the domestic industry;
And whereas, on the basis of the aforesaid final findings of the designated authority, the Central Government
had imposed the anti-dumping duty on the subject goods, vide notification of the Government of India in the Ministry
of Finance (Department of Revenue), No. 76/2021-Customs (ADD), dated the 22nd December, 2021, published in the
Gazette of India, Extraordinary, Part II, section 3, sub-section (i), vide number G.S.R. 876(E), dated the
22nd December, 2021;
And whereas, Shandong Dongyue Chemical Co. Ltd requested the designated authority for changing the name
of exporter company from “Shandong Dongyue Chemical Co. Ltd” to “Shandong Dongyue Refrigerants Co. Ltd” in its
final findings vide notification number 06/34/2020-DGTR, dated the 27th September, 2021, published in the Gazette of
India, Extraordinary, Part I, section 1, dated the 27th September, 2021;
And whereas, the designated authority, vide amendment notification number 7/15/2024-DGTR dated the 3rd
April,2025, published in the Gazette of India, Extraordinary, Part I, section 1, dated the 3rd April,2025, has come to the
conclusion that the request falls within the category of name change only and there is no change in the basic nature of
the business and recommended that the name of the exporter viz. “Shandong Dongyue Chemical Co. Ltd”, be amended
to “Shandong Dongyue Refrigerants Co. Ltd” in its final findings issued vide notification number 6/34/2020-DGTR,
dated the 27th September, 2021;
Now, therefore, in exercise of the powers conferred by sub-sections (1) and (5) of section 9A of the Customs
Tariff Act read with rules 18 and 20 of the Customs Tariff (Identification, Assessment and Collection of Anti-dumping
Duty on Dumped Articles and for Determination of Injury) Rules, 1995, the Central Government, after considering the
aforesaid amendments to the final findings of the designated authority, hereby makes the following amendments in the
notification of the Government of India, Ministry of Finance (Department of Revenue) No. 76/2021-Customs (ADD),
dated the 22nd December, 2021, published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (i), vide
number G.S.R. 876(E), dated the 22nd December, 2021, namely:-
In the said notification, in the Table, against serial number 3, in column (6), for the words “Shandong Dongyue
Chemical Co. Ltd”, the words “Shandong Dongyue Refrigerants Co. Ltd” shall be substituted.
