सा.का.नन. 871(अ).—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुकद्िारा प्रदत्त शक्तियों का
प्रयोग करिे हुए, िैज्ञातनक और औद्योगगक अनुसंधान विभाग में समूह 'क' पदकेललएभिी पद्धति और
सेिा शित कावितनयमनकरतेहुएतनम्नलिखिि तनयम बनािे हैं, अर्ाति:-
1. संक्षिप्त नाम और प्रारंभ.- (1)इनननयमोंकासंक्षिप्तनामिैज्ञातनक और औद्योगगक अनुसंधान विभाग,

2. पररभाषाएं.-इनननयमोंमें, जबतकसंिर्भसेअन्यथाअपेक्षितनहो,-
(क) "ननयंत्रण प्रागिकरण"सेर्ारतसरकारकािैज्ञातनक और औद्योगगक अनुसंधान विभागअलर्प्रेतहै;
(ख) “अनुसूची”सेइनननयमोंसेसंलग्नअनुसूिीअलर्प्रेतहै;
(ि) “स् कीम” सेकालमभकऔरप्रलशिणववर्ागद्वारासमय-समयपरयथासंशोचिततारीख13मािभ, 2024
के का.ज्ञा. सं. एबी-14017/41/2013-पीपी (आरआर) द्वारा जारी, पररशोचित लिीली पूरक स्कीम
(आरएफसीएस)अलर्प्रेतहै;
(घ) “िैज्ञाननक पद”सेस्कीममेंपररर्ावितपिअलर्प्रेतहै।

टिप्पण 1.-प्रत्येकश्रेणीमेंररक्क्तयांपोिकश्रेणीकेउनवैज्ञाननकोंसेपहलेर्रीजाएंगी, क्जन्हेंस्कीमकेअिीन
अगलीउच्ितरश्रेणीमेंप्रोन्ननतकेललएलसफाररशककयाजाएगा।यदिस्कीमकेअिीनअगलीश्रेणीमेंप्रोन्ननतपर
वविारहेतुलसफाररशककएगएवैज्ञाननकोंकीसंख्या, प्रोन्ननतश्रेणीमेंउपलब्िररक्क्तयोंकीसंख्यासेअचिकहै, तो
पिोंकीसंख्याउससीमातकप्रोन्ननतश्रेणीमेंस्वतःरूपसेइसशतभपरउन्नतहोजाएगी, ककसर्ीश्रेणणयोंकी
सक्म्मललतस्वीकृतसंख्यासमानरहे।टिप्पण 2.-नौकरीछोड़करिलेजानेकेकारणउत्पन्नहोनेवालीररक्क्तयां
संबंचितवैज्ञाननकयातकनीकीश्रेणीकेप्रवेशस्तरकीश्रेणीमेंसामान्यत:प्रत्यावनतभतहोजाएंगी।तथावप, कायाभत्मक
आवश्यकताओंकेआिारपरतथासिमप्राचिकारीकेअनुमोिनसे, इनमेंसेकुछररक्क्तयोंकोप्रवेशस्तरसेऊपर
केपिोंकेललए, ररक्क्तकेस्तरकेआिारपरतथासमग्रस्वीकृतसंख्याकेर्ीतरअलग-अलगअभ्यचथभयोंकीउच्ितर
अहभताओंऔरकौशलकेअनुरूप, इनभर्ती ननयमोंमेंववदहतर्तीपद्िनतद्वारार्राजासकताहै।
4.
प्रारम्भभक िठन.-इसअचिसूिनाकेजारीहोनेकीतारीखकोननयलमतआिारपरवैज्ञाननक‘बी’,वैज्ञाननक
‘सी’,वैज्ञाननक‘डी’,वैज्ञाननक‘ई’,वैज्ञाननक‘एफ’औरवैज्ञाननक‘जी’केपििारणकरनेवालेपििाररयोंकोइनननयमों

केउपबंिोंकेअनुसारननयुक्तककयागयामानाजाएगाऔरइनननयमोंकेशुरूहोनेसेठीकपहलेउक्तपिोंपरउनकी
ननरंतरसेवाकोप्रोन्ननत,पुक्ष्ट,ज्येष्ठताआदिकेललएअहभकसेवाकेप्रयोजनकेललएवविारककयाजाएगा।
5. भती की पद्िनत.-
(1)वैज्ञाननक‘बी’से‘जी’तककापिियनपिहोगा।
(2)वैज्ञाननक‘बी’केपिोंकोप्रोन्ननतसेर्रनेकेलसवायर्तीकेप्रयोजनकेललएपिसंघलोकसेवाआयोगके
अचिकारिेिसेबाहरहोंगें।
(3)वैज्ञाननक'बी' केपिोंकेललएर्तीअनुसूिीIमेंयथाववननदिभष्टसीिीर्तीयापिोन्ननतयाप्रनतननयुक्क्त(क्जसके
अंतगभतअल्पकाललकसंवविार्ीहै)द्वाराकीजाएगी।
(4) िैज्ञातनक 'बी', 'सी', 'डी' और 'एफ' के प्रत्येक पद या प्रत्येक मामिे के लिए भिी की विशेष पद्धति
समय-समय पर तनयंत्रण प्रागधकारी द्िारा िय की जाएगी।
(5) िैज्ञातनक 'सी', 'डी' और 'एफ' के पदों के लिए भिी स्कीमके अिीन प्रोन्ननत अथवाप्रोन्नयन द्िारा
अथवाअनुसूची II में यथातनर्दतष्ट्ट सीधी भिी या प्रतितनयुक्ति (क्जसकेअंतगभतअल्पकाललकसंवविार्ी
है) द्िारा की जाएगी और िैज्ञातनक 'ई' और 'जी' के पदों के लिए भिीस्कीमके अिीन तनयम 3 के दटप्पण1
और दटप्पण2मेंयथाववननदिभष्ट, प्रोन्ननतअथवाप्रोन्नयन द्िारा की जाएगी।
(6)प्रत्येकपिकेललएयावैज्ञाननक‘बी’से‘जी’केपिोंपरसीिीर्तीकेप्रत्येकमामलेमेंअननवायभशैिणणकअहभता
औरअनुर्वकीववशेिववियशाखाओंयािेिववलर्न्नववद्याशाखाओंकेवैज्ञाननकोंकीउपलब्िताऔरककसीववशेि
ववद्याशाखामेंवैज्ञाननकोंकीअनतररक्तअपेिाकोध्यानमेंरखतेहुएननयंिणप्राचिकारीद्वाराववननक्श्ितककया
जाएगाऔरववशेिववद्याशाखाकाियनइनननयमोंकीअनुसूची IV और अनुसूची V मेंउक्ल्लणखतववद्याशाखाओं
कीसूिीमेंसेककयाजाएगा।
6. प्रोन्ननत या उन्नयन.-(1)वैज्ञाननक'सी' सेवैज्ञाननक'जी'तककीश्रेणीमेंवैज्ञाननकोंकीप्रोन्ननतयाउन्नयन
स्कीमकेअिीनयथाववननदिभष्टककयाजाएगा।
(2) वैज्ञाननक'सी' सेवैज्ञाननक'जी' तककीश्रेणीमेंवैज्ञाननकोंकीप्रोन्ननतयाउन्नयननीिेउपिलशभतन्यूनतम
कायभकालऔरस्कीममेंववननदिभष्टअन्यउपबंिोंकेअनुपालनकेअनुसारहोगा।

(3)स्कीमकेअिीन,मूल्यांकनकेिोस्तरअथाभत्,स्तर-1छानबीन(आंतररकछानबीनसलमनत)औरस्तर-2छानबीन
(ननिाभरणबोडभयाववर्ागीयसमकिसमीिासलमनत), होंगेजैसाककअनुसूिी3मेंववननदिभष्टहै।
(4)ननिाभरणविभमेंिोबारककयाजाएगा।उनवैज्ञाननकोंकेमामलोंपरस्कीमकेअिीनननिाभरणकेललएवविार
ककयाजाएगाक्जन्होंनेननिाभरणकीअंनतमतारीखअथाभतयथाक्स्थनत1जनवरीया1जुलाई, कीक्स्थनतकेअनुसार
न्यूनतमकायभकालअवचिपूरीकरलीहैयापूरीकरलेंगे, औरक्जन्होंनेननिाभरणकीअंनतमतारीखसेपहलेकीअवचि
केललएन्यूनतमकायभकालकेविोंकीसंख्याकेबराबरयाउससेअचिकसंख्यामेंवाविभकगोपनीयररपोटभयावाविभक
प्रिशभनअंकनररपोटभकीसंख्याअक्जभतकीहैयाअक्जभतकरेंगे,
(5)जोवैज्ञाननकस्तर-Iछानबीन यास्तर-2छानबीनमेंअहभताप्राप्तनहींकरेंगे, उनकापुनःननिाभरणकेवलएक
विभकेपश्िात्ककयाजाएगाजबवेकमसेकमएकऔरवाविभकप्रिशभनअंकनररपोटभऔरवाविभककायभररपोटभअक्जभत
करेंगे।इसतरहकेपुनननिाभरणकेललएकफरसेस्तर-1 औरस्तर-2 छानबीनकीजाएगीऔरयहउसिरणसेशुरू
नहींहोगीक्जससेवैज्ञाननकअहभताप्राप्तकरनेमेंववफलरहे।
(6)अगलीश्रेणीमेंप्रोन्ननतयाउन्नयनकेललएस्कीमकेअिीनननिाभरणप्रकक्रयाकेवलतीनबारसंिाललतकी
जाएगी, और उसके पश्िात्, वैज्ञाननक केन्रीय सरकार के लसववल कमभिाररयों के ललए यथा अनुमोदित संशोचित
सुननक्श्ितकैररयरप्रोन्नयन मागभिशभनलसद्िांतकेअिीनसमाववष्टहोंगे।क्जसवैज्ञाननककोसंशोचितसुननक्श्ित
कैररयरप्रोन्नयनकेअिीनकोईश्रेणीिीगईहै, उसपरअगलीश्रेणीकेललएवविारककयाजासकताहैजैसाकक
स्कीममेंउपबंचितहै।
(7)प्रबंिनयाप्रशासननककायभकररहेवैज्ञाननकोंयातकनीकीववशेिज्ञोंकीसेवाअवचिपरवविारस्कीमकेअिीन
प्रोन्ननतयाउन्नयनहेतुनहींककयाजाएगा।इसकेअनतररक्त,अनन्यरूपसेप्रबंिनयाप्रशासननककायभकररहे
वैज्ञाननकोंयातकनीकीववशेिज्ञोंपरस्कीमकेअिीनप्रोन्ननतयाउन्नयनकेललएवविारनहीककयाजाएगाऔरउन्हें
संशोचितसुननक्श्ितकैररयरप्रोन्नयनकेअिीनउन्नयनद्वाराकेवललार्दियाजाएगा।
(8)स्कीमकेअिीनअगलीउच्ितरश्रेणीमेंप्रोन्ननतयाउन्नयनकेललएलसफाररशककएगएवैज्ञाननकोंकीप्रोन्ननत
याउन्नयनकीतारीखवहहोगीक्जसतारीखकोसिमप्राचिकारीनेप्रोन्ननतयाउन्नयनकोअनुमोदितककयाथा।
अवकाशकालीनअचिकारीयासंगठनसेबाहरप्रनतननयुक्क्तपरकेअचिकारीकोकेवलउसतारीखसेप्रोन्ननतया
उन्नयनदियाजासकताहैक्जसतारीखसेवेपुनःकायभग्रहणकरतेहैंयामूलकॉडरमेंलौटतेहैं।
(9)कोईर्ूतकालीनप्रोन्ननतयाउन्नयननहींहोगा।
(10)अनुसंिानऔरववकासमेंिेिअनुर्वयावैज्ञाननकपररयोजनाओंकेकायाभन्वयनमेंअनुर्व,वैज्ञाननक'एफ' के
पिपरप्रोन्ननतयाउन्नयनकेललएकमसेकमिोविभकाअनुर्वऔरवैज्ञाननक'जी' केपिपरप्रोन्ननतया
उन्नयनकेललएपांिविभकाअनुर्व,अननवायभहोगा।
(11)अवकाशकीअवचि, प्रनतननयुक्क्तयावविेशसेवाआदिपरव्यतीतअवचिकोन्यूनतमकायभकालकीगणनाके
ललएवविारककयाजाएगाजैसाककस्कीममेंववननदिभष्टहै।
(12)इनननयमोंमेंअनुक्ल्लणखतकोईर्ीबातस्कीमकेउपबंिोंद्वाराशालसतहोगी।
7. िावषिक प्रदर्िन और अंकन ररपोिि एिं िावषिक कायि ररपोिि.-वैज्ञाननकोंकोस्कीममेंउपबंचितरूपवविानमेंवाविभक
कायभररपोटभऔरवाविभकप्रिशभनअंकनररपोटभवाविभकआिारपरअननवायभरूपसेर्रनीहोगी।

8. पररिीिा.- (1)वैज्ञाननक-बीश्रेणीमेंसीिीर्तीद्वारायासमूह‘बी’वेतनमानसेप्रोन्ननतद्वाराननयुक्तवैज्ञाननकों
की,पररवीिा-अवचििोविभकीहोगीऔरसीिीर्तीद्वारावैज्ञाननक'सी' श्रेणीमेंननयुक्तवैज्ञाननकोंकेललएपररवीिा
अवचििोविभहोगीऔरसीिीर्तीद्वारावैज्ञाननक'डी' और‘एफ’कीश्रेणीमेंननयुक्तवैज्ञाननकोंकेललएएक
विभहोगी:
परंतुकाडरननयंिणप्राचिकारी,पररवीिाकीअवचिकोकेन्रीयसरकारद्वाराइसबाबतसमय-समयपरजारी
ककएगएअनुिेशोंकेअनुसारबढासकेगा:
परंतुयहऔरककपररवीिाअवचिकोबढाएजानेकेललएकोईर्ीववननश्ियपूवभपररवीिाअवचिकेअवसान
केपश्िात्आठसप्ताहकेर्ीतरसामान्यत:ककयाजाएगाऔरउसेसंबंचितअचिकारीकोउक्तअवचिकेर्ीतरऐसा
ककएजानेकेकारणोंसदहतललणखतमेंसंसूचितककयाजाएगा।
(2)पररवीिाअवचियाउसकेबढाएजानेकीअवचिकेपूराहोनेपरयदिवैज्ञाननककोस्थायीननयुक्क्तकेउपयुक्त
समझा गया तो उसे उसकी ननयुक्क्त में ननयलमत आिार पर प्रनतिाररत ककया जाएगा और उसकी पुक्ष्ट उपलब्ि
अचिष्ठायीररक्क्तपरकीजाएगी।
(3)यदि, पररवीिाअवचियाउसकेबढाएजानेकीअवचिकेिौरान,यथाक्स्थनत,केन्रीयसरकारकीयहरायहैकक
कोईवैज्ञाननकस्थायीननयुक्क्तकेललएउपयुक्तनहींहैतोकेन्रीयसरकारउसवैज्ञाननकको, यथाक्स्थनत,सेवामुक्त
यासेवामेंउसकीननयुक्क्तसेपहलेउसकेद्वारािाररतपिपरप्रत्यावनतभतकरसकेगी।
(4)पररवीिाअवचियाउसकेबढाएजानेकीअवचिकेिौरान,सरकारवैज्ञाननकसेऐसेप्रलशिणऔरअनुिेश
पाठ्यक्रमकरानेऔरसरकारकोउचितप्रतीतहोरहीपरीिाऔरपरीिण(दहन्िीमेंपरीिासदहत)मेंउत्तीणभहोनेकी
अपेिापररवीिाकेसंतोिप्रिसमापनकीशतभकेरूपमेंकरेगी।
(5)पररवीिासेसंबंचितअन्यमामलोंकीबाबतसेवारतसिस्यकेन्रीयसरकारद्वाराइसननलमतसमय-समयपर
जारीअनुिेशोंद्वाराशालसतहोगा।
9. पुम्टि.- सीिीर्तीकेमाध्यमसेननयुक्तवैज्ञाननकपिोंकीपुक्ष्टववर्ागीयपुक्ष्टसलमनतकीलसफाररशोंपरकी
जाएगी,क्जसकीसंरिनामेंननम्नललणखतहोंगे:
िैज्ञाननक ‘बी’, ‘सी’, ‘डी’, और ‘एफ’ के ललए:
(1)
सचिव, वैज्ञाननकऔरऔद्योगगक अनुसंधान विभाग
-
अध्यि;
(2)
संयुक्त सचिव (प्रशासन)

सिस्य;
(3)
उस प्रर्ाग का प्रमुख क्जसमें संबंचित वैज्ञाननक कायभ कर रहा है या
कायभरत रह िुका है

10. ननरर्िता.- वहव्यक्क्त,
(क)क्जसनेऐसेव्यक्क्तसेक्जसकापनतयाक्जसकीपत्नीजीववतहैवववाहककयाहैयावववाहकीसंवविाकीहै; या
(ख)क्जसनेअपनेपनतयाअपनीपत्नीकेजीववतरहतेहुएककसीऐसेव्यक्क्तसेवववाहककयाहैयावववाहकीसंवविा
कीहै,

उति ककसी भीपिपरननयुक्क्तकापािनहींहोगा:
परंतुककयदिकेन्रीयसरकारकायहसमािानहोजाताहैककऐसावववाहऐसेव्यक्क्तऔरवववाहकेअन्य
पिकारपरलागूस्वीयववचिकेअिीनअनुज्ञेयहैऔरऐसाकरनेकेललएअन्यआिारहैंतोवहककसीव्यक्क्तको
इसननयमकेप्रवतभनसेछूटिेसकेगी।
11. लर्गिल करने की र्म्तत.- जहांकेन्रीयसरकारकेमतकेअनुसारऐसाककयाजानाआवश्यकयासमीिीनहै,
वहांवहउसकेललएजोकारणहैंउन्हेंलेखबद्िकरकेऔर कालमभकऔरप्रलशिणववर्ागऔरसंघलोकसेवाआयोग
सेपरामशभकरके,इनननयमोंकेककसीउपबंिकोककसीवगभयाप्रवगभकेव्यक्क्तयोंकीबाबत, आिेशद्वारालशचथल
करसकेगी।
12. व् यािृवि.- इनननयमोंकीकोईबात, ऐसेआरिण,आयु-सीमामेंछूटऔरअन्यररयायतोंपरप्रर्ावनहींडालेगी,
क्जनकाकेन्रीयसरकारद्वाराइससंबंिमेंसमय-समयपरननकालेगएआिेशोंकेअनुसार, अनुसूचितजानतयों,
अनुसूचितजनजानतयों,अन्यवपछड़ेवगों,भूिपूित सैतनकों औरअन्यववशेिप्रवगभकेव्यक्क्तयोंकेललएउपबंिककया
जानाअपेक्षितहै।

क. सीिी भती:
(1) सीिी भती के ललए अपेक्षित र्ैक्षिक और अन् य अर्िताएं:-
(क) अननिायि:
ककसीमान्यताप्राप्तववश्वववद्यालययासंस्थानसेर्ौनतकयारसायनयाजीवयापृथ्वी-वायुमंडल
यापयाभवरणयागणणतीययाअलर्कलनऔरसूिनायाकृविववज्ञानयाअनुसूिीIVमेंयथाववननदिभष्ट
समतुल्यमास्टरडडग्री;
या
ककसीमान्यताप्राप्तववश्वववद्यालययासंस्थानसेइंजीननयरीयाप्रौद्योचगकीयाजैवप्रौद्योचगकीया
चिककत्साशास्ियापशुचिककत्साववज्ञानयार्ेिजववज्ञान(न्यूनतम4 विभकाडडग्रीपाठ्यक्रम)या
अनुसूिीV मेंयथाववननदिभष्टसमतुल्यबैिलरडडग्री।

(ख) िांछनीय:
(i) ककसीमान्यताप्राप्तववश्वववद्यालययासंस्थानसेअनुसूिीIVमेंववननदिभष्टककसीर्ीववद्याशाखामें
डॉक्टरेटडडग्री;
या
ककसीमान्यताप्राप्तववश्वववद्यालययासंस्थानसेअनुसूिीVमेंयथाववननदिभष्टककसीर्ीववद्याशाखामें
मास्टरडडग्री।
(ii)उद्योगयाशैिणणकसंस्थायाववज्ञानएवंप्रौद्योचगकीसंगठनमेंअनुसंिानएवंववकासकाएकविीय
अनुर्व।
टिप् पण 1.- न्यूनतम अननवायभशैक्षिकअहभताएंअक्जभतकरनेपरव्यतीतअवचि अनुर्वमेंनहींजोड़ीजाएगी।
ककसीमान्यताप्राप्तववश्वववद्यालययासंस्थानसेडॉक्टरेटडडग्री(अननवायभयोग्यताकेिेिमें)प्राप्तकरने

NOTIFICATION
New Delhi, the 21st November, 2025
G.S.R. 871(E).—In exercise of the powers conferred by the proviso to article 309 of
the Constitution, the President hereby makes the following rules regulating the method of
recruitment and the conditions of service to the Group ‘A’ posts in the Department of Scientific
and Industrial Research, namely:-
1. Short title and commencement. - (1) These rules may be called the Department of
Scientific and Industrial Research Group ‘A’ Gazetted posts (non-ministerial, scientific and
technical) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions.- In these rules, unless the context otherwise requires, -
(a) “controlling authority” means the Government of India in the Department of Scientific
and Industrial Research;
(b) "Schedule" means a Schedule appended to these rules;
(c) “Scheme” means the Revised Flexible Complementing Scheme (RFCS) as issued by the
Department of Personnel and Training vide O.M. No. AB-14017/41/2013-PP(RR), dated the
13th March, 2024, as amended from time to time;
(d) “scientific post” means a post as defined in the Scheme.
3. Name of posts, classification, number of posts and level in pay matrix. –The name of
posts, their classification, number of posts and level in the pay matrix attached thereto shall be
as specified under:

Note 1.- The vacancies in each grade shall be first filled from the Scientists in the feeder grade
who are recommended for promotion to the next higher grade under the Scheme and if the
number of Scientists recommended for consideration of promotion to the next grade under the
Scheme are more than the number of vacancies available in the promotion grade, then to that
extent the number of posts be automatically upgraded to the promotion grade subject to the
condition that the combined sanctioned strength of all the grades shall remain the same.

Note 2.- The vacancies arising due to attrition shall normally revert to the entry level grade of
the respective Scientific or Technical category and, based on functional needs and with the
approval of competent authority, some of these vacancies may be filled by the method of
recruitment prescribed in these rules, for the posts above entry level, based on the level of the
vacancy and commensurate with the higher qualifications and skills of individual candidates
within the overall sanctioned strength.
4. Initial Constitution.- The incumbents holding the posts of Scientist ‘B’, Scientist ‘C’,
Scientist ‘D’, Scientist ‘E’, Scientist ‘F’ and Scientist ‘G’ on regular basis on the date of issue
of this notification shall deemed to have been appointed in accordance with provisions of these
rules and their continuous service in the said posts immediately before the commencement of
these rules shall be taken into account for the purpose of qualifying service for promotion,
confirmation, seniority, etc.
5. Method of recruitment. – (1) The posts of Scientist ‘B’ to ‘G’ shall be selection posts.
(2) The posts shall be exempted from the purview of the Union Public Service Commission for
the purpose of recruitment, except for filling the post of Scientist ‘B’ through promotion.
(3) The recruitment for the post of Scientist 'B' shall be made either by direct recruitment or
promotion or deputation (including short-term contract) as specified in Schedule I.
(4) Particular method of recruitment for each post or each case of Scientist ‘B’, ‘C’, ‘D’ and
‘F’ shall be decided by the controlling authority from time to time.
(5) The recruitment for the posts of Scientist ‘C’, ‘D’ and ‘F’ shall be made either by promotion
or upgradation under the Scheme or direct recruitment or deputation (including short-term
contract) as specified in Schedule ll and recruitment for the posts of Scientist ‘E’ and ‘G’ shall
be made by promotion or upgradation under the Scheme as specified in Note 1 and 2 of rule 3.
(6) Particular discipline or field of essential educational qualification and experience for each
post or in each case of direct recruitment to the posts of Scientist ‘B’ to ‘G’ shall be decided by
the controlling authority, keeping in view the availability of Scientists of different disciplines
and further requirement of Scientist in a particular discipline and the particular discipline shall
be chosen from a list of disciplines mentioned in Schedule IV and Schedule V of these rules.
6. Promotion or upgradation. – (1) The promotion or upgradation of Scientists to the grade
of Scientist ‘C’ upto Scientist ‘G’ shall be as prescribed under the Scheme.
(2) The promotion or upgradation of Scientists to the grade of Scientist ‘C’ upto Scientist ‘G’
shall be as per the minimum residency period indicated below and compliance with other
provisions prescribed in the Scheme.

(3) There shall be two level of assessment under the Scheme, namely, Level-1 Screening
(Internal Screening Committee) and Level-2 Screening (Assessment Board or Departmental
Peer Review Committee), as specified in Schedule III.
(4) The assessment shall be done twice in a year and cases of those Scientists who have
completed or will complete the minimum residency period as on the cut-off dates of assessment
viz., 1st January or 1st July, as the case may be, and have earned or will earn number of Annual
Confidential Reports or Annual Performance Appraisal Reports equal to or more than the
number of years of minimum residency period for the period preceding the cut off dates of
assessment, shall be considered for assessment under the Scheme.
(5) The Scientist who does not qualify either in Level-1 screening or Level-2 screening shall
be re-assessed only after one year when they earn at least one more Annual Performance
Appraisal Report and Annual Work Report and such re-assessment would again entail Level-1
and Level-2 Screening and not commence from the stage where the Scientist failed to qualify.
(6) The assessment process under the Scheme for promotion or upgradation to the next grade
shall be conducted only thrice, and thereafter, the Scientist would be covered under Modified
Assured Career Progression guidelines as approved for Central Government Civilian
Employees and the Scientist who has been granted any grade under Modified Assured Career
Progression can be considered for next grade as provided for in the Scheme.
(7) The period of service of Scientists or Technical Experts doing management or
administrative work shall not be counted for promotion or upgradation under the Scheme and,
Scientists or Technical Experts doing exclusively management or administrative work shall not
be considered for promotion or upgradation under the Scheme and they shall only be given
benefit of upgradation under Modified Assured Career Progression.
(8) The date of promotion or upgradation of Scientists recommended for promotion or
upgradation to the next higher grade under the Scheme shall be the date on which the competent
authority approved the promotion or upgradation and officers on leave or deputation outside
the organisation can be given promotion or upgradation only with effect from the date they
rejoin or return to the parent cadre.
(9) There shall be no retrospective promotion or upgradation.
(10) The field experience, in research and development or experience in implementation of
scientific projects, of at least two years for promotion or upgradation to Scientist ‘F’ and five
years for promotion or upgradation to Scientist ‘G’ shall be essential.
(11) The treatment of period of leave, period spent on deputation or foreign service etc.,
towards counting of minimum residency period shall be as prescribed in the Scheme.
(12) Anything not mentioned in the rules shall be governed by provisions of the Scheme.
7. Annual Performance Appraisal Reports and Annual Work Reports. – The Scientists
shall fill up the Annual Work Report and Annual Performance Appraisal Report, in the format
provided for in the Scheme, mandatorily on an annual basis.

8. Probation. – (1) The period of probation for Scientists appointed to the grade of Scientist
‘B’, either by direct recruitment or by promotion from Group ‘B’ Gazetted Post, shall be two
years and the period of probation shall be two years for Scientists appointed to the grade of
Scientist ‘C’ by direct recruitment and one year for Scientists appointed to the grade of Scientist
‘D’ and ‘F’ by direct recruitment:
Provided that the controlling authority may extend the period of probation in
accordance with the instructions issued by the Central Government from time to time in this
regard:
Provided further that any decision for extension of a probation period shall be taken
ordinarily within eight weeks after the expiry of the previous probationary period and
communicated in writing to the concerned officer together with the reasons for so doing within
the said period.
(2) On completion of the period of probation or any extension thereof, Scientists shall, if
considered fit for permanent appointment, be retained in their appointments on regular basis
and be confirmed against the available substantive vacancies.
(3) If, during the period of probation or any extension thereof, as the case may be, the Central
Government is of the opinion that a Scientist is not fit for permanent appointment, the Central
Government may discharge or revert the Scientist to the post held by him or her prior to his or
her appointment in the service, as the case may be.
(4) During the period of probation, or any extension thereof, Scientists may be required by the
Government to undergo such courses of training and instructions and to pass examinations and
tests (including examination in Hindi) as deems fit, as a condition to satisfactory completion
of the probation.
(5) As regards other matters relating to probation, the members of the service shall be governed
by the instructions issued by the Central Government in this regard from time to time.
9. Confirmation. – The confirmation of Scientist appointed through direct recruitment shall
be done by the controlling authority on the recommendations of Departmental Confirmation
Committee, the composition of which shall be as follows:-
For Scientists ‘B’, ‘C’, ‘D’ and ‘F’:

Head of Division in which Scientist concerned is

10. Disqualification. – No person,
(a) who has entered into, or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such a marriage is
permissible under the personal law applicable to such person and the other party to the marriage

and that there are other grounds for so doing, exempt any person from the operation of this
rule.
11. Power to relax.– Where the Central Government is of the opinion that it is necessary or
expedient so to do, it may, by order for reasons to be recorded in writing and in consultation
with the Department of Personnel and Training and Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
12. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other
concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other
Backward Classes, Ex-servicemen and other special categories of persons in accordance with
the orders issued by the Central Government from time to time in this regard.
SCHEDULE I

Recruitment for the post of Scientist ‘B’
A. Direct Recruitment:
(1) Educational and other qualifications required for direct recruits:-
(a) Essential:
Master's degree in Physical or Chemical or Biological or Earth-atmospheric or
Environmental or Mathematical or Computational and Information or Agricultural
Sciences or equivalent as specified in Schedule IV from a recognised university or
institute;
or
Bachelor's degree in Engineering or Technology or Bio-Technology or Medicine or
Veterinary Sciences or Pharmaceutical Sciences (minimum four years degree course) or
equivalent as specified in Schedule V from a recognised university or institute.
(b) Desirable:
(i) Doctorate degree from a recognised university or institute in any of the disciplines
specified in Schedule IV;
or
Master’s degree from a recognised university or institute in any of the disciplines
specified in Schedule V; and
(ii) One year experience in research and development in industry or academic institutions
or science and technology organisations.
Note 1. - The period spent on obtaining minimum essential educational qualification
shall not count towards experience and the period spent on obtaining doctorate degree
(in the field of essential qualification) from a recognised university or institute, as
evidenced by certification by such university or institute, subject to completion of the
doctorate degree and subject to a maximum of two years shall count towards
experience.
Note 2. - The period spent on pursuing doctorate degree shall not count towards
experience for any purpose, if the doctorate degree has not been awarded and in cases

of full-time employment (regular or contractual) of more than two years during the
same period as the period spent on obtaining doctorate degree (degree awarded),
experience shall be counted only for the employment period and not for the doctorate
degree.
(2) Age-limit for direct recruits.- The upper age-limit for direct recruitment shall not exceed
thirty-five years.
(Relaxable for Government servants up to five years in accordance with the instructions or
orders issued by the Central Government.)
Note.- The crucial date for determining the age-limit shall be the closing date for receipt
of application and not the closing date prescribed for the candidates in remote areas i.e.
Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim,
Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal
Pradesh, Union territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep.
B. Promotion.- In case of recruitment by promotion, grades from which the promotion to be
made:
Junior Analyst (Technical) in the level-7 (Rs. 44900- 142400) with five years' regular service
in the parent cadre or department.
Note 1. – The eligibility service shall continue to be three years in respect of existing
Junior Analyst holding the post on regular basis as on the date of notification of these
rules.
Note 2. – Where juniors who have completed their qualifying or eligibility service are
being considered for promotion their seniors would also be considered provided they
are not short of the requisite qualifying or eligibility service by more than half of such
qualifying or eligibility service or two years, whichever is less, and have successfully
completed probation period for promotion to the next higher grade along with their
junior who have already completed such qualifying or eligibility service.
C. Deputation (including short-term contract).- In case of recruitment by deputation
(including short-term contract), grades from which the deputation (including short-term
contract) to be made, shall be the Scientists or Technologists working in the Central
Government or State Governments or Union territories or universities or recognised research
institutions or statutory or autonomous organisations in India or abroad,-
(a) (i) holding analogous post on a regular basis in the parent cadre or department; or
(ii) with two years’ service in the grade rendered after appointment thereto on regular basis
in level-9 (Rs. 53100- 167800) or equivalent; or
(iii) with four years’ service in the grade rendered after appointment thereto on regular basis
in level-8 (Rs. 47600- 151100) or equivalent; and
(b) possessing the qualifications and experience prescribed for direct recruits in paragraph 1(a)
above.
Note 1.- The period of deputation (including short-term contract), including the
period of deputation (including short-term contract) in another ex-cadre post held

immediately preceding this appointment in same or some other organisation or
department of the Central Government shall not ordinarily exceed three years.
Note 2.- The departmental officers in the feeder category, who are in the direct line
of promotion, shall not be eligible for consideration for appointment on deputation
(including short-term contract) except for the ex-cadre post for which they are not the
feeder grade officers and similarly, deputationist (including those appointed on short-
term contract) shall not be eligible for consideration for promotions.
Note 3.- The maximum age-limit for appointment by deputation (including short-
term contract) shall not exceed fifty-six years as on the closing date of receipt of
application for the candidates in non-remote areas of India.
I. Screening and selection process.- For deputation (including short-term contract), the
screening and selection process shall be as prescribed by the Central Government and for direct
recruitment, if considered necessary, the screening process shall include written test, to be
conducted by the Central Government directly or through any agency or organisation having
experience and expertise in the area.
II. The Departmental Promotion Committee (for consideration of promotion) consisting of:-
(1) Chairman or Member, Union Public Service Commission

(2) Joint Secretary (Administration), Department of Scientific and
Industrial Research

Service Commission is necessary for recruitment by promotion.

Recruitment for the posts of Scientist ‘C’ to Scientist ‘F’
I. Recruitment for the post of Scientist ‘C’:
(A) Direct Recruitment:-
(1) Educational and other qualifications required for direct recruits:–
(a) Essential:

Master's degree in Physical or Chemical or Biological or Earth-atmospheric or
Environmental or Mathematical or Computational and Information or Agricultural
Sciences or equivalent as specified in Schedule IV from a recognised university or

institutions or science and technology organisation.
(b) Desirable:
Doctorate degree from a recognised university or institute in any of the disciplines
specified in Schedule IV;
or
Master's degree from a recognised university or institute in any of the disciplines
specified in Schedule V.
Note 1.- The period spent on obtaining minimum essential educational qualification shall not
count towards experience and the period spent on obtaining doctorate degree (in the field of
essential qualification) from a recognised university or institute, as evidenced by certification
by such university or institute, subject to completion of the doctorate degree and subject to a
maximum of two years shall count towards experience.
Note 2.- The period spent on pursuing doctorate degree shall not count towards experience for
any purpose, if the doctorate degree has not been awarded and in cases of full-time employment
(regular or contractual) of more than two years during the same period as the period spent on
obtaining doctorate degree (degree awarded), experience shall be counted only for the
employment period and not for the doctorate degree.

Governments, Union territories, statutory or autonomous organisations, universities or
recognised research institutions in India or abroad,-
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with three years’ service in the grade rendered after appointment thereto on regular basis
in level-10 (Rs. 56,100-1,77,500) or equivalent in the parent cadre or department; and
(b) possessing the qualifications and experience prescribed for direct recruits under paragraph
I(A)(1)(a) above.

Note 1.- The period of deputation (including short-term contract), including the
period of deputation (including short-term contract) in another ex-cadre post held
immediately preceding this appointment in same or some other organisations or
department of the Central Government shall not ordinarily exceed four years.
Note 2.- The departmental candidates in the feeder category, who are in the direct
line of promotion or upgradation under the Scheme, shall not be eligible for
consideration for appointment on deputation (including short-term contract) except
for the ex-cadre post for which they are not the feeder grade officers and similarly,
deputationist (including those appointed on short-term contract) shall not be eligible
for consideration for promotions or upgradation under the Scheme.
Note 3.- The maximum age-limit for appointment by deputation (including short-
term contract) shall not exceed fifty-six years as on the closing date of receipt of
application for the candidates in non-remote areas of India.
II. Recruitment for the post of Scientist ‘D’:
(A) Direct Recruitment:
(1) Educational and other qualifications required for direct recruits:–
(a) Essential:
(i) Master's degree in Physical or Chemical or Biological or Earth-atmospheric or
Environmental or Mathematical or Computational and Information or Agricultural
Sciences or equivalent as specified in Schedule IV from a recognised university or
institute;
or
Bachelor's degree in Engineering or Technology or Bio-Technology or Medicine or
Veterinary Sciences or Pharmaceutical Sciences (minimum four years degree course)
or equivalent as specified in Schedule V from a recognised university or institute;
(ii) Eight years’ experience in research and development in industry or academic
institutions or science and technology organisation.
(b) Desirable:
Doctorate degree from a recognised university or institute in any of the disciplines
specified in Schedule IV;
or
Master's degree from a recognised university or institute in any of the disciplines
specified in Schedule V.
Note 1.- The period spent on obtaining minimum essential educational qualification
shall not count towards experience and period spent on obtaining doctorate degree (in
the field of essential qualification) from a recognised university or institute, as
evidenced by certification by such university or institute, subject to completion of the

level-11 (Rs. 67,700-2,08,700) or equivalent in the parent cadre or department; and
(b) possessing the educational qualifications and experience prescribed for direct recruits under
paragraph II(A)(1)(a) above.
Note 1.- The period of deputation (including short-term contract), including the
period of deputation (including short-term contract) in another ex-cadre post held
immediately preceding this appointment in same or some other organisations or
department of the Central Government shall not ordinarily exceed four years.
Note 2.- The departmental candidates in the feeder category, who are in the direct
line of promotion or upgradation under the Scheme, shall not be eligible for

Note 3.- The maximum age-limit for appointment by deputation (including short-
term contract) shall not exceed fifty-six years as on the closing date of receipt of
application for the candidates in non-remote areas of India.
III. Recruitment for the post of Scientist ‘F’:
(A) Direct Recruitment:
(1) Educational and other qualifications required for direct recruits:–
(a) Essential:
(i) Doctorate degree from a recognised university or institute in any of the disciplines
specified in Schedule IV.

or
Master’s degree from a recognised university or institute in any of the disciplines
specified in Schedule V.
(ii) Sixteen years’ experience in research and development in industry or academic
institutions or science and technology organisation.
(b) Desirable:
Post Doctorate degree from a recognised university or institute in any of the disciplines
specified in Schedule IV.
or
Doctorate degree from a recognised university or institute in any of the disciplines
specified in Schedule V.
Note 1.- The period spent on obtaining minimum essential educational qualification
shall not count towards experience and only in cases where Master’s degree is the
minimum essential educational qualification and the period spent on obtaining
doctorate degree (in the field of essential qualification) from a recognised university or
institute, as evidenced by certification by such university or institute, subject to
completion of the doctorate degree and subject to a maximum of two years shall count
towards experience.
Note 2.- The period spent on pursuing doctorate degree shall not count towards
experience for any purpose, if the doctorate degree has not been awarded and in cases
of full-time employment (regular or contractual) of more than two years during the
same period as the period spent on obtaining doctorate degree (degree awarded),
experience shall be counted only for the employment period and not for the doctorate
degree.
(2) Age-limit for direct recruits.- The upper age limit for direct recruitment shall not exceed
fifty years.
(Relaxable for Government servants upto five years in accordance with the instructions or
orders issued by the Central Government.)
Note.- The crucial date for determining the age-limit shall be the closing date for receipt of
application and not the closing date prescribed for the candidates in remote areas i.e. Assam,
Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and
Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Union
territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep.
(B) Deputation (including short-term contract).- In case of recruitment by deputation
(including short-term contract), grades from which deputation (including short-term contract)
to be made, shall be the Scientists or Technologists working in the Central Government or State
Governments or Union territories or universities or recognised research institutions or statutory
or autonomous organisations in India or abroad,-
(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with five years' service in the grade rendered after appointment thereto on
regular basis in level-13, (Rs. 1,23,100-2,15,900) or equivalent in the parent cadre
or department; or
(b) possessing the educational qualifications and experience prescribed for direct
recruits under paragraph III(A)(1)(a) above.
Note 1.- The period of deputation (including short-term contract), including the
period of deputation (including short-term contract) in another ex-cadre post held
immediately preceding this appointment in same or some other organisations or
department of the Central Government shall not ordinarily exceed five years.
Note 2.- The departmental candidates in the feeder category, who are in the direct
line of promotion or upgradation under the Scheme, shall not be eligible for
consideration for appointment on deputation (including short-term contract) except
for the ex-cadre post for which they are not the feeder grade officers and similarly,
deputationist (including those appointed on short-term contract) shall not be eligible
for consideration for promotions or upgradations under the Scheme.
Note 3.- The maximum age-limit for appointment by deputation (including short-

Assessment process under the Scheme
1. Level-1 Screening:
1.1 Composition of Internal Screening Committee shall be as under:
(1)
A Senior Scientist from Department of Scientific and Industrial
Research or from any Scientific Department or Scientific
organisation under Government of India.

Chairperson;
(2)
Two Scientists from Department of Scientific and Industrial
Research or from any Scientific Department or Scientific
organisation under Government of India.

Members;
(3)
A Scientist from Department of Atomic Energy, Space or
Defence Research and Development Organisation.

Note 1.- Chairperson and Members at serial number (1) to (3) above shall be as nominated
by the Secretary, Department of Scientific and Industrial Research.
Note 2.- Generally, the Chairperson would be at least two levels above the post to which
the promotion or upgradation is to be done and members at serial number (2) and (3)
above would be at least one level above the post to which the promotion or upgradation is to
be done.
Note 3.- Absence of any member from the proceedings of Internal Screening Committee
shall not invalidate the recommendations of the Committee.

Note 4.- The quorum for any meeting of Internal Screening Committee shall be three,
including the Chairperson.
Note 5.- The recommendations of Internal Screening Committee shall be subject to acceptance
of the Secretary, Department of Scientific and Industrial Research.
2. Level-2 Screening:
2.1 Composition of Assessment Board (for consideration of promotion or upgradation
under the Scheme to the post of Scientist ‘C’ up to Scientist ‘E’ otherwise than under
Exceptionally Meritorious Category):

An eminent Scientist of repute from outside Department of
Scientific and Industrial Research (whether in service or
