भाित के िाजपत्र असािािण भार्- 2, खंड 3, उपखंड (i) तािीख 25 फिविी, 2025 में भाित सिकाि के पत्तन, पोत परिवहन
औि जलमार्ग मंत्रालय की अधिसूचना सा.का.धन. सं. 147(अ) तािीख 25 फिविी, 2025 द्वािा प्रकाधशत दकए र्ए थे, धजसमें
उन सभी व्यधियों से, धजनकी इनसे प्रभाधवत होने की संभावना थी, उस तािीख से, धजसको उि अधिसूचना को अंतर्वगष्ट
किने वाली िाजपत्र की प्रधतयां जनसािािण को उपलब्ि किा िी र्ई थीं, तीस दिन की अवधि की समाधि से पूवग आिेप औि
सुझाव आमंधत्रत दकए र्ए थे ;
औि, उि िाजपत्र अधिसूचना की प्रधतयां जनसािािण को 25 फिविी, 2025 को उपलब्ि किा िी र्ई थीं ;
औि, उि प्रारुप धनयमों के संबंि में जनसािािण से प्राि आिेपों औि सुझावों पि केंद्रीय सिकाि द्वािा धवचाि

अत:, अब, केंद्रीय सिकाि, अन्तिेशीय जलयान अधिधनयम, 2021 (2021 का 24) की िािा 106 की उपिािा (2) के खंड
(ङ) औि खंड (च) के साथ परित िािा 7 की उपिािा (1) औि िािा 8 की उपिािा (1) द्वािा प्रित्त शधियों का प्रयोर् किते
हुए, अन्तिेशीय जलयान (परिकल्पना औि संधनमागण) धनयम, 2024 का संशोिन किने के धलए धनम्नधलधखत धनयम बनाती
है, अथागत् :-
1. संधिि नाम औि प्रािंभ - (1) इन धनयमों का संधिि नाम अन्तिेशीय जलयान (परिकल्पना औि संधनमागण प्रथम) संशोिन
धनयम, 2025 है ।
(2) ये िाजपत्र में उनके प्रकाशन की तािीख को प्रवृत्त होंर्े ।
2. अन्तिेशीय जलयान (परिकल्पना औि संधनमागण) धनयम, 2024 (धजन्हें इसमें इसके पश्चात् उि धनयम कहा र्या है) के
उपधनयम (1) में,--
(i) खंड (क) के पश्चात् धनम्नधलधखत खंड अंत:स्थाधपत दकया जाएर्ा, अथागत् :--
‘(कक) “अनुमोदित सामग्री” से वर्ीकिण सोसाइटी (जो अंतिागष्ट्रीय वर्ीकिण सोसाइटी संर्म की सिस्य है) द्वािा अनुमोदित,
या अंतिागष्ट्रीय मानक संर्िन अथवा भाितीय मानक ब्यूिो द्वािा धवधनर्िगष्ट मानकों का अनुपालन किने वाली सामग्री अधभप्रेत
है ;’;
(ii) खंड (र्) में, “िािा 3 के खंड (20)”, शब्िों, अंकों औि कोष्ठकों के स्थान पि, “िािा 3 का खंड (यण)” शब्ि, अंक, कोष्ठक
औि अिि िखे जाएंर्े ;
(iii) खंड (ज) के स्थान पि धनम्नधलधखत खंड िखा जाएर्ा, अथागत् :--
‘(ज) “सकल टन भाि” से 24 मीटि लंबाई के जलयान औि उससे अधिक के जलयान के धलए अंतिागष्ट्रीय टन भाि अधभसमय,
1969 के अनुसाि परिकधलत सकल टन भाि औि 24 मीटि लंबाई से कम के जलयान के धलए वाधणज्य पोत परिवहन (पोतों
का टन भाि मापन) धनयम, 1987 के अनुसाि परिकधलत सकल टन भाि अधभप्रेत है ;’;
(iv) खंड (ड) को खंड (डक) के रूप में पुन:संखयांदकत दकया जाएर्ा औि इस प्रकाि पुन:संखयांदकत खंड (डक) के पहले
धनम्नधलधखत खंड अंत:स्थाधपत दकया जाएर्ा, अथागत् :--
‘(ड) “मशीनिी स्थानों” से मुखय औि सहायक नोिन मशीनिी, धजनके अंतर्गत बायलि, तेल ईंिन इकाईयां, वाष्प औि आंतरिक
िहन इंजन, जनिेटि औि बडी इलैक्ट्रीकल मशीनिी, वातायन औि एयिकंडीशननंर् मशीनिी सधहत अंतर्वगष्ट किने वाले स्थान,
औि ऐसे स्थानों के रंक सधहत समान स्थानों की जलिोिी सीमाओं के बीच स्थान अधभप्रेत हैं ;’;
(v) खंड (ि) के पश्चात् धनम्नधलधखत खंड अंत:स्थाधपत दकया जाएर्ा, अथागत् :--
‘(िक) “वर्ीकिण सोसाइटी की अपेिाओं” से दकसी वर्ीकिण सोसाइटी (जो अंतिागष्ट्रीय वर्ीकिण सोसाइटी संर्म की सिस्य
है) द्वािा धवधनर्िगष्ट धवधभन्न प्रकािों के जलयानों की परिकल्पना औि संधनमागण के धलए तकनीकी मानक अधभप्रेत हैं ;’;
3. उि धनयमों के धनयम 4 में,--
(क) उपधनयम (1) में, “औि जोन 1 में परिचाधलत हैं” शब्िों औि अंक का लोप दकया जाएर्ा ;

(ख) उपधनयम (2) में,--(i) “प्रवर्ग ‘क’ के जलयान” शब्िों के पूवग “जोन 1 में परिचाधलत” शब्ि औि अंक अंत:स्थाधपत दकए
जाएंर्े ; औि (ii) “अनुसूची में धवधनर्िगष्ट मानकों औि परिकल्पना”, शब्िों के पश्चात् “या वर्ीकिण सोसाइटी की अपेिाओं”
शब्ि अंत:स्थाधपत दकए जाएंर्े ;
(र्) खंड (2) के पश्चात् धनम्नधलधखत उपधनयम अंत:स्थाधपत दकया जाएर्ा, अथागत् :--
“(2क) जोन 2 औि जोन 3 में परिचाधलत प्रवर्ग ‘क’ के जलयान अनुसूची में धवधनर्िगष्ट मानकों औि परिकल्पना या वर्ीकिण
सोसाइटी की अपेिाओं के अनुसाि परिकधल्पत, संधनर्मगत दकए जाएंर्े तथा पिाधभधहत प्राधिकािी के सवेिण के अिीन
िखिखाव दकए जाएंर्े :
पिंतु वर्ीकिण सोसाइटी द्वािा सवेिण उि अधिधनयम की िािा 10 के अिीन धनयुि सवेिक द्वािा संचाधलत सवेिण के
अधतरिि होर्ा :
पिंतु यह औि दक टैंकि औि िो-पेक्ट्स जलयान वर्ीकिण सोसाइटी के सवेिण के अिीन िखिखाव दकए जाएंर्े :
पिंतु यह भी दक 2 घंटे या 2 घंटे से कम की समयावधियों के धलए चलने वाले यात्री जलयान वर्ीकिण सोसाइटी के अिीन
सवेिण के िखिखाव से छूट प्राि होंर्े ।”;
(घ) उपधनयम (3) के स्थान पि, धनम्नधलधखत उपधनयम िखा जाएर्ा, अथागत् :--
“(3) (क) जोन 1 में परिचाधलत प्रवर्ग ‘ख’ जलयान अनुसूची में धवधनर्िगष्ट मानकों के अनुसाि या वर्ीकिण सोसाइटी की
अपेिाओं के अनुसाि परिकधल्पत औि संधनर्मगत दकए जाएंर्े तथा वर्ीकिण सोसाइटी के सवेिण के अिीन िखिखाव दकए
जाएंर्े ;
(ख) जोन 2 औि जोन 3 में परिचाधलत प्रवर्ग ‘ख’ जलयान अनुसूची में धवधनर्िगष्ट मानकों औि परिकल्पना के अनुसाि या
वर्ीकिण सोसाइटी की अपेिाओं के अनुसाि परिकधल्पत औि संधनर्मगत दकए जाएंर्े तथा पिाधभधहत प्राधिकािी के सवेिण
के अिीन िखिखाव दकए जाएंर्े ।”;
(ङ) उपधनयम (5) के स्थान पि धनम्नधलधखत उपधनयम िखा जाएर्ा, अथागत् :--
“(5) उपधनयम (3) के खंड (ख) तथा उपधनयम (4) में अंतर्वगष्ट दकसी बात के होते हुए भी, स्वामी यह धवधनश्चय कि सकेर्ा
दक जलयान की परिकल्पना, संधनमागण औि िखिखाव पिाधभधहत प्राधिकािी के सवेिण के अिीन या वर्ीकिण सोसाइटी के
अिीन की जाएर्ी :
पिंतु जहां स्वामी यह धवधनश्चय किता है दक जलयान की परिकल्पना, संधनमागण औि िखिखाव पिाधभधहत प्राधिकािी के
सवेिण के अिीन की जाएर्ी तो पिाधभधहत प्राधिकािी वर्ीकिण सोसाइटी से सहायता की वांछा कि सकेर्ा ।
(6) वर्ीकिण सोसाइटी द्वािा संचाधलत सवेिण उि अधिधनयम की िािा 10 के अिीन धनयुि सवेिक द्वािा किाए र्ए
सवेिण के अधतरिि होर्ा ।”।
4. उि धनयमों के धनयम 5 के उपधनयम (4) में, “अनुसूची में धवधनर्िगष्ट परिकल्पना औि संधनमागण अपेिाओं के मानकों” शब्िों
के पश्चात्, “या वर्ीकिण सोसाइटी की अपेिाओं” शब्ि अंत:स्थाधपत दकए जाएंर्े ।
5. उि धनयमों के धनयम 6 के उपधनयम (1) में, “अनुसूची में धवधनर्िगष्ट अपेिाओं औि पिीिण मानकों” शब्िों के पश्चात्, “या
वर्ीकिण सोसाइटी की अपेिाओं” शब्ि अंत:स्थाधपत दकए जाएंर्े ।

6. उि धनयमों के धनयम 9 के उपधनयम (2) में, “वर्ीकिण सोसाइटी की अपेिाओं” शब्िों के पश्चात्, “या भाितीय मानक
ब्यूिो द्वािा धवधनर्िगष्ट मानकों के अनुसाि या उनके अिीन जािी अंतिागष्ट्रीय मानकों या मानिंडों के अनुसाि” शब्ि अंत:स्थाधपत
दकए जाएंर्े ।
7. उि धनयमों के धनयम 18 के उपधनयम (3) में, धनम्नधलधखत पिंतुक अंत:स्थाधपत दकया जाएर्ा, अथागत् :--
“पिंतु 100 सकल टन भाि से नीचे के तथा जोन 3 में परिचाधलत होने वाले मानकों के धलए िेहली ऊंचाई 50 धमलीमीटि से
कम नहीं होर्ी ।”।
8. उि धनयमों के धनयम 52 के उपधनयम (1) के स्थान पि धनम्नधलधखत उपधनयम िखा जाएर्ा, अथागत् :-
“(1) मशीनिी स्थानों में मशीनिी के शोि को 90 डेधसबल या उससे कम किने के उपाय दकए जाएंर्े औि यदि इस शोि को
पयागि रूप से नहीं घटाया जा सकता है तो अत्यधिक शोि के स्रोत को उपयुि रूप से इंस्लयुट या अलर् दकया जाएर्ा, या
यदि स्थानों को मानवयुि किने की अपेिा है तो ध्वधन अविोिक सुििा उपकिणों की व्यवस्था किके शोि से मुधि प्रिान
की जाएर्ी ।”।
9. उि धनयमों के धनयम 68 के उपधनयम (1) के खंड (ङ) में, धनम्नधलधखत पिंतुक अंत:स्थाधपत दकया जाएर्ा, अथागत् :--
“पिंतु 300 सकल भाि से कम के यानों के धलए पिाधभधहत प्राधिकािी द्वािा रिमोटग कंरोल के बिले में उपिशगक अनुज्ञात दकए
जा सकेंर्े ।”
10. उि धनयमों के धनयम 97 के उपधनयम (4) में, “अनुसूची में धवधनर्िगष्ट सुसंर्त अपेिाओं औि मानकों” शब्िों के पश्चात्
“औि यानों के कशाघात के धलए पिाधभधहत प्राधिकािी द्वािा धवधनर्िगष्ट की जाने वाली कोई अन्य अपेिाओं” शब्ि अंत:स्थाधपत
दकए जाएंर्े ।
11. उि धनयमों के धनयम 8, धनयम 16, धनयम 33, धनयम 38, धनयम 40, धनयम 42, धनयम 47, धनयम 59, धनयम 70,
धनयम 72, धनयम 78, धनयम 79, धनयम 80, धनयम 81, धनयम 97 औि धनयम 106 में, “अनुसूची में धवधनर्िगष्ट मानकों औि
परिकल्पना” शब्िों के पश्चात्, जहां कहीं वे आते हैं, “या वर्ीकिण सोसाइटी की अपेिाओं” शब्ि अंत:स्थाधपत दकए जाएंर्े ।

NOTIFICATION
New Delhi, the 3rd December, 2025.
G.S.R.882(E) .— Whereas the draft of the Inland Vessels (Design and Construction) (First
Amendment) Rules, 2025 was published, as required under sub-section (1) of section 106 of the Inland
Vessels Act, 2021 (24 of 2021) vide notification of the Government of India in the Ministry of Ports, Shipping
and Waterways number G.S.R. 147 (E), dated the 25th February, 2025 in the Gazette of India, Extraordinary,
Part II, section 3, sub-section (i), dated the 25th February, 2025, inviting objections and suggestions from all

the persons likely to be affected thereby before the expiry of the period of thirty days from the date on which
copies of Official Gazette containing the said notification were made available to the public;
And whereas, the copies of the said notification were made available to the public on 25th February,
2025;
And whereas objections and suggestions received from the public in respect of the said draft rules have
been considered by the Central Government.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 7 and sub-section (1)
of section 8 read with clauses (e) and (f) of sub-section (2) of section 106 of the Inland Vessels Act, 2021 (24
of 2021), the Central Government hereby makes the following rules to amend the Inland Vessels (Design and
Construction) Rules, 2024, namely. –
1. (1) These rules may be called the Inland Vessels (Design and Construction) (First Amendment) Rules,
2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Inland Vessels (Design and Construction) Rules, 2024 (hereinafter referred to as the said rules), in
rule 3, in sub-rule (1), –
(i) after clause (a), the following clause shall be inserted, namely: -
‘(aa) “approved material” means the material approved by a classification society (who is a member
of International Association of Classification Societies), or complying with the standards specified
by International Standards Organisation or the Bureau of India Standards;’;
(ii) in clause (c), for the words, brackets and figures “clause (20) of section 3”, the words, brackets letters
and figure “clause (zo) of section 3” shall be substituted;
(iii) for clause (h), the following clause shall be substituted, namely: -
‘(h) “gross tonnage” means for a vessel of 24 meters length and above vessel, gross tonnage,
calculated as per the International Convention on Tonnage Measurement of Ships, 1969, and for a vessel
with less than 24 meters length, gross tonnage, calculated as per the Merchant Shipping (Tonnage
Measurement of Ships) Rules, 1987;’;
(iv) clause (m) shall be renumbered as clause (ma) and before clause (ma) as so renumbered, the following
clause shall be inserted, namely: -
‘(m) “machinery spaces” means spaces between watertight boundaries of a space containing the
main and auxiliary propulsion machinery including boilers, oil fuel units, steam and internal combustion
engines, generators and major electrical machinery, ventilation and air conditioning machinery, and similar
spaces including trunks to such spaces;’;
(v) after clause (r), the following clause shall be inserted, namely: -
‘(ra) “requirements of classification society” means the technical standards for design and construction
of different kinds of vessels specified by any classification society (who is a member of International
Association of Classification Societies);’.
3. In the said rules, in rule 4, –
(a) in sub-rule (1), the words and figure “and are operating in Zone 1” shall be omitted;

(b) in sub-rule (2),- (i) after the words and letter “Category ‘A’ vessels”, the words and figure “operating in
Zone 1” shall be inserted; and (ii) after the word “Schedule”, the words “or requirements of classification
society” shall be inserted;
(c) after sub-rule (2), the following sub-rule shall be inserted, namely: -
“(2A) Category ‘A’ vessels operating in Zone 2 and Zone 3 shall be designed, constructed in
accordance with the standards and design specified in the Schedule or requirements of classification
society and maintained under the survey of the designated authority:
Provided that the survey by the classification society shall be in addition to the survey conducted
by the surveyor appointed under section 10 of the said Act:
Provided further that tankers and Ro-Pax vessels shall be maintained under the survey of
classification society:
Provided also that the passenger vessels plying in durations of two hours or less than two hours
shall be exempted from maintenance of survey under classification society.”;
(d) for sub-rule (3), the following sub-rule shall be substituted, namely: –
“(3) Category ‘B’ vessels operating in, –
(a) Zone 1, shall be designed and constructed in accordance with the standards specified in the
Schedule or as per the requirements of the classification society, and shall be maintained under
the survey of classification society;
(b) Zone 2 and Zone 3, shall be designed and constructed in accordance with the standards and
design specified in the Schedule or as per the requirements of classification society, and shall
be maintained under the survey of the designated authority.”;
(e) for sub-rule (5), the following sub-rules shall be substituted, namely: –
“(5) Notwithstanding anything contained in clause (b) of sub-rule (3), and sub-rule (4), the owner
may decide whether the vessel shall be designed, constructed, and maintained under the survey of the
designated authority or under the classification society:
Provided that where the owner decides that the vessel shall be designed, constructed, and
maintained under the survey of the designated authority, the designated authority may seek assistance
from classification society.
(6) The survey conducted by the classification society shall be in addition to the survey carried out by
the surveyor appointed under section 10 of the said Act.”.
4. In the said rules, in rule 5, in sub-rule (4), after the words “specified in the Schedule”, the words “or the
requirements of classification society” shall be inserted.
5. In the said rules, in rule 6, in sub-rule (1), after the words “specified in the Schedule”, the words “or the
requirements of classification society” shall be inserted.
6. In the said rules, in rule 9, in sub-rule (2), after the words “classification society”, the words “or as per the
standards specified by Bureau of Indian Standards, or as per the International standards or norms issued there
under” shall be inserted.

7. In the said rules, in rule 18, in sub-rule (3), the following proviso shall be inserted, namely: -
“Provided that for vessels below 100 gross tonnage and operating in Zone 3, the sill height shall not
be less than 50 millimetres.”.
8. In the said rules, in rule 52, for sub-rule (1), the following sub-rule shall be substituted, namely: –
“(1) Measures shall be taken to reduce machinery noise in machinery spaces to 90 decibels or lesser and if
this noise cannot be sufficiently reduced, the source of the excessive noise shall be suitably insulated or
isolated, or a refuge from noise in form of acoustic protection devices shall be provided, if the spaces are
required to be manned.”.
9. In the said rule, in rule 68, in sub-rule (1), in clause (e), the following proviso shall be inserted, namely: -
“Provided that for vessels less than 300 gross tonnage, indicators may be permitted by the designated
authority in lieu of remote controls”.
10. In the said rules, in rule 97, in sub-rule (4), after the words “the standards specified in the Schedule”, the
words “and any other requirements as may be specified by the designated authority for lashing of vehicles”
shall be inserted.
11. In the said rules, in rules 8, 16, 33, 38, 40, 42, 47, 59, 70, 72, 78, 79, 80, 81, 97 and 106, after the words
“specified in the Schedule”, wherever they occur, the words “or the requirements of classification society”
shall be inserted.
