सा.का.जन.780(अ).—केंद्रीय सरकार, खान और खजनि (जिकास और जिजनयमन) अजधजनयम, 1957 (1957 का
67) की धारा 9ग की उप-धारा (2), (3) और (4) तथा धारा 13 द्वारा प्रित्त िजियों का प्रयोग करते हुए, राष्ट्रीय खजनि
खोि न्यास जनयम, 2015 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है, अथाात्:—
1. (1) इन जनयमों का संजिप्त नाम राष्ट्रीय खजनि खोि न्यास (संिोधन) जनयम, 2025 है।
(2) ये रािपत्र में उनके प्रकािन की तारीख से प्रिृत्त होंगे।
2. राष्ट्रीय खजनि खोि न्यास जनयम, 2015 (जिसे इसमें इसके पश्चात् 'उि जनयम' कहा गया है) के जनयम 1 के उप-
जनयम (1) में, "राष्ट्रीय खजनि खोि न्यास" िब्िों के स्ट्थान पर, "राष्ट्रीय खजनि खोि और जिकास न्यास" िब्ि रखे िाएंगे।
3. उि जनयमों के जनयम 2 के उप-जनयम (1) में,—
(क) खंड (ख), (ग) और (ञ) में, “राष्ट्रीय खजनि खोि न्यास” िब्िों के स्ट्थान पर, “राष्ट्रीय खजनि खोि और
जिकास न्यास” िब्ि रखे िाएंगे;
(ख) खंड (झ) के पश्चात्, जनम्नजलजखत खंड अंतःस्ट्थाजपत दकया िाएगा, अथाात्—
'(झक) "अपतट िेत्र" का िही अथा होगा िो अपतट िेत्र खजनि (जिकास और जिजनयमन) अजधजनयम, 2002
(2003 का 17) की धारा 4 के खंड (ढ) के अधीन पररभाजित है; और'

4. उि जनयमों के जनयम 6 में,—
(क) उप-जनयम (1) में, “राष्ट्रीय खजनि खोि न्यास” िब्िों के स्ट्थान पर, “राष्ट्रीय खजनि खोि और जिकास न्यास”
िब्ि रखे िाएंगे;
(ख) उप-जनयम (3) में, —
(i) “िो प्रजतित” िब्िों के स्ट्थान पर, “तीन प्रजतित” िब्ि रखे िाएंगे;
(ii) “पूिेिण अनुज्ञा पत्र-सह-खनन पट्टे” िब्िों के स्ट्थान पर “समेदकत अनुज्ञजप्त” िब्ि रखे िाएंगे;
(ग) उप-जनयम (4) में, “स्ट्कीम अथाात 'जनजध के अधीन िेत्रीय और जिस्ट्तृत खोि और संबंजधत दकयाकलापों’ के
अधीन खजनिों के जलए िेत्रीय और जिस्ट्तृत खोि करने के साथ” िब्िों का लोप दकया िाएगा।
5. उि जनयमों के जनयम 7 के उप-जनयम (1) में,—
(क) “पूिेिण अनुज्ञजप्त-सह-खनन पट्टा” िब्िों के स्ट्थान पर “समेदकत अनुज्ञजप्त” िब्ि रखे िाएंगे;
(ख) “िो प्रजतित” िब्िों के स्ट्थान पर “तीन प्रजतित” िब्ि रखे िाएंगे।
6. उि जनयमों में जनयम 8 के स्ट्थान पर जनम्नजलजखत जनयम रखा िाएगा, अथाात्:—
“8. कायाालय.— न्यास का कायाालय नई दिल्ली में या ऐसे अन्य स्ट्थान पर जस्ट्थत होगा िैसा दक कायाकारी सजमजत
द्वारा जनधााररत दकया िा सके।”
7. उि जनयमों के जनयम 9 के उप-जनयम (1) में,—
(क) प्रारंजभक िाक्यांि के स्ट्थान पर जनज्न्लजखत को रखा िायेगा, अथाात्:-
"न्यास का उििेश्य भारत के भीतर, अपतट िेत्रों सजहत, और भारत के बाहर खानों तथा खजनिों के िेत्रीय एिं
जिस्ट्तृत खोि और जिकास के प्रयोिनों के जलए न्यास को प्रोद्भूत जनजधयों का उपयोग करना होगा, और यह ऐसे
दक्रयाकलापों को करेगा िो िासी जनकाय द्वारा अपने उद्देश्यों को िाजमल करते हुए प्राप्त करने के जलए आिश्यक
समझी िा सकेगी”;
(ख) खंड (क) में, िब्ि “िो” के पश्चात् “महत्िपूणा और सामररक खजनि या” िब्ि रखे िाएंगे;
(ग) खंड (छ) में, “स्पूणा भारत में” िब्िों का लोप दकया िाएगा;
(घ) खंड (ि) में, “और िेि भारत के सिेिण” िब्िों का लोप दकया िाएगा;
(ङ) खंड (ञ) में, िब्ि “और” का लोप दकया िाएगा;
(च) खंड (ञ) के पश्चात्, जनम्नजलजखत खंड अंतःस्ट्थाजपत दकए िाएंगे, अथाात्:-
“(ञक) राष्ट्रीय महत्िपूणा खजनि जमिन के उद्देश्यों और स्ट्कीमों को सहायता प्रिान करना और उनका
जित्तपोिण करना, जिसमें घरेलू महत्िपूणा खजनि गिेिण, भारत के बाहर खोि दक्रयाकलापों को
सहायता प्रिान करना, जििेिी स्रोत्र और खजनि पुनप्रााजप्त का िोजखम किरेि िाजमल है;
(ञख) खनन, प्रसंस्ट्करण, पररष्करण, जनकासी अिसंरचना, प्रौद्योजगकी उन्नयन और खान जिकास से संबंजधत
अन्य दक्रयाकलापों को सहायता प्रिान करना और उनका जित्तपोिण; और”;
(छ) खंड (ट) में, “भारत में” िब्िों का लोप दकया िाएगा।

NOTIFICATION
New Delhi, the 23rd October, 2025
G.S.R. 780(E).—In exercise of the powers conferred by sub-sections (2), (3) and (4) of section 9C and
section 13 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957), the Central Government
hereby makes the following rules further to amend the National Mineral Exploration Trust Rules, 2015, namely:—
1. (1) These rules may be called the National Mineral Exploration Trust (Amendment) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Mineral Exploration Trust Rules, 2015 (hereinafter referred to as the ‘said rules’), in rule 1, in sub-
rule (1), for the words “National Mineral Exploration Trust”, the words “National Mineral Exploration and
Development Trust” shall be substituted.
3. In the said rules, in rule 2, in sub-rule (1),—
(a) in clauses (b), (c) and (j), for the words “National Mineral Exploration Trust”, the words “National
Mineral Exploration and Development Trust” shall be substituted;
(b) in clause (i), the word “and” shall be omitted;
(c) after clause (i), the following clause shall be inserted, namely—
‘(ia) “Offshore areas” shall have the same meaning as defined in clause (n) of section 4 of the Offshore
Areas Mineral (Development and Regulation) Act, 2002 (17 of 2003); and’
4. In the said rules, in rule 6,—
(a) in sub-rule (1), for the words “National Mineral Exploration Trust”, the words “National Mineral
Exploration and Development Trust” shall be substituted;
(b) in sub-rule (3),—
(i) for the words “two percent”, the words “three percent” shall be substituted;
(ii) for the words “prospective license-cum-mining lease”, the words “composite licence” shall be
substituted;
(c) in sub-rule (4), the words “, including carrying out regional and detailed exploration for minerals under
the scheme, namely, ‘Regional and detailed exploration and related activities under Fund’” shall be omitted.
5. In the said rules, in rule 7, in sub-rule (1),—
(a) for the words “prospecting license-cum-mining lease”, the words “composite licence” shall be substituted;
(b) for the words “two percent”, the words “three percent” shall be substituted.
6. In the said rules, for rule 8, the following rule shall be substituted, namely:—
“8. Office.— The office of the Trust shall be situated at New Delhi or at such other place as may be
determined by the Executive Committee.”.
7. In the said rules, in rule 9, in sub-rule (1),—
(a) for the opening paragraph, the following shall be substituted, namely:—
“The object of the Trust shall be to use the funds accrued to the Trust within India, including the
offshore areas, and outside India for the purposes of regional and detailed exploration and development
of mines and minerals, and it shall undertake such activities as may be deemed necessary by the
Governing Body to achieve its objects, including”;
(b) in clause (a), after the word “refine”, the words “critical and strategic minerals or” shall be inserted;
(c) in clause (g), the words “across India” shall be omitted;
(d) in clause (h), the words “and rest of India” shall be omitted;
(e) in clause (j), the word “and” shall be omitted;
(f) after clause (j), the following clauses shall be inserted, namely:—
“(ja) supporting and funding the objectives and schemes of the National Critical Mineral Mission,
including domestic critical mineral exploration, support of exploration activities outside India, risk
coverage of foreign sourcing and mineral recovery;

(jb) supporting and funding of mining, processing, beneficiation, evacuation infrastructure, technology
upgradation, and other activities related to mine development; and”;
(g) in clause (k), the words “of India” shall be omitted.
