सा.का.जन. 577(अ).— उपिीजवकािन्य सुरक्षा, स्ट्वास्ट््य और काययदिाएं (केन्रीय) जनयम, 2026 के जनयम 141
के उप-जनयम (2) के अधीन प्रदत्त िजियों का प्रयोग करते हुए, मैं, उज्ज्वल ताह, खानों का मुख्य मुख्य जनरीक्षक-सह-
सुजवधाप्रदाता, जिसे खान सुरक्षा महाजनदेिक भी नाजमत ककया गया है, एतद्द्वारा बचाव प्रजिजक्षत व्यजियों के जलए
प्रजिक्षण एवं अभ्यास पाठ्यक्रम जनम्नानुसार जनर्ददष्ट करता/करती हूँ:
दायरा: ये मानक उपिीजवकािन्य सुरक्षा, स्ट्वास्ट््य और काययदिाएं (केन्रीय) जनयम, 2026 के जनयम 141 के उप-जनयम
(2) के अधीन आवश्यक बचाव प्रजिजक्षत व्यजियों के जलए प्रजिक्षण एवं अभ्यास पाठ्यक्रम जनर्ददष्ट करते हैं।
प्रयोज्यता: ये मानक प्रत्येक बचाव प्रजिजक्षत व्यजि पर लागू होंगे।

ए. जनदेि - जनम्नजलजखत जवषयों पर जनदेि:-
(i) भूजमगत आग से जनपटने और आग एवं जवस्ट्फोट के बाद खानों की पुनप्रायजि के सामान्य तरीके;
(ii) उपलब्ध कराए गए श्वास यंत्रों और संपीज़ित वायु श्वास यंत्रों के प्रकार, उपयोग, मरम्मत, रखरखाव और परीक्षण;
(iii) व्यजियों को पुनिीजवत करने के तरीकों और उपकरणों का उपयोग;
(iv) खानों में पाए िाने वाले हाजनकारक और ज्वलनिील गैसों के गुण और उनकी पहचान के तरीके;
(v) श्वसनीय वातावरण में गैस के नमूने लेना;
(vi) खदान योिनाओं का पठन;
(vii) बचाव एवं पुनप्रायजि कायय का संचालन;
(viii) जनर्ददष्ट उपकरणों का उपयोग करके रस्ट्सी बचाव कायय का संचालन;
(ix) जलफ्टटग बैग, हाइड्रोजलक कटर, स्ट्प्रेडर और िैक, ररग आरी का उपयोग;
(x) अजििामक यंत्रों का उपयोग;
(xi) कार्डडयो पल्मोनरी ररसजसटेिन (हृदय-फुटफुसीय पुनिीवन)।
बी. अभ्यास। - प्रत्येक कैलेंडर वषय में कम से कम आठ अभ्यास, दो घंटे की अवजध के जलए श्वास यंत्र के साथ, जिनमें से कम
से कम चार महीने खानों में और िेष बचाव केंर के प्रजिक्षण गैलरी में गमय और सांस लेने में असमथय वातावरण में होंगे, और
कम से कम दो अभ्यास कार्डडयो पल्मोनरी ररसजसटेिन, रस्ट्सी बचाव संचालन, जलफ्टटग बैग, अजििामक यंत्र, हाइड्रोजलक
कटर, स्ट्प्रेडर और िैक तथा ररग आरी के उपयोग में होंगे। िहां तक संभव हो, इन अभ्यासों को समान रूप से जवतररत ककया
िाएगा, हालांकक दो लगातार अभ्यासों के बीच का अंतराल चार महीने से अजधक नहीं होगा:
बिते कक, यकद कोई बचाव प्रजिजक्षत व्यजि चार महीने से अजधक की अवजध में पुनरावलोकन अभ्यास में भाग लेने में
जवफल रहता है, तो मुख्य जनरीक्षक सह प्रजिक्षक, यह संतुष्ट होने पर कक व्यवधान वैध कारणों से था, उसे जनयम 141 में
जनजहत प्रावधानों के अधीन, लगातार पांच कदनों तक चलने वाले पुनरावलोकन अभ्यास और जनदेिों के एक जविेष
पाठ्यक्रम में भाग लेने की अनुमजत दे सकता है, जिसके बाद, व्यजि पुनः सकक्रय हो िाएगा।

NOTIFICATION
Dhanbad, the 1st July, 2026
G.S.R. 577(E).— In exercise of the powers conferred on me under sub rule (2) of rule 141 of the
Occupational Safety, Health and Working Conditions (Central) Rules, 2026, I, Ujjwal Tah, Chief Inspector-cum-
Facilitator of Mines, also designated as the Director General of Mines Safety, hereby, specify the courses of
instructions and practices for rescue trained persons, as follows:
Scope:
These standards specify the courses of instructions and practices for rescue trained persons, as
required under sub rule (2) of rule 141 of the Occupational Safety, Health and Working Conditions
(Central) Rules, 2026.
Applicability:
These standards shall be applicable to every rescue trained person.
Compliance Requirement:
A. Instructions. - Instructions in the following subjects:-
(i) the general methods of dealing with fires belowground and the recovery of mines after fires and explosions;
(ii) the construction, use, repair, maintenance and testing of the type or types of breathing apparatus and compressed
air breathing apparatus provided.
(iii) the use of methods and apparatus for reviving persons;
(iv) the properties, and the methods of detection of noxious and inflammable gases which may be found in mines;
(v) the taking of gas samples in irrespirable atmosphere;
(vi) the reading of mine plans;
(vii) Conduct or rescue and recovery work.
(viii) conduct of rope rescue using specified equipment;
(ix) use of lifting bags, hydraulic cutters, spreaders and jacks, ring saws;
(x) use of fire extinguishers;
(xi) cardio pulmonary resuscitation.
B. Practices. - At least eight practices, with breathing apparatus for two hours duration in every calendar year, of
which at least four months shall take place in mines, and the remainder in hot and irrespirable atmosphere in the
Training Gallery at Rescue Station and at least two practices in cardio pulmonary resuscitation, conduct of rope
rescue, use of lifting bags, fire extinguishers, hydraulic cutters, spreaders and jacks and ring saws. As far as
practicable, these practices shall be evenly distributed, so however that the gap between two consecutive practices
shall not exceed four months:
Provided that, if a rescue trained person fails to undergo a refresher practice over a period exceeding four months, the
Chief Inspector cum Facilitator may, on being satisfied that the discontinuance was on valid reasons, permit him
subject to the provisions confined in rule 141, to undergo a special course of refresher practices and instructions,
extending over five consecutive days, where upon, person shall again become active.
