सा.का.जन.856(अ).–– अंतिेिीय िलयान (जविेष श्रेणी िलयान: एलएनिी/सीएनिी, बैटरी, मेथनॉल और
हाइड्रोिन ईंधन) जनयम, 2025 का जनम्नजलजखत प्रारूप, जिसे केंद्र सरकार अंतिेिीय िलयान अजधजनयम, 2021 की धारा
106(2)(यि) और धारा 98(1)(क) के साथ परित धारा 42 की उपधारा (1) और (2) के तहत प्रित्त िजियों का प्रयोग
करते हुए बनाने का प्रस्ट्ताव करती है, उि अजधजनयम की धारा 106 की उपधारा (1) द्वारा यथा अपेजित इससे प्रभाजवत
होने वाले सभी व्यजियों की िानकारी के जलए एतद्द्वारा प्रकाजित दकया िाता है; और एतद्द्वारा यह सूचना िी िाती है दक
उि प्रारूप जनयमों पर, रािपत्र में यथा प्रकाजित इस अजधसूचना की प्रजतयां िनता को उपलब्ध कराए िाने की जतजथ से
तीस दिन की समाजि के पश्चात जवचार दकया िाएगा;
इन मसौिा जनयमों पर कोई आपजत्त या सुझाव, यदि कोई हो, जनिेिक (आईडब्ल्यूटी-I) पत्तन, पोत पररवहन और िलमागग
मंत्रालय, पररवहन भवन, 1-संसि मागग, नई दिल्ली-110001 को या diriwt1-psw@gov.in और psw-

उि मसौिा जनयमों के संबंध में दकसी भी व्यजि से उि अवजध की समाजि से पहले प्राि आपजत्तयों या सुझावों पर केंद्र
सरकार द्वारा जवचार दकया िाएगा।
अन्तिेिीय िलयान (जविेष श्रेणी िलयान: एलएनिी/सीएनिी, बैटरी, मैथेनॉल और हाइड्रोिन ईंधन) जनयम, 2025
1. संजिि िीषगक और प्रारंभ - 1. इन जनयमों को अंतिेिीय िलयान (जविेष श्रेणी िलयान: एलएनिी/सीएनिी, बैटरी,
मेथनॉल और हाइड्रोिन ईंधन) जनयम, 2025 कहा िाएगा है।
(2) ये जनयम रािपत्र में इनके अंजतम रूप से प्रकािन की जतजथ से प्रवृत्त होंगे।
2. पररभाषाएँ - 1. इन जनयमों में, िब तक दक संिभग से अन्यथा अपेजित न हो -
क. "अजधजनयम" से अजभप्राय है अंतिेिीय पोत अजधजनयम, (2021 का 24);
(ख) "वगीकरण सोसायटी" से अजभप्राय है अजधजनयम की धारा 3 के खंड (20) के अथग में कोई मान्यता प्राि संगिन, िो
अंतरागष्ट्रीय वगीकरण सोसायटी संघ का सिस्ट्य है;
(2) इन जनयमों में प्रयुि और पररभाजषत नहीं दकए गए दकन्तु अजधजनयम में पररभाजषत िब्िों और अजभव्यजियों के वही
अथग होंगे िो अजधजनयम में दिए गए हैं।
3. कायगिेत्र और अनुप्रयोग –
(1) यांजत्रक रूप से चाजलत अन्तिेिीय िलयानों के जनम्नजलजखत वगों और श्रेजणयों को उनकी ईंधन प्रणाली अथवा प्रणोिन
के जलए ऊिाग के स्रोत को ध्यान में रखते हुए जविेष श्रेणी के िलयान माना िाएगा:
(क) ईंधन के रूप में प्राकृजतक गैस (तरलीकृत प्राकृजतक गैस (एलएनिी) या कंप्रेस्ट्ड प्राकृजतक गैस का उपयोग
करने वाले िलयान ; और
(ख) मुख्य प्रणोिन के जलए बैटररयों या प्रणोिन के जलए अजतररि उिाग स्रोत का उपयोग करने वाले िलयान।
(ग) ईंधन के रूप में मेथनॉल का उपयोग करने वाले िलयान; और
(घ) मुख्य प्रणोिन के जलए हाइड्रोिन ईंधन सेल या हाइड्रोिन आंतररक िहन इंिन का उपयोग करने वाले
िलयान।
लेदकन यह दक ये जनयम अंतिेिीय िलयान (जविेष श्रेणी: आनंि यान और नहर क्रूि नौका) जनयम, 2025 के अंतगगत
आने वाले आनंि यान और नहर क्रूि नौकाओं पर लागू नहीं होंगे, चाहे उनकी ईंधन प्रणाली कुछ भी हो।
(2) जनम्नजलजखत जनयमों की अपेिाएं उप-जनयम (1) के अनुसरण में, जचजननत जविेष श्रेणी के िलयानों पर लागू होंगी:
(क) अंतिेिीय िलयान (पंिीकरण और अन्य तकनीकी मुद्दे) जनयम, 2022

(ख) अंतिेिीय िलयान (सवेिण और प्रमाणन) जनयम, 2022
(ग) अंतिेिीय िलयान (पररकल् पना एवं संजनमागण) जनयम, 2024;
(घ) अंतिेिीय िलयान (अजििमन उपकरण) जनयम, 2022;
(ङ) अंतिेिीय िलयान (िीवन रिक उपकरण) जनयम, 2022;
(च) अंतिेिीय िलयान (प्रिूषण की रोकथाम और जनयंत्रण) जनयम, 2022;
(छ) अंतिेिीय िलयान (चालक िल और यात्री आवास) जनयम, 2022;
(ि) अंतिेिीय (सुरजित नौचालन, संचार और जसिल्स) जनयम, 2022;
(झ) अंतिेिीय िलयान (चालन िल) जनयम, 2022
(ञ) अंतिेिीय िलयान (बीमा, सेवा प्रिाताओं और सेवा उपयोगकतागओं की िेयता और िाजयत्व की सीमा) जनयम,
2022
(ट) अंतिेिीय िलयान (केंद्रीय डेटाबेस और संबद्ध मामले) जनयम, 2024
(ि) अंतिेिीय िलयान (पररवतगन और संिोधन के जलए पूवग अनुमोिन), जनयम 2025
(ड) अंतिेिीय िलयान (राष्ट रीय निी यातायात और नौचालन प्रणाली), जनयम 2025
(3) पररकल्पना और संजनमागण के जलए मानक-
क. इन जविेष श्रेणी के िलयानों की पररकल् पना और संजनमागण के मानक, अंतिेिीय िलयान (पररकल् पना और
संजनमागण) जनयम, 2024 और इसके उत्तरवती संिोधनों द्वारा िाजसत होंगे।
ख. इंिन और उसकी ईंधन आपूर्तग प्रणाली/मोटर/बैटरी और बैटरी प्रबंधन प्रणाली के साथ ही ऐसे िलयानों की
प्रणोिन प्रणाली से संबंजधत घटक, िो उपजनयम 3(क) के अंतगगत नहीं आते हैं, जनम्नजलजखत द्वारा जनर्िगष्ट मानकों
के अनुसार पररकजल्पत एवं संजनर्मगत दकए िाएंगे-
i.
एक वगीकरण सोसायटी;
लेदकन यह दक 20 दकलोवाट से कम कुल प्रणोिन िमता वाले बैटरी चाजलत िलयान जनम्नजलजखत द्वारा जनर्िगष्ट
मानकों के अनुसार पररकजल्पत एवं संजनर्मगत दकए िाएंगे-
(i) भारतीय मानक ब्यूरो ;
(ii) एक वगीकरण सोसायटी; अथवा
(iii) अंतरागष्ट्रीय मानकीकरण संगिन;
(ग) स्ट्वामी इन जनयमों के प्ररूप संख्या 1 में, पररकल् पना और संजनमागण के जलए अपनाए गए मानकों के
संबंध में एक घोषणा, नाजमत प्राजधकारी या ऐसे व्यजि या संगिन को प्रस्ट्तुत करेगा, िैसा अजधजनयम की
धारा 12 की उप-धारा (4) के तहत राज्य सरकार द्वारा प्रत्यायोजित दकया िाए।
(4) सवेिण और प्रमाणन
उप-जनयम (1) के अनुसरण में जविेष श्रेणी के िलयान के रूप में जचजननत िलयान, एक वगीकरण सोसायटी के
सवेिण के तहत पररकजल्पत, संजनर्मगत और अनुरजित दकया िाएगा चाहे अंतिेिीय िलयान (पररकल् पना और
संजनमागण) जनयम, 2024 के जनयम 4 और इसके उत्तरवती में िो कुछ भी प्रावधान हो ।

लेदकन यह दक 20 दकलोवाट से कम कुल प्रणोिन िमता वाले बैटरी चाजलत िलयान जनम्नजलजखत द्वारा जनर्िगष्ट
मानकों के अनुसार पररकजल्पत, संजनर्मगत एवं अनुरजित दकए िा सकते हैं-
क. कोई वगीकरण सोसायटी; अथवा
ख. नाजमत प्राजधकारी; अथवा
वह व्यजि या संगिन, जिसे अजधजनयम की धारा 12 की उप-धारा (4) के तहत राज्य सरकार द्वारा
प्रत्यायोजित दकया िाए।
परंतु यह भी दक वगीकरण सोसायटी द्वारा दकया गया सवेिण, अजधजनयम की धारा 12 की उपधारा (4) के अधीन राज्य
सरकार द्वारा यथा प्रत्यायोजित नाजमत प्राजधकारी या ऐसे व्यजि या संगिन द्वारा दकए गए सवेिण के अजतररि होगा।
(5) अजनवायग न्यूनतम अनुपालन
क. इन जनयमों के आरंभ होने से पहले एलएनिी, सीएनिी, बैटरी-इलेजररक, मेथनॉल, या हाइड्रोिन प्रणोिन या
ईंधन प्रणाजलयों से चाजलत सभी मौिूिा अंतिेिीय िलयान, इन जनयमों के प्रवृत्त होने से िीक पहले उन पर लागू
अपेिाओं का पालन करना िारी रखेंगे;
परंतु यह दक, िहाँ दकसी भी िलयान में, इसकी प्रणोिन प्रणाली, ईंधन प्रणाली, या मुख्य इंिनों में बडा
रूपांतरण, पररवतगन या प्रजतस्ट्थापन दकया िाता है और इसमें वैकजल्पक ईंधनों का उपयोग करके प्रचालन दकया
िाता है, तो इन जनयमों के प्रावधान ऐसी पररवर्तगत प्रणाजलयों या घटकों पर लागू होंगे।
ख. उप-जनयम (1) में दकसी भी बात के होते हुए भी, ऐसे सभी मौिूिा िलयान, इन जनयमों के आरंभ होने की तारीख
से िो वषों के भीतर, अंतिेिीय िलयान (पररकल् पना और संजनमागण) जनयम, 2024 के जनयम 13 और 15 और
इसके उत् तरवती संिोधनों के तहत यथा जनर्िगष्ट जस्ट्थरता सूचना और फ्रीबोडग की गणना से संबंजधत प्रावधानों का
पालन करेंगे।
ग. एलएनिी, सीएनिी, बैटरी-इलेजररक प्रणाली, मेथनॉल या हाइड्रोिन का उपयोग करने वाले प्रत्येक नए
अंतिेिीय िलयान का संजनमागण, सुसज् िा, रखरखाव और प्रचालन, इन जनयमों के प्रावधानों के पूणग अनुपालन में
दकया िाएगा और यह नाजमत प्राजधकारी द्वारा यथा जनधागररत अपनी अजभप्रेत सेवा के जलए उपयुि होगा।
घ. उप-जनयम (3) में जनर्िगष्ट दकसी भी नए अंतिेिीय िलयान को अजधजनयम के तहत तब-तक कोई सवेिण प्रमाण
पत्र िारी नहीं दकया िाएगा, िब तक दक ऐसा िलयान, इन जनयमों में जनर्िगष्ट पररकल् पना, संजनमागण, उपकरण
और सुरिा मानकों का पूणग अनुपालन में न करता हो।
(6) अन् य जविेष श्रेणी के जनयमों और जवजनयामक ढांचों के साथ सामंिस्ट् य
क. िहां दकसी िलयान को इन जनयमों के अंतगगत जविेष श्रेणी के िलयान के रूप में जनर्िगष्ट ट दकया िाता है और वह
अजधजनयम के अंतगगत बनाए गए अन्य जविेष श्रेणी के जनयमों द्वारा भी िाजसत होता है, तो उसे सभी लागू जनयमों
का उस सीमा तक अनुपालन करना होगा, िहां तक वे असंगत न हों।

ख. सिम प्राजधकारी, प्रमुख कायगकरण, िोजखम रूपरेखा और संजनमागण के आधार पर िलयान के प्रमुख वगीकरण का
जनधागरण करेगा; तथाजप, उपयुिता प्रमाणपत्र में अन्य सभी जविेष श्रेणी के जनयमों और इन िलयानों पर उनके
लागू होने की सीमा का उल्लेख होगा।
4. प्रमाणन और सांजवजधक अपेिाएं:
उप-जनयम (1) के अनुसरण में जविेष श्रेणी िलयान के रूप में जचजन्हत िलयान को जनम्नजलजखत अनुपालन सुजनजश्चत करना
होगा: -
1. सुरिा उपाय और लोड लाइन अपेिाएं
ख. िलयान को संबंजधत राज्य सरकार द्वारा यथा जनधागररत उसके प्रचालन िेत्र के अनुसार सुरिा जगयर, उपकरण और
संरचनात्मक सुजवधाएँ प्रिान की िाएँगी।
ग. िलयान की अजधकतम वहन िमता संबंजधत राज्य सरकार द्वारा यथा जनधागररत मानिंडों द्वारा जनधागररत की िाएगी,
जिसमें जनम्नजलजखत िाजमल हो सकते हैं, लेदकन यह इन्हीं तक सीजमत नहीं होगा:
i. उत््लावन सुजनजश्चत करने के जलए सुरिा लोड लाइन या लोड लाइन सीमाओं का जवजनिेिन;
ii. ऐसे िलयानों की सुरजित यात्रा सुजनजश्चत करने के जलए आवश्यक अन्य ितें,िो अजधजनयम के अंतगगत अन्यत्र प्रिान की
गई ितों के अजतररि होंगी।
ग. िलयान की अजधकतम वहन िमता उपयुिता प्रमाणपत्र में अंदकत की िाएगी।
2. अजधकाररयों की जनयुजि और उपयुिता प्रमाणपत्र प्रिान करना
राज्य सरकार, अजधजनयम के अध्याय VII और इन जनयमों के प्रावधानों के कायागन्वयन और प्रवतगन के
जलए उतनी संख्या में अजधकाररयों की जनयुजि करेगी या उन्हें प्राजधकृत करेगी िैसा आवश्यक हो ।
क. प्राजधकृत अजधकारी को जनम्नजलजखत अजधकार होंगे:
i. इन िलयानों के उपयुिता प्रमाणन हेतु आवेिन प्राि करना और उन पर कारगवाई करना;
ii. जनरीिण और सवेिण करना;
iii. उपयुिता प्रमाणपत्र िारी करना, जनलंजबत करना या रद्द करना; और
iv. इन जनयमों के अंतगगत दकए गए इनकार, जनलंबन, रद्दीकरण या प्रवतगन की अन्य कारगवाइयों के कारणों को ररकॉडग करना
और बनाए रखना।
ख. दकसी भी यांजत्रक रूप से चाजलत अंतिेिीय िलयान के स्ट्वामी, प्रचालक या मास्ट्टर द्वारा राज्य सरकार द्वारा
जनधागररत प्ररूप और रीजत से आवेिन दकए िाने पर, प्राजधकृत अजधकारी, इस बात से संतुष्ट होने पर दक िलयान:

i. जनधागररत सुरिा, संरचनात्मक और जस्ट्थरता मानकों को पूरा करता है;
ii. अपेजित सुरिा उपकरणों से सुसजित है;
iii. यथा लागू उपयुि लोड लाइन जचनन लगाए गए हैं; और
iv. अंतिेिीय िलयान अजधजनयम, 2021 और इन जनयमों के प्रावधानों का अनुपालन करता है,
संबंजधत राज्य सरकार द्वारा यथाजनधागररत प्ररूप और रीजत से िलयान की वहन िमता को ििागते हुए उपयुिता
प्रमाणपत्र िारी करेगा।
ग. उपयुिता प्रमाणपत्र, राज्य सरकार द्वारा यथा जनधागररत ितें पूरी करने के अध्यधीन िारी दकया िाएगा, जिनमें
जनम्नजलजखत िाजमल हो सकती हैं, परंतु ये इन्हीं तक सीजमत नहीं होंगी -
i. वैध सवेिण और बीमा प्रमाणपत्र का होना;
ii. लागू िुल्क का भुगतान;
iii. जनरीिण अपेिाएं, जिनमें वार्षगक या राज्य सरकार द्वारा जनर्िगष्ट अन्य समय कालावजध िाजमल है; और
iv. प्रचालन प्रजतबंध।
घ. इन जनयमों के साथ एकरूपता हेतु राज्य सरकारों द्वारा संिभग एवं अंगीकार हेतु उपयुिता प्रमाणपत्र (प्ररूप-2)
और उपयुिता प्रमाणपत्र (प्ररूप-3) हेतु आवेिन का एक मॉडल प्रारूप संलि है।
ड. एकाजधक जविेष श्रेणी जनयमों के जलए एकल उपयुर तता प्रमाणपत्र-
िहाँ कहीं भी कोई िलयान, एक से अजधक जविेष श्रेणी िलयान जनयमों के अजधकार िेत्र में आता है, उसके संबंध
में एक ही उपयुर तता प्रमाणपत्र िारी दकया िाएगा। यह प्रमाणपत्र अपेिाओं को िाजमल करेगा और इन जनयमों
के जनयम 3 के उपजनयम (6) के अनुसार होगा।
3. अंतर-राज्यीय प्रचालन और िजियाँ/िाजयत् व-
ङ. मूल राज्य को जविेष श्रेणी के िलयान के जलए उपयुर तता प्रमाणपत्र िारी करने का एकमात्र प्राजधकार होगा।
च. मूल राज्य द्वारा िारी वैध उपयुर तता प्रमाणपत्र धारक िलयानों को िूसरे राज्य से डुज्लकेट या अलग
प्रमाणीकरण की अपेिा के जबना, दकसी अन्य राज्य में प्रचालन की अनुमजत होगी, बिते दक:
iii. मूल राज्य द्वारा िारी उपयुर तता प्रमाणपत्र उस राज्य द्वारा स्ट्वीकार दकया िाता है जिसमें िलयान का
प्रचालन दकया िाना अजभप्रेत है; और

ii. प्रचालन के अजभप्रेत राज्य को पूवग सूचना िी िाती है, और उस राज्य द्वारा लगाई गई दकसी भी ितग
का जवजधवत अनुपालन दकया िाता है।
ङ. केन्द्र सरकार गृह राज्य द्वारा िारी उपयुर तता प्रमाणपत्रों के सत्यापन और वैधीकरण के जलए अंतर-राज्यीय
डेटा जवजनमय तंत्र की सुजवधा प्रिान करेगी, जिससे राज्यों में जविेष श्रेणी के िलयानों का जनबागध संचालन संभव
हो सकेगा।
4. सवेिक द्वारा जनरीिण
ङ. अजधजनयम के तहत जनयुि कोई सवेिक, अनुसूजचत सवेिण के प्रयोिन को छोडकर, दकसी भी उजचत समय पर
जनरीिण के प्रयोिनाथग जविेष श्रेणी िलयान पर चढ़ सकता है। इस तरह के जनरीिण में जनम्नजलजखत की िाँच िाजमल हो
सकती है, परंतु यह इन्हीं तक सीजमत नहीं होगी:
i. पतवार,
ii. उपकरण,
iii. मिीनरी, और
iv. िलयान का कोई भी भाग या संपजत्त।
ख. स्ट्वामी, प्रचालक, एिेंट, मास्ट्टर या िलयान का प्रभारी कोई भी व्यजि:
i. जनरीिण या सवेिण करने के जलए सवेिक को सभी आवश्यक पहुँच और सुजवधाएँ प्रिान करेगा, और
ii. िलयान, उसकी मिीनरी, उपकरण या उसके दकसी भाग के संबंध में ऐसी िानकारी प्रिान करेगा, जिसकी
सवेिक या कोई प्राजधकृत अजधकारी यथोजचत रूप से अपेिा करे।
5. अनुपालन का प्रवतगन और उपयुिता प्रमाणपत्र का जनलंबन या रद्दीकरण
iii. इन जनयमों के अनुसरण में जविेष श्रेणी िलयान रूप में जचजन्हत िलयान को इन जनयमों के आरंभ होने की
जतजथ से छह महीने की अवजध के भीतर उपयुिता प्रमाणपत्र प्राि करना होगा।
iv. यदि इन जनयमों के अंतगगत जविेष श्रेणी िलयान के रूप में जचजन्हत दकसी भी यांजत्रक चाजलत अंतिेिीय
िलयान में अजधजनयम या उसके अधीन बनाए गए जनयमों के प्रावधानों का अनुपालन नहीं पाया िाता है, तो
राज्य सरकार िलयान के स्ट्वामी, प्रचालक, मास्ट्टर या प्रभारी व्यजि को सुधार का नोरटस िारी कर सकती है,
जिसमें गैर-अनुपालन के स्ट्वरूप और वह समय सीमा जनर्िगष्ट की िाएगी जिसके भीतर ऐसा सुधार पूरा दकया
िाना होगा।
v. यदि उप-धारा (1) के तहत िारी नोरटस में जनर्िगष्ट समय के बाि भी अनुपालन न दकया िाना िारी रहता है,
तो राज्य सरकार संबंजधत व्यजि को सुनवाई का अवसर िेने और जलजखत में कारण ििग करने के बाि इन जनयमों
के तहत ऐसे िलयान को दिए गए उपयुिता प्रमाणपत्र को जनलंजबत या रद्द कर सकती है।

vi. वह िलयान जिसका उपयुिता प्रमाणपत्र उप-धारा (2) के तहत जनलंजबत या रद्द कर दिया गया है:
i. िब तक जनलंबन वापस नहीं ले जलया िाता, तब तक उसका प्रचालन बंि रहेगा; या
ii. जनरस्ट्तीकरण की जस्ट्थजत में, इस अध्याय के प्रावधानों के अनुसार नया उपयुिता प्रमाणपत्र प्रिान दकए िाने
तक प्रचालन बंि रहेगा।
6. अपील
राज्य सरकार इन जनयमों के अंतगगत जिकायत जनवारण के जलए एक अपीलीय प्राजधकारी जनयुि करेगी। कोई
भी असंतुष्ट आवेिक, उपयुिता प्रमाणपत्र के अस्ट्वीकार, जनलंबन या जनरस्ट्तीकरण के जनणगय के जवरुद्ध ऐसे
आिेि की सूचना जमलने की जतजथ से 30 दिनों के भीतर राज्य सरकार के नाजमत अपीलीय प्राजधकारी के
समि अपील िायर कर सकता है।
5. िलयान के स्ट्वामी के िाजयत्व
1. िलयान का सुरजित प्रचालन
सुरजित प्रचालन ितों के अनुपालन के अध् यधीन स्ट्वामी, राज्य सरकार के प्राजधकृत अजधकारी द्वारा
िारी उपयुर तता प्रमाणपत्र में जनर्िगष्ट प्रचालन ितों का पालन करेगा।
2. अनुपालन न करने पर िंड
क. िलयान का स्ट्वामी, इन जनयमों के अजतररि अजधजनयम के उन सभी संगत उपबंधों और इसके तहत बनाए गए जनयमों
का अनुपालन सुजनजश्चत करेगा िो उस पर लागू हैं। अंतिेिीय िल में प्रचालन हेतु इन िलयानों के जलए जनम्नजलजखत वैध
िस्ट्तावेि अजनवायग हैं:
i. पंिीकरण प्रमाणपत्र।
ii. सवेिण प्रमाणपत्र।
iii. बीमा पॉजलसी।
iv. उपयुिता प्रमाणपत्र।
v. प्रिूषण रोकथाम प्रमाणपत्र।
ख. स्ट्वामी को हर समय उपरोि सभी अपेजित िस्ट्तावेि उपलब्ध कराने होंगे और अजधजनयम के संगत उपबंधों के
अंतगगत मांगे िाने पर उन्हें राज्य सरकार द्वारा जनयुि अजधकाररयों या प्राजधकाररयों के समि प्रस्ट्तुत करना होगा।
ग. इन जनयमों के दकसी भी प्रावधान का पालन न करने पर स्ट्वामी को अंतिेिीय िलयान अजधजनयम, 2021 की
धारा 87 के अंतगगत लगाए िा सकने वाले िंड, िुमागने या अन्य कारगवाई का सामना करना पडेगा।

New Delhi, the 19th November, 2025
G.S.R. 856(E).––– The following draft of the Inland Vessels (Special Category Vessels:
LNG/CNG, Battery, Methanol & Hydrogen Fuel) Rules, 2025, which the Central Government proposes to
make in exercise of the powers conferred under sub-section (1) and (2) of Section 42 read with Section
106(2)(zh) and Section 98(1)(a) of The Inland Vessels Act, 2021 is hereby published as required by sub-
section (1) of section 106 of the said Act for information of all persons likely to be affected thereby; and
notice is hereby given that the said draft rules shall be taken into consideration after the expiry of thirty
days from the date on which the copies of this notification, as published in the Official Gazette, are made
available to the public;
Objections or suggestions, if any, to these draft rules may be sent to Director (IWT-I), Ministry of Ports,
Shipping & Waterways, Transport Bhawan, 1-Parliament Street, New Delhi-110001, or by email at

The objections or suggestions which may be received from any person in respect of the said draft rules
before the expiry of the aforesaid period will be considered by the Central Government
Inland Vessels (Special Category Vessels: LNG/CNG, Battery, Methanol & Hydrogen Fuel) Rules,
2025
1. Short title and commencement. (1) These Rules may be called the Inland Vessels (Special Category
Vessels: LNG/CNG, Battery, Methanol & Hydrogen Fuel) Rules, 2025.
(2) These rules shall come into force on the date of their final publication in the Official Gazette.
2. Definitions. (1) In these rules, unless the context otherwise requires -
(a) “Act” means The Inland Vessels Act, 2021 (24 of 2021;
(b) ”classification society” means a recognized organization within the meaning of clause (20) of section 3
of the Act, which is a member of International Association of Classification Societies.
(2) Words and expressions used and not defined in these rules but defined in the Act, shall have the
meanings respectively assigned to them in the Act.

3. Scope and application.
(1) The following classes or categories of mechanically inland vessels shall be considered as special
category vessels considering their fueling system or source of power for propulsion:
a. Vessels using natural gas (Liquefied Natural Gas (LNG) or Compressed Natural Gas (CNG)) as
fuel; and
b. Vessels using batteries for main propulsion, or, as an additional source of power for propulsion;
and
c. Vessels using methanol as fuel; and
d. Vessels using hydrogen fuel cell or Hydrogen Internal combustion Engines for main propulsion.
Provided that these rules shall not apply to Pleasure Crafts and Canal Cruise Boats covered under The
Inland Vessels (Special Category: Pleasure Craft and Canal Cruise Boats) Rules, 2025 irrespective of
their fuelling system.
(2) The requirements in the following rules shall apply to special category vessels identified pursuant to
sub-rule (1):
a. Inland Vessels (Registration and Other Technical Issues) Rules, 2022
b. Inland Vessels (Survey and Certification) Rules, 2022
c. Inland Vessels (Design and construction) Rules, 2024
d. Inland Vessels (Firefighting appliances) Rules, 2022
e. Inland Vessels (Life savings appliances) Rules, 2022
f. Inland Vessels (Prevention and containment of pollution) Rules, 2022
g. Inland Vessels (Crew and passenger accommodation) Rules, 2022
h. Inland Vessels (Safe Navigation, communication, and signals) Rules, 2022
i.
Inland Vessels (Manning) Rules, 2022
j.
Inland Vessels (Insurance, Limitation of Liability and Obligations of Service Providers and Service
Users) Rules, 2022
k. Inland Vessels (Central database and allied matters) Rules, 2024

(3) Standards for design and construction
a. The standards for design and construction these special category vessels shall be governed by
Inland Vessels (Design and construction) Rules, 2024 and its subsequent amendments.
b. The engine and its fuel supply system /motors/batteries and battery management system as well as
propulsion system related components of such vessels which are not covered by sub rule 3(a) shall
be designed and constructed in accordance with the standards specified by—
i.
a classification society;
PROVIDED THAT battery propelled vessels having total propulsion power less than 20 KW shall
be designed and constructed in accordance with the standards specified by:
i.
Bureau of Indian Standards.
ii.
a Classification Society; or

iii.
International Organization for Standardization;
c. The owner shall furnish a declaration regarding standards for design and construction followed, in
Form No. 1 of these rules to the designated authority or such person or organization, as may be
delegated by the State Government under sub-section (4) of section 12 of the Act.
(4) Survey and Certification
The vessel identified as special category vessel pursuant to sub-rule (1), shall be designed, constructed,
and maintained under the survey of a classification society irrespective of rule 4 of the Inland Vessels
(Design and Construction) Rules, 2024 and its subsequent amendments.
PROVIDED that, battery-propelled vessels having total propulsion power less than 20 KW may be
designed, constructed, and maintained under the survey of—
a. a classification society; or
b. the designated authority or
such person or organization as may be delegated by the State Government under sub-
section (4) of section 12 of the Act.
PROVIDED further that, the survey conducted by Classification Society shall be in addition to the
survey carried out by the designated authority or by such person or organization as may be delegated
by the State Government under sub-section (4) of section 12 of the Act.
(5) Threshold of Compliance
a. All existing inland vessels operating with LNG, CNG, battery-electric, methanol, or hydrogen
propulsion or fuel systems prior to the commencement of these rules shall continue to comply with
the requirements that were applicable to them immediately before the coming into force of these
rules;
Provided that, where a vessel undergoes a major conversion, modification, or replacement of its
propulsion system, fuel system, or main engines and starts operation using alternate fuels, the
provisions of these rules shall apply to such altered systems or components.
b. Notwithstanding sub-rule (1), all such existing vessels shall, within two years from the date of
commencement of these rules, comply with the provisions relating to stability information and
calculation of freeboard as specified under Rules 13 and 15 of Inland Vessels (Design and
construction) Rules, 2024 and its subsequent amendments.
c. Every new inland vessel utilizing LNG, CNG, battery-electric systems, methanol or hydrogen shall
be constructed, equipped, maintained, and operated in full compliance with the provisions of these
rules and shall be suitable for its intended service as determined by the designated authority.
d. No certificate of survey shall be issued under the Act to any new inland vessel referred to in sub-
rule (3) unless such vessel is in full compliance with the design, construction, equipment, and
safety standards specified in these rules.
(6) Harmonization with other special category rules and regulatory frameworks
a. Where a vessel is designated as a special category vessel under these rules and is also
governed by other special category rules framed under the Act, it shall comply with all
applicable rules to the extent they are not inconsistent.
b. The Competent Authority shall determine the principal classification of the vessel based on
dominant functionality, risk profile, and construction; however, the certificate of fitness

shall have mention of all other special category rules and their extent of application on
these vessels.
4. Certification and statutory requirements:
The vessel identified as special category vessel pursuant to sub-rule (1), shall ensure following
compliances: -
1.
Safety Measures and Load line Requirements
(a)The vessel shall be provided with safety gear and equipment in accordance with its area of operation
as prescribed by the respective State Government.
(b)The maximum carrying capacity of the vessel shall be determined by such criteria as may be
prescribed by the State Government, which may include but not limited to:
i.
the specification of a safety load line or load line limits to ensure buoyancy;
ii.
other condition necessary to ensure the safe voyage of such vessel, in addition to those provided
elsewhere under the Act
(c) The maximum carrying capacity of the vessel shall be endorsed in the certificate of fitness.
2.
Appointment of officers and grant of certificate of fitness
The State Government shall appoint or authorize such number of officers, as may be necessary for
the purpose of implementation and enforcement of the provisions under the Chapter VII of the Act
and these rules.
a. The authorized officer shall be empowered to:
i.receive and process applications for fitness certification of these vessels;
ii.conduct inspections and surveys;
iii.issue, suspend, or cancel certificates of fitness; and
iv.record and maintain reasons for refusal, suspension, cancellation, or other enforcement actions
taken under these rules.
b. Upon an application made by the owner, operator, or master of any mechanically propelled inland
vessel, in such form and manner as may be prescribed by the State Government, the authorized
officer shall, upon being satisfied that the vessel:
i.meets the prescribed safety, structural, and stability standards;
ii.is equipped with the requisite safety equipment;
iii.bears appropriate load line markings, as applicable; and
iv.complies with the provisions of The Inland Vessels Act, 2021 and these rules,
issue a certificate of fitness indicating the carrying capacity of the vessel, in such form
and manner as may be prescribed by the respective State Government.
c. The certificate of fitness shall be issued subject to fulfilment of such conditions as may be
prescribed by the State Government, which may include but not limited to—
i.
possession of a valid survey and insurance certificate;

ii.
payment of applicable fees;
iii.
inspection requirements, including annual or such other periodicity as may be specified by the State
Government; and
iv.
operational restrictions.
d.
A model format of the application for certificate of fitness (Form–2) and the certificate of
fitness (Form–3) is annexed for reference and adoption by State Governments for uniformity with
these rules.
e.
Single certificate of fitness for multiple special category rules:
Wherever a vessel falls within the jurisdiction of more than one set of Special
Category Vessel Rules, a single Certificate of Fitness shall be issued in respect thereof.
This certificate shall incorporate the requirements and in accordance with sub rule(6)
of rule(3) of these rules.
3.
Inter-State Operation and powers/responsibilities
(a)The home State shall be the sole authority for issuing the certificate of fitness for a special
category vessel.
(b)Such vessels holding a valid certificate of fitness issued by the home State shall be permitted to
operate in any other State, without requiring a duplicate or separate certification from other State,
provided that:
(i)the certificate of fitness issued by the home State is accepted by the State in which the
vessel is intended to be operated; and
(ii)prior intimation is given to the intended State of operation, and any conditions imposed
by that State are duly complied with.
(c) The Central Government shall facilitate inter-State data exchange mechanisms for the validation
and verification of Certificates of Fitness issued by the home State, enabling seamless operation of
Special Category Vessels across States.
4.
Inspection by Surveyor
(a)A surveyor appointed under the Act, other than for the purpose of a scheduled survey, may at any
reasonable time, board a special category vessel for the purpose of inspection. Such inspection may
include, but not be limited to, examination of:
i.the hull,
ii.equipment,
iii.machinery, and
iv.any part or properties of the vessel.
b. The owner, operator, agent, master, or any person in charge of the vessel shall:
i.
provide all necessary access and facilities to the surveyor for conducting the inspection or survey,
and
ii.
furnish such information regarding the vessel, its machinery, equipment, or any part thereof, as the
surveyor or any authorized officer may reasonably require.
5.
Enforcement of Compliance and Suspension or Cancellation of Certificate of Fitness

iii.
A vessel identified as a special category vessel pursuant to these rules shall obtain the certificate of
fitness within a period of six months from the date of commencement of these rules.
iv.
If any mechanically propelled inland vessel identified as a special category vessel under these
rules, is found to be in non-compliance with the provisions of the Act or the rules made thereunder,
the State Government may issue a notice of rectification to the owner, operator, master, or person
in charge of the vessel, specifying the nature of non-compliance and the time within which such
rectification must be completed.
v.
In the event that the non-compliance continues beyond the time specified in the notice issued under
sub-section (1), the State Government may—after giving the concerned person an opportunity to be
heard and recording reasons in writing—suspend or cancel the Certificate of Fitness granted to
such vessel under these rules.
vi.
A vessel whose Certificate of Fitness has been suspended or cancelled under sub-section (2) shall:
i.
cease to operate until such suspension is revoked; or
ii.
in the event of cancellation, cease to operate until a new Certificate of Fitness is granted in
accordance with the provisions of this Chapter.
6.
Appeal
State Government shall appoint an appellate authority for grievance redressal under these rules.
An aggrieved applicant may file an appeal against the decision of refusal, suspension or
cancellation of fitness certificate to the designated appellate authority of the State Government
within 30 days from the date of communication of such order.
5. Obligations of the Owner of vessel
1. Safe operation of vessel
Subject to compliance with safe operating conditions, the Owner shall adhere to the operational
conditions specified in the certificate of fitness granted by the authorized officer of State
Government.
2. Penalties for Non-Compliance
a. The owner of the vessel shall ensure compliances of all relevant provisions of the Act and rules
framed there under applicable to such vessels in addition to these rules. The following valid
documents are mandatory for these vessels for plying in Inland Waters:
i. Certificate of Registration.
ii. Survey Certificate.
iii. Insurance Policy.
iv. Fitness Certificate.
v. Prevention of Pollution Certificate.
b. The owner shall make available all the above requisite documents at all times and shall produce
the same on demand to the officers or authorities appointed by the State Government under
relevant provisions of the Act.
c. Failure to comply with any provision of these rules shall render the Owner liable to penalties,
fines, or other actions as may be imposed under Section 87 of The Inland Vessels Act, 2021.
6. Power to Remove Difficulties:
The Central Government may, by order in the Official Gazette, issue directions to remove any difficulty
in implementation of these rules.
