सा.का.जन. 146(अ).— गैस जसलेंडर जनयम, 2016 का संिोधन करने के जलए जनम्नजलजखत जनयमों का प्रारूप,
जिसे केन्द्रीय सरकार, जवस्ट्फोटक अजधजनयम, 1884 (1884 का 4) की धारा 5 और 7 द्वारा प्रित्त िजियों का प्रयोग करते
हुए बनाने का प्रस्ट्ताव करती है, ऐसे सभी व्यजियों की िानकारी के जलए, जिनके उससे प्रभाजवत होने की संभावना है, उि
अजधजनयम की धारा 18 की उप-धारा (1) की अपेक्षानुसार प्रकाजित दकया िाता है; और यह सूचना िी िाती है दक उि
प्रारूप जनयम पर, उस तारीख से जिसको रािपत्र में प्रकाजित अजधसूचना की प्रजतयां िनता को उपलब्ध करा िी िाती हैं,
तीस (30) दिन के पश्चात् जवचार दकया िाएगा;

इन प्रारूप जनयमों पर आपजत्तयां अथवा सुझाव, यदि कोई हों, जनर्िधष्ट अवजध के भीतर जनिेिक (जवस्ट्फोटक), उद्योग
संवधधन और आंतररक व्यापार जवभाग, वाजणज्य और उद्योग मंत्रालय को कक्ष संख्या 252-ए, उद्योग भवन,
नई दिल्ली-110001 अथवा ई-मेल: expl-dipp@nic.in; पर भेिे िा सकते हैं;
उि प्रारूप जनयमों के संबंध में दकसी भी व्यजि से जनर्िधष्ट अवजध के भीतर प्राप्त होने वाली आपजत्तयों या सुझावों
पर केंर सरकार द्वारा जवचार दकया िाएगा।
प्रारूप जनयम
1.
संजक्षप्त नाम और प्रारम्भ- (1) इन जनयमों को गैस जसलेंडर (संिोधन) जनयम, 2026 कहा िाएगा।
(2) ये रािपत्र में इनके अंजतम रूप से प्रकािन की तारीख को प्रवृत्त होंगे।

गैस जसलेंडर जनयम, 2016 (जिसे इसमें इसके पश्चात उि जनयम कहा िाएगा) के जनयम 48 को हटा दिया िाएगा;
3.
उि जनयमों के प्रपत्र-ग में, प्रपत्र 'ङ', 'च' और 'छ' में लाइसेंस के जलए इस आवेिन के साथ िमा दकए िाने वाले
आवश्यक िस्ट्तावेि िीर्धक के तहत आने वाले खंड (vi) को हटा दिया िाएगा;
4.
उि जनयमों के प्रपत्र-च के, ितध 8 में, खंड (iv) के बाि, जनम्नजलजखत अंतःस्ट्थाजपत दकया िाएगा, अथाधत्: -
"बिते दक औद्योजगक गैस जसलेंडरों के जलए लाइसेंससंग प्राजधकरण द्वारा उच्च स्ट्टैककंग और कम गैंगवे की अनुमजत
िी िा सकती है, यदि जसलेंडरों को पयाधप्त स्ट्रैप, जललप या इंटरलॉक के साथ प्रमाजणत संरचनाबद्ध पैककंग
(रैक, केि) में पैक दकया िाता है तादक जसलेंडर, की सुरक्षा (इंटीजिटी) सुजनजश्चत हो सके, इसकी दफटटंग और
जसलेंडरों की उजचत गजतिीलता इन प्रमाजणत संरचनाबद्ध पैककंग से सुजनजश्चत होती है। लोसडंग अनलोसडंग की
प्रदिया राष्ट्रीय या अंतराधष्ट्रीय संजहता के अनुरूप होगी।

NOTIFICATION
New Delhi, the 24th February, 2026
G.S.R. 146(E).— The draft of the following rules to amend the Gas Cylinders Rules, 2016 which the Central
Government proposes to make, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884
(4 of 1884), is hereby published as required by sub-section (1) of section 18 of the said Act, for information of all
persons likely to be affected thereby; and notice is hereby given that the said draft shall be taken into consideration after
Thirty (30) days from the date on which the copies of this notification as published in the Official Gazette are made
available to the public;
Objections or suggestions, if any, to these draft rules may be sent to the Director (Explosives), Department for
Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 252 ‘A’, Udyog Bhavan,
New Delhi – 110001 or Email: expl-dipp@nic.in; within the period specified above.
The objections or suggestions which may be received from any person with respect to the said draft rules, within the
period so specified will be considered by the Central Government.
Draft rules
1.
Short title and commencement.—(1) These rules may be called the Gas Cylinders (Amendment)
Rules, 2026.
(2) They shall come into force on the date of their final publication in the Official Gazette.

In the Gas Cylinders Rules, 2016 (hereinafter referred to as said rules), Rule 48 shall be omitted;
3.
In the form-C of the said Rules, under the heading DOCUMENTS REQUIRED TO BE SUBMITTED WITH
THIS APPLICATION FOR A LICENCE IN FORM `E', 'F' & `G, clause (vi) shall be omitted.;
4.
In the form-F of the said Rules, in condition 8, after the clause (iv), the following shall be inserted, namely:-
“Provided further that for the Industrial gas Cylinders Higher stacking and lesser gangway may be permitted
by the licensing authority if cylinders are packed in certified structured packing (racks, cages) with adequate
straps, clips or interlocks to ensure integrity of cylinder, its fittings and proper manoeuvring of cylinders are
ensured with these certified structured packing. The loading unloading procedure shall comply with the
national or international codes.”;
