करते हुए बनाने का प्रस्ताि करती है, को इससे प्रभावित होने की संभािना िाले सभी व्यवियों की िानकारी के वलए
एतद्द्वारा प्रकावशत ककया िाता है और एतद्द्वारा नोठिस कदया िाता है कक उि मसौदा वनयमों पर रािपत्र में यथाप्रकावशत
इस अविसूचना की प्रवतयां सिवसािारण को उपलब्ि कराए िाने की तारीि से तीस कदनों की अिवि की समावि के बाद
विचार ककया िाएगा;

1.
संविि शीर्वक, प्रारंभ और प्रयोज्यता - (1) इन वनयमों को 77 से 81 गीगाहर्टिव बैंड में शॉिव-रेंि ऑिोमोठिि
रडार वसस्िम का उपयोग (असाइनमेंि आिश्यकता से छूि) वनयम, 2025 कहा िा सकता है।
(2) िे रािपत्र में उनके प्रकाशन की वतवथ से प्रिृत्त होंगे।

प्रयोज्यता - ये वनयम 77 से 81 गीगाहर्टिव बैंड में लागू होंगे।
3.
पठरभार्ाएँ - (1) इन वनयमों में, िब तक कक संदभव से अन्यथा आिश्यक न हो, -
(क)
"अविवनयम" से दूरसंचार अविवनयम,2023 (2023 का 44) अवभप्रेत है;
(ि)
"प्राविकरण" से केन्रीय सरकार द्वारा अविसूवचत प्राविकरण अवभप्रेत है।
(ग)
"समतुल्य आइसोट्रोवपक विककरवणत शवि" या "ई.आई.आर.पी" से कुल शवि विसे एंिीना के सबसे
मिबूत बीम की कदशा में िास्तविक स्रोत के समान वसग्नल शवि देने के वलए एक काल्पवनक आइसोट्रोवपक एंिीना
द्वारा विकीणव करना होगा, अवभप्रेत है;
(घ)
"पािर स्पेक्ट्ट्रल घनत्ि" से एक पल्स या पल्स के अनुक्रम से प्रवत यूवनि बैंडविड्थ कुल ऊिाव आउिपुि
विसके वलए संचाठरत शवि अपने अविकतम स्तर पर होती है, पल्स की कुल अिवि से विभावित होती है और
विस समय संचाठरत शवि बंद होती है या उसके अविकतम स्तर से नीचे होती है उस दौरान कुल समय में पल्स के
बीच का समय शावमल नहीं होता है, अवभप्रेत है;
(ङ)
"वडिाइस" से आिृवत्त बैंड 77-81 मेगाहर्टिव में कायव करने िाले रेवडएिसव अवभप्रेत हैं िो िाइडबैंड
वडवििल मॉड्यूलेशन तकनीकों का उपयोग करते हैं और व्यवियों, व्यिसायों और संस्थाओं के वलए मोबाइल और
किक्ट्सड संचार में उच्च डेिा दर की एक विस्तृत श्ृंिला प्रदान करते हैं;
(च)
"व्हीकल्स" में यात्री कारों, बसों, ट्रकों, िैवक्ट्सग के दौरान विमान, रेलरोड ट्रेन लोकोमोठिि, ट्रेन कार,
मोनोरेल या ट्राम, वनमावण िाहन, मोिरसाइककल, स्कूिर और भारत के िेत्रीय िल के भीतर संचावलत नौकाएं
और िहाि शावमल हैं, लेककन इन्हीं तक सीवमत नहीं हैं।
(2)
इन वनयमों में प्रयुि और पठरभावर्त नहीं ककए गए ककन्तु अविवनयम में पठरभावर्त शब्दों और अवभव्यवियों के
िही अथव होंगे िो क्रमशः अविवनयम में उनके वलए हैं।
4.
छूि - गैर-अंतरािरोिन, गैर-संरिण और साझा (गैर-अनन्य) आिार पर 77 से 81 गीगाहर्टिव फ्रीक्वेंसी बैंड में
शॉिव-रेंि ऑिोमोठिि रडार वसस्िम के प्रयोिन के वलए ककसी भी बेतार उपस्कर को स्थावपत करने, बनाए रिने, काम
करने, रिने या सौदा करने के वलए ककसी भी व्यवि को ककसी भी फ्रीक्वेंसी असाइनमेंि की आिश्यकता नहीं होगी बशते
नीचे दी गई सारणी में विवनर्दवष्ट तकनीकी मापदंडों का उपयोग करे, अथावत्: -

# औसत वडिेक्ट्िर का उपयोग करके 1 मेगाहर्टिव ठरजॉल्यूशन बैंडविड्थ से अविक मापा िाना है और कुल उत्सिवन
बैंडविड्थ पर एकीकृत ककया िाना है
* पूरे उत्सिवन बैंडविड्थ पर पीक वडिेक्ट्िर का उपयोग करके 1 मेगाहर्टिव ठरजॉल्यूशन बैंडविड्थ से अविक मापा िाना है,
और उत्सिवन बैंडविड्थ पर एकीकृत नहीं ककया िाएगा।
4.1
पठरचालन प्रवतबंि - (1) यह उपयोग केिल व्हीकल तक ही सीवमत रहेगा।
5.
इंिरिेरेंस - (1) एक रेवडयो उपस्कर में ठरसेप्शन पर उत्सिवन, विककरण या प्रेरण के एक या संयोिन के कारण
अिांवछत ऊिाव का प्रभाि, ककसी भी प्रदशवन वगरािि, गलत व्याख्या, या सूचना की हावन से प्रकि होता है विसे ऐसी
अिांवछत ऊिाव के अभाि में वनकाला िा सकता है, िहां कोई व्यवि दूरसंचार अविवनयम, 2023 (2023 का 44) के
अनुसार पठरचालन कर रहा है या भारतीय िेलीग्राि अविवनयम, 1885 (1885 का 13) के तहत लाइसेंस प्राि है िो
अविवनयम की िारा 3 की उपिारा (6) के अनुसार िैि है, प्राविकरण को सूवचत करता है कक उसके लाइसेंस प्राि वसस्िम
को इन वनयमों के तहत छूि प्राि ककसी अन्य रेवडयो उपकरण से हावनकारक हस्तिेप हो रहा है, तो ऐसा प्राविकरण ऐसे
अनविकृत बेतार उपकरणों के प्रयोिा को उपस्कर को स्थानांतठरत करने, शवि को कम करने और विशेर् प्रकार के एंिीना
का उपयोग करके इंिेरिेरेंस से बचने के वलए आिश्यक कदम उिाने के वलए कहेगा, विसमें वििल रहने पर ऐसा प्राविकरण
ऐसे बेतार उपयोग को बंद करने की वसिाठरश करेगा।
(2) प्राविकरण उप-वनयम (1) के तहत बेतार उपयोग को बंद करने की वसिाठरश करने से पहले बेतार उपस्कर के
उपयोगकताव को एक उवचत अिसर देगा।
6.
उपस्कर - (1) बेतार उपस्कर को प्रकार अनुमोकदत और वडिाइन और वनर्मवत ककया िाएगा िो कक उत्सिवन की
बैंडविड्थ और अन्य पैरामीिर वनयम 4 और 5 में विवनर्दवष्ट सीमाओं के अनुरूप होंगे। उपस्कर प्रकार अनुमोदन प्राि करने
के वलए आिेदन केंरीय सरकार को अनुबंि में कदए गए प्रारूप में ककया िाएगा।
(2) सुरिा संबंिी आिश्यकताएं संबंवित उपकरणों और फ्रीक्वेंसी बैंड के वलए आईिीयू/ ईिीएसआई/
एएनएसआई/बीआईएस/िीईसी/आईसीएनआईआरपी िैसे अंतरावष्ट्रीय या राष्ट्रीय मानकों के अनुसार होंगी।

NOTIFICATION
New Delhi, the 25 November, 2025
G.S.R. 866(E).––– The following draft rules, which the Central Government proposes to make in
exercise of the powers conferred by sub-section (6) of section 4 read with clause (h), to sub-section (2) of
section 56 of the TelecommunicationsAct, 2023 (44 of 2023), are hereby published for the information of
all persons likely to be affected thereby and notice is hereby given that the said draft rules shall be taken
into consideration after the expiry of a period of thirty days from the date on which copies of this
notification as published in the Official Gazette, are madeavailable to the public;
Objections or suggestions, if any, may be addressed to the Joint Secretary (Telecom), Department

The objection or suggestion which may be received from any person with respect to the said draft
rules before the expiry of the aforesaid period shall be taken into consideration by the Central Government.
1.
Short title, commencement and application. — (1) These rules may be called the Use of Short-
Range Automotive Radar System in the 77 to 81 GHz band (Exemption from Assignment Requirement)
Rules, 2025.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Application. — These rules shall apply in the 77 to 81 GHz band.
3.
Definitions. — (1) In these rules, unless the context otherwise requires, -
(a) “Act” means the Telecommunications Act, 2023 (44 of 2023);
(b) “Authority” means the authority notified by the Central Government.
(c) “equivalent isotropic radiated power” or “e.i.r.p” means the total power that would have to be
radiated by a hypothetical isotropic antenna to give the same signal strength as the actual source in
the direction of the antenna's strongest beam;
(d) “power spectral density” means the total energy output per unit bandwidth from a pulse or
sequence of pulses for which the transmit power is at its maximum level, divided by the total
duration of the pulses and the total time does not include the time between pulses during which the
transmit power is off or below its maximum level;
(e) “device” means the radiators operating in the frequency bands 77-81 GHz that use wideband
digital modulation techniques and provide a wide array of high datarate in mobile and fixed
communications for individuals, businesses, and institutions;
(f) "Vehicles" include, but are not limited to, passenger cars, busses, trucks, aircraft while taxing,
railroad train locomotives, train cars, monorails or trams, construction vehicles, motorcycles,
scooters, and boats and ships operated within territorial waters of India.
(2)
The words and expressions used in these rules and not defined, but defined in the Act
shall have the same meaning respectively assigned to them in the Act.
4.
Exemption. — No frequency assignment shall be required by any person to establish, maintain,
work, possess or deal in any wireless equipment for the purpose of short-range automotive radar system in
the 77 to 81 GHz frequency band on non-interference, non-protection and shared (non-exclusive) basis, and
using the technical parameters as specified in the Table below, namely: —

4.1
Operational Restrictions.— (1) This use will be limited to vehicles only.
5.
Interference.— (1) The effect of unwanted energy due to one or a combination of emissions,
radiations or induction upon reception in a radio equipment, manifested by any performance degradation,
misinterpretation, or loss of information which could be extracted in the absence of such unwanted energy,
where any person operating as per the Telecommunications Act, 2023 (44 of 2023) or license under the
Indian Telegraph Act, 1885 (13 of 1885) which is valid pursuant to sub-section (6) of section 3 of the Act

informs the Authority that his licensed system is getting harmful interference from any other radio
equipment exempted under these rules, then such Authority shall call upon the user of such unauthorised
wireless equipment to take necessary steps to avoid interference by relocating the equipment, reducing the
power and using special type of antennae, failing which such Authority shall recommend discontinuation of
such wireless use.
(2)
The Authority shall give a reasonable opportunity to the user of wireless equipment before making
recommendation of discontinuation of wireless use under sub-rule (1).
6.
Equipment. — (1) The wireless equipment shall be type approved and designed and constructed in
such a manner that the bandwidth of emission and other parameters shall conform to the limits specified in
rule 4 and 5. The application for obtaining equipment type approval shall be made to the Central
Government in the format given in Annexure.
(2) The safety related requirements shall be as per the International or National standards such as
ITU/ETSI/ANSI/BIS/TEC/ICNIRP for the respective devices and frequency bands.
